Game Cannot Launch

I recently had to reinstall my system, however after reinstalling steam and eu4. The game refuses to run, the launcher opens up fine but when I click play it says that Launching the Game failed. This is most likely not a launcher issue as other games like hoi4 runs just fine. When I tried to launch the exe directly it says that VCRUMTIME140_1.dll is not found. How do I fix this?

This article lists the download links for the latest versions of Visual C++ Redistributable packages.

And run the x86 and x64 installers there.
