I am not a man of violence, but a man of determination. The demands of the CLN have been stated, and we will not alter nor change them. If the constitution does not contain what we want, then the CLN will continue to organize protests and marches across the country. If the constitution does meet our demands, the CLN will disband and I will personally come to Rome to meet with you all. The CLN is asking something that many of your forefathers gladly obliged to do. The CLN is asking something that many of you have agreed to allow in your support of the Revolution of 1884. It will be simple, it will please the King, the people, and both of them will praise your ability to return to a democratic institution that protects the liberties many Italians have known since the country first united. You will be praised as heroes should you return the Chamber to its people.

You will have no competition in the government. All your opponents were killed off by radicals, so the path is clear for you. There will be no threat of a second revolution, and there will be no threat of a socialist uprising due to prime radicals and socialists dying horrible deaths. There will be nothing for you to fear if you reinstate a constitutional monarchy with the powers it had been given under the Statue leading up to 1884. Even if socialism is still a thing, are there any political organizations that support it? Even if socialism is a thing, why deny the people the right to put a government in place that could be harmful. They did it with I Con twice, and with the PD, both were not socialist and still caused mass amounts of destruction to the state. They swept behind a man who sent thousands to die fighting wars for pieces of land. They swept behind a man who conquered the Papacy. The people are the ones that have empowered the good and bad out of all political events of the past twenty years. Tell me, why are you so hellbent on targeting the leaders when the people were the ones putting these "bad men" into power in the first place? Yet, punishing the people by taking away all that they held dear is not an option. Taking away liberties that the Statue empowered them to have over the years, freedoms that CONSERVATIVE GOVERNMENTS gave to these people, freedoms that constantly received backing from conservatives and even the most staunch reactionaries, is not a punishment for "choosing what I think was wrong". Denying a person these freedoms would be like denying a Catholic the right to attend mass.

I also issue a warning for the future should you fail to reinstate the freedoms immedietly. The people will not sit idly and watch as all their rights are suddenly stripped in the blink of an eye. Whether CLN backed or not, they will rise up. Movements will form in the millions to bring back the freedoms. Violent rebels that will not receive CLN backing due to their violence will rise up. The Anarchist rebellions will be nothing compared to the size of these rebellions. These are not threats, these are dire warnings. Return to the status quo, or else this anarchy will never fully end.

The Russian people thank you for your support of the empire at the expense of the interests of Italians living in Venice.

Dear Marquis Bonaretti,

I should probably feel esteemed that a person of your stature (even though this stature is not as impressive as before) deigned to write a letter for me or read my works. It saddens me you did not like it, but I probably should have expected that.

As a person who happily served a Russian king until very recently, you probably know how does Russian propaganda look like. Your accusations, however, are quite absurd. Had I been a collaborator like you, I would have contacted Venetian intelligence and probably receive a large reward for my trouble. Instead, I decided to let the people of Italy know what kind of people rule them.

Was that wrong? Did I doom Italians in Venice? Are they really worse under a Russian tyrant than an Italian one? I suppose they are not, otherwise you would have to punish first the people that let the invasion happen. Soldiers who marched against their government instead of defending their homeland, industrialists who shut their factories down in the time of need to protest against taxes. Perhaps even the noblemen who greeted the invaders with open hands. In short - Alliata's government, you included, are more complicit than I will ever be.

Yet here I am, languishing in prison, while the people who lost Venice and Savoy in the first place are pretending to be patriots and saviors of the nation. Including you, it seems, though your pretend rebellion never had a chance to actually succeed. It seems that I have forced your hand to finally choose your side, otherwise you could decide to check if the Russian king can offer you more for your services.

At least I have the satisfaction of knowing that I cleansed my home city from the stain of your family. Enjoy your new job in the government and hope that you pleasure Alliata enough to give you a new duchy. Perhaps you will have more luck and manage not to lose it, although I would not bet on it.

Ah the rhetoric coming from socialists makes me smile, their naive belief that taxing corporations to the point of near bankruptcy is a valid economic policy and fair. While it is true I had a high standard of living and income prior to their oppressive regime, but I think they fail to understand that taxing everyone into the same income is as bad for an economy as closing all of the factories was. For the upper class drives demand on luxury goods, a common fact of life and the industrialists provide jobs to huge tracks of the Italian population, millions in fact. These taxes, 75% would slow down economic growth and result in significant economic damage, for demand would fall on products and factories would slowly close. So how, how on earth is it the fault of the capitalists if they decide it's unprofitable to keep private enterprise in Italy? This is the first rule of a free market economy, if it's not profitable it won't exist.

