Once you go into a civil war with british malaya the game wont spawn the other side of the civil war (communist or facist doesnt matter) Even tough the other side of the civil war is not there you are still "at war" And you get a debuff to your stability.
Steps to Reproduce
play british malaya.
Hire facist demagouge.
Prepare for civil war.
Lower stability.
Ignite civil war.
