Description
Russo-Japanese border conflict triggers despite of Japan not owning Korea.

I have a game save with human player controlling Soviet Union. Before the border conflict starts, Korea owns the whole Korean peninsula and is not a puppet. The border conflict is triggered by AI Japan. I then station troops at the Korean border after the conflict starts. Yet the skirmish cannot trigger.

Steps to Reproduce
Let AI control Japan. China wins Sino-Japanese war by taking the peace deal which releases Korea.

Soviet Union controlled by human player and the player chooses not to station troops on Korean border, which will goad the Japan AI to take the political decision of Russo-Japanese border conflict -- despite of not owning Korea.

Note: the skirmish does not take place at any other possible shared border between Japan and Soviet Union either.
