Right-clicking air wing count does not work as tooltip says

Description
The air wing count's tool tip (AIRWING_MISSION_SET_REINF_LIMIT_RCLICK) says that right clicking sets the reinforcement limit to the current count. But nothing happens when right-clicking. (It also call a wing "aircraft stack", odd)
Steps to Reproduce
- increase the reinforcement limit of any wing beyond its current aircraft count
- right-click the aircraft count in the air wing view
