(Mods are Coloured Buttons and More Division Icons, that's it).
Recruited Admirals do not gain traits. (Spotter, Ironsides etc). However, they still gain XP and level up. This seems to have been present since Cornflakes was released. A look at the save game file shows that while any Admirals you get at game start have the traits listed below them, any new Admirals recruited thereafter do not. This plays out in-game as starting Admirals are gaining traits and can progress towards them just fine.
Steps to Reproduce
1. Start a game, recruit a new Admiral. Nation is irrelevant, well... unless your Tibet I suppose.
2. Put him to work when war breaks out.
3. XP gained, levels up
4. Even after level 5, no traits gained, no progress towards them.
In the included savegame, I have a "recruited" admiral in charge of sub fleet "51 / Admiral Test" to illustrate the problem for you.

In my latest game as Japan, I opened Settings file in C:\Users\(User name deleted)\Documents\Paradox Interactive\Hearts of Iron IV and changed "save_as_binary" to "no" and then loaded my game, recruited 3 new admirals (Japan), saved, exited and then searched for them in the savegame file (which you can do using something like Notepad++ once it's saved this way). Directly above the 3 new admirals were all the ones that I started with in-game. I cut and pasted the missing segment from one of those into the newly recruited admirals. This is what I added:

Pasted this in after "max-traits=0.000" line for each of them and what do you know... they started to gain points towards skills. Was a bit naughty including superior_tactitician trait for them, but it showed up on restarting the game so i knew my edits had worked, which is my reason for doing so, and I'm sticking with that ;-).
At any rate, I did this mostly out of frustration - editing savegames is never something to be done lightly, but it worked, so thought I'd post here as an update incase anyone's interested...