Now I imagine the socialists will respond with 'we wère providing subsidies to factories so they wouldn't close'. To this I say how absurd is it to tax someone to the point you need to pay them to stay afloat? How is this logical? Why is it prefered by the socialists to give me a blank check to my expenses instead of having a reasonable tax rate? I cannot answer this, they cannot answer this, luckily though the socialist incompetence lead to this anarchy by forcing undesired reforms unto the people. So we will not be able to correct this.

Donato Ceruso was the son of Giovanni Ceruso, the interim president of Societa Hermes. He worked with his father as the manager of the Luxury Clothes factory in Campania, and learned to become a savvy businessman in his own right. However, he was fired soon after his father died, and had been gathering sponsors for his own corporation when industry was nationalized in 1885. He disappeared for the next few years, before gaining prominence as a supporter of Allista in 1887.

Contingency 1: Debt

Should the treasury ever fall below £1000 in circumstances of a deficit, all strata's will have taxes increased in 5% increments until they reach 75% nominal tax rate. If this fails then the land stockpile shall be reduced to 30%. If this fails to reach a surplus, then the Military Spending shall be reduced to 60%. If this fails to reach a surplus, Education shall be reduced to 50%. If this fails to reach a surplus, then Administration shall be reduced to 30%. Should this fail, the Military Spending shall be reduced to 50%. If this fails to reach a surplus, Education will be further reduced to 30%. If this still fails to reach a surplus, taxes will be increased by increments of 5% until a surplus in achieved.


Contingency 2: War Outside or Inside the Nation ((the later is only applicable to large scale rebellions should they occur))

In the event the Kingdom of Italy be involved in a state of war, foreign or domestic, the Land Stockpile will be increased to 100%, in the event the war requires significant naval action the naval stockpile will also be increased to 100%. In order to compensate for budgetary deficits in this incident, taxes should be increased by 5% until a balance is achieved. If this fails Education and Administration will take 5% spending cuts until they are at 50% and 25% respectively or until a balance is achieved. On the conclusion of the state of War, civil or external, military spending and the stockpile, taxes and tariffs are to be reduced to the pre-war level and Contingency 1 applies as normal. Contingency 2 supersedes Contingency 1.


Contingency 3: Surplus in reference to surplus greater then 200 pounds per day

If a significant surplus is achieved taxes will be reduced on all strata's by increments of 1% until the nominal tax rates reach 40%. If the surplus is still greater then 200 per day and the government is constructing buildings, building ships or recruiting troops the construction spending will be increased until the surplus is less then 200 per day. After the building is done it will be reset back to 50%.

While some politicians of the past has certain romantic illusions about the international policies, I, as an old diplomat, must say the following - the sword is mightier than the pen. We see how our neigbours has, against all principles of international law, treacherously attacked us at the time of need and robbed of our core territories.

Today, to guide our material interests, we need urgently to find an ally among great powers that could, in the future, support us in our just reconquest of Italian lands. Austria and Russia, France and the Ottoman Empire, are now hostile to us, for the robbers are always hostile to the ones they robbed. Our old union with the German Empire proved to be abusive - for, while we have fought for Deutschland, they have failed to support us once, either in any of our wars or during the darkest hour, when the jacobins and socialists occupied our homeland. Therefore, as a Foreign Secretary serving in his fourth cabinet, I propose the following course of actions.
I. The Ministry of Foreign Affairs would refuse to acknowledge the loss of Italian lands that happened after a treacherous attack on our Realm, during the tenure of illegitimate revolutionary government and were not approved by our Monarch.
II. The Ministry of Foreign Affairs would seek to improve relationships with the United Kingdom and form an alliance with the government of Her Britannic Majesty.

a. All educational institutions within the Kingdom of Italy shall ultimately be subject to the supervision and regulation of the Ministry of Education

b. State schools shall be under the direct authority of the Ministry of Education while private and religious schools shall be subject to registration by the Ministry of Education

II: Reform of the School System

a. The compulsory age of education shall be set at fourteen years of age

b. The national education system shall be comprised of primary and secondary institutions, structured in the following ways

1. Primary education will consist of five years of Scuola primaria, from ages six to ten [Primary School]
2. Following primary education, students may continue to secondary education through one of two option - Ginnasio [Gymnasium] for an additional five years, which leads to the higher institutions and higher education, or into Avviamento al Lavoro [Job Placement] for quick entry into the workforce
3. Following Ginnasio, students are allowed access to the three highest public educational institutions, the Liceo [Lyceum] - offering specialized, mostly theoretical education in a specific field relating to the arts or the humanities - the Instituto Tecnico [Technical Institute] - offering specialized education in a specific field, such as law or economics - and the Instituto Professionale [Professional Institute] - offering specialized, practical education in fields of work, such as agriculture or engineering

