After winning the Greek war for fascism the 'rebuild the nation' options for Communism & Democracy also appear. I am unsure if this is a genuine bug but it does seem to be something that should only display the ideology of your nation following the completion of the war.
Steps to Reproduce
1. Start as Greece
2. Build up and fire the civil war path after getting a fascist demagogue into government
3. Win the war and review the rebuild the nation under the options menu
4. Observe the screen
