Haven't played DH vanilla, but in the mods I've played, Germany receives at least one airborne division through events. It's usually used for the invasion of Norway.

I suppose its something like that what happens. However in my game which is vanilla It already has 3 divisions and 1 in production queue in 1938. Its been years last time I played germans so I cant recall
