Description
The Smooth-Talking Charmer adviser provides +10% for the trade_opinion_factor modifier but this modifier is unused.
It affects neither trade opinion nor diplomatic opinion, its modifier ID (208) never gets looked up in the modifier list and setting a read watch point on the value only yields periodic house keeping procedures across all country modifiers.

- pick K. von Neurath as GER
- look for any effects
