Play a game as any Nation and watch the german/soviet front.

Description
AI request many divisions for a frontline, in my example 23 divisions for a 7 province frontline, then towards the end of the month, requests only 9 divisions for a 12 province frontline. The divisions withdraw, come back to the frontline, withdraw, come back and so on. The 29th of each month seems to be the day with maximum and minimum frontline divisions requested. I have not tested out the hour, when that switches. And from that point, it seem to rise again to a maximum on the 29th of each month. Minimum also means longer frontline and maximum shorter frontline.
The issue seems to be there at the start of the Japanese war against Nationalist China and their allies. Once Japan AI has conquered (if they manage to with the withdraw issue) a decent strip along the coast line of China, it seems to request a steady number of divisions.

Just an assumption based on previous study: Make AI unable to use field marshal and only use generals may help solve the problem. :p

Only change of the mod is to make Field Marshells able to command unlimited number of generals. (So that people can avoid download other big mods)
Surprisingly, AI decides they no longer use field marshells in some cases. :p

Alert, it's poorly tested. :p

At least Total War and Expert AI have the fix.

There are several ways to "fix" the unit shuffling. Each mod has it's one one. I doubt we have all chosen the same method. It all depends the importance given and the modifications to the global command system the mod have implemented. In August Storm I had to use different codes in different files to have a good result without altering other AI abilities. And I'm not talking about what ones have to do to compensate the loss of this ability for the AI in balance terms, it necessarily alter mods differently.
In any case, I'm sorry, but increasing FM group cap in defines is not a solution IMO.

That's not my point, never said something was "better" or not. :)
I'm just not sure that an "universal fix" exists for this particular problem. And still not sure that mine could work for another mod nor for vanilla or vice-verca.

I just observed this with AI. As Italy early declare on Austria, and Yugoslavia, bring in Checkoslovakia, doesn't bring in Romania, won this. France goes commune, Germany goes on Ljublijana awards NF path, so Join axis, to avoid war, Germany afte NF path declares on Greece, brings in Romania. Germany masses almost all troops to Slovak-Romanian border (puppet Bohemian empire). Fiddling with joining this for month to transfer troops, then it's go. Then, Germany starts to truck troops between French and Polish borders and Romanian front (so far 2 times) this in early 1938. This with other DLCs than man the guns.
