Description
If the Danish Belts have permission type: neutral and you assign a surface fleet on the North Sea side a mission on the Baltic Sea side the ships will not move there because there will be "no accessible region". If you just order a ship to move there without a mission, or if you order an army to move across (if you have a port on the other side) they will cross the straits without problem. I don't know about trade or submarines, since I haven't tested that.

Steps to Reproduce
Start a game in 1939 as the UK and give a patrol mission to a Home Command task force beyond the Danish Belts (this probably works with other starting dates and nations as well, but that's what I tried for the attached screenshot).