III: Sanctity of Educational Quality

a. All teachers within state schools must be certified by the Ministry of Education and follow the standard enforced by the Ministry of Education

b. Italian shall be the sole language for instruction within state schools


c. Values pertaining to the Roman Catholic faith, loyalty to the Crown and Nation, and general morality will be instilled in the youth through lessons

Alliata 1891-1893: President, Dictator, Regent


Lorezno Alliata stumbled into power in early 1891, dazed and surprised but not entirely unprepared for the role he found himself in. He was quick to shun the title of "president" in favor of that of "Dictator," "Regent," and others. He was generally addressed as dictator, a title meant to be throwback to times of the old Roman Empire. In reality, it was nothing more and nothing less than an apt and accurate description of what he was - a dictator, nothing more and nothing less. He styled himself Regent in the name of King Vittorio Emanuele III, declaring his intention to restore the monarchy.

1. Lorenzo Emmanuele Alliata, Dictator of Italy
Alliata was quickly inundated by correspondance, with letters from people across Italy asking for commissions in his new government or army. He appointed a battery of reactionaries, ultramonarchists, and other ideological faithfuls from this large array of people in an attempt to develop a loyal government. His "Grand Council of Public Order and Safety" quickly manifested as the seat of the real power in the nation, Alliata's inner circle, where the most powerful ministers and military officers presided. Any hopes that republicans or democracy advocates had were quickly dashed as his new Minister of Security, Alexander dom Contravarius, quickly cracked down on any who spoke out against the government.

The workings of the state were quickly restored as Alliata ordered the collection of taxes at gunpoint. Money flowed into the coffers and bureaucrats were rehired. All factories - now nationalized - were reopened by the commerce ministry and former factory workers ordered back to work by the junta.

The first and highest priority of government, however, was the recapture of the northern swathes of Italy held by rival "white guard" militias and men who amounted to little more than warlords. After several skirmishes near Lucca, Alliata's new Chief of Staff - Tiberio d'Auria - sent vastly superior forces thundering into northern Italy. They quickly recaptured Lombardia and Piemonte after several months of fighting.

With the Swiss border secured, the Marquess of Solemnis - who had been given various titles to mark him as Alliata's number two - led a delegation to meet with Vittorio Emanuele III and convince him to return to Italy. They succeeded in this and the King returned to his palace and Rome, which had not seen since he fled it at age 17, some five years prior. However, Alliata quickly demonstrated that he was not willing to cede absolute power - or indeed any power - to the restored monarch. Vittorio Emanuele was largely confined to his palace (and some said was not allowed to leave with the Dictator's permission). He was not consulted on the daily business of state or indeed allowed to exercise any function other than as Alliata's figurehead. Plainly, Italy was not a monarchy or a republic - it was a dictatorship of Alliata's devising.

Alliata would prove to have minimal interest in the day to day operations of the state and the minutiae of governance. With Solemnis abroad (frequently in England and occasionally Germany), Marco Bonaretti, the Minister of War, would frequently take the reigns of power. In addition to commissioning vast new fleets and several battalions of soldiers, Bonaretti would put the junta's focus on restoring government for much of the next two years. He rebuilt bureaucratic infrastructure (often at gunpoint) and ensured laws were being enforced (again, often at gunpoint). Police were put back on the streets and crimes punished harshly, with any sign of the anarchy violently stamped away. Public order generally improved through these tactics, though it could not be said to endear the Italian people to the regime. Giovanni Caruso, the Commerce Minister, proved to be no less vital than Bonaretti. Factory workers had been ordered back to work - all private factory ownership had been ended (though in principle not illegal) and all unions had been dissolved. The doors of factories were kept open regardless if they were profitable or not; by the end of 1893, production had almost returned to pre-1886 levels.

Meanwhile, Amat locked himself in negotiations with the British. In the end, he persuaded them to favor pragmatism over ideology and sign an alliance with Italy; however, for all his efforts, he was not a miracle worker. While he had expected Italy to be rapidly embraced back into the ranks of the world's Great Powers, this was not to be. Solemnis was baffled to find that, over the course of the anarchy, China had "westernized" and gained much attention in Europe as its multitudinous products began to flood western markets. China, not Italy, was being widely seen as a great power. Alliata would have to redouble his efforts on the home front if he wished Italy to be what it once was.

Aside from a deadly flu outbreak in the spring of 1893 and so-called "young German" rebellion in formerly Italian Tirol, Alliata appeared to have succeeded in stabilizing Italy by the start of 1894. However, revolutionary spirit still simmered in people's hearts. Only so many could be shot or packed off to Somalia; men were need for the army and the factories. If Alliata was to maintain power for longer than a few more years, clearly he would have to take measures to combat dissent against him. It remained to be seen what those measures might be...
