Mexico cannot go fascist without MTG

Description
Playing as Mexico and attempting to go fascist. I don't have the MTG DLC so i'm using the vanilla tree. The fascist demagogue has been replaced with the syncretic revanchist under political advisers and the syncretic revanchist is not giving the option to hold a referendum under decisions. This results in Mexico having no option to change to fascism. I suspect this will also be the case with communism.

Steps to Reproduce
1. Play as Mexico in version 1.7.1 with the TFV and DoD DLC only.

2. Select the syncretic revanchist adviser as soon as enough political power is available.

Hello! I have reported the bug. for now if you want to circumvent this issue until it is fixed please open the command console and type

"event political.18" without the "" for fascism

"event political.19" without the "" for communism

"event political.20" without the "" for democratic

This doesn't work in Ironman mode though. Also if you want to not cheat the game only use it once you have enough popularity to switch :)
