After recently getting my hands on the GOG version of Stellaris, I decided to run it on my old device, slightly below the minimum specs (yet I have experience with working around derelict hardware). Yet, regardless of the settings, the game always stops loading data at 37%, after checking disk activity, nothing related to the game is processed. Loadscreen works properly and the game doesn't chuckle prior to that percentage. Log directory and DxDiag output attached, basegame or expansions, no changes to be seen (the logs are with no DLCs enabled at all).

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
