"Take Austria By Force" Focus not Selectable as Monarchist Hungary

I'm trying to go for the achievement that requires you to form austria hungary.
However from the first minute on, one condition to select the "Take Austria by force" Focus is not met.
It Says "Lower Austria: Controlled by *blank* " and is marked with the red X signalling that the condition is not fullfilled. Maybe some spaghetti with the ownership of the state going on here?
Now i'm fairly sure i was able to go down that route in 1.8.2, so the new patch might have broken it.
At least i can't find anything on this issue on the forums or when googling it.
Would appreciate if someone checked if the problem exists for them too.
Steps to Reproduce
Just start a new game as Hungary and hover over the "Take Austria By Force" focus.
