In my current game AI Romania has a template consisting of 5INF/2ART/2ENG.
I noticed this in a later save when they became my puppet, attached is the earliest save where they have it.

- start as ROM
- pp 150
- pick Military Theorist
- Focus.AutoComplete 1
- complete NF Army Maneuvers
- complete NF Royal Guards Divisions
- Focus.AutoComplete 0
- human_ai
- let the game run for a bit
