By the time the Destroyers are finished they should be new designs since we have already advanced in some Destroyer tech. And plan to Research more before they are finished.
You have to research the tech before starting the ship's production. If you start the ship and later finish a new tech, it doesn't get applied until you start producing a new design.
I am not sure we have that option.
I believe you can release either Nationalist or Communist China as a puppet, and they will get every province they have a core on (all of China including Guangxi, Yunnan, Xibei San Ma, etc.) I'm not sure how I feel about this solution because you'd essentially be creating a new great power as your puppet - it'd work well in game, but I don't know if it would make sense for Japan to do. Although, Wang Jingwei's regime was supposed to be something like this if Japan had won.

Might be an idea. Of course in game and in universe are two separate things.

We could just say that the separate puppets have a unified Chinese armed forces for...um...Well, meatsheilding purposes for the Empire. There are still separate and smaller puppet states overseeing smaller areas of China, but Japan keeps some of it unified for its own use. The army, the air force, a resource trade ministry, etc etc.

Then we get the efficency of one big puppet without Japan literally reunifiying China and hoping they won't turn around and kill us...I mean, they won't. Its hoi3. But still...

Yeah, make a Nat China one state puppet, and just make up some universe lore as to why it 'looks' like we've done that.

The problem with a puppet is that they will still be called into our wars therefore they can't be used as protection against Soviet aggression, were an independent warlord could as long as they are not influenced into either allies or commintern.

The Economic Front​

The 21st of December the Minister of Armaments did something he normally did not do. He sneaked a peek at some of the responses of the letter sent out to the Advisers before all the votes were in.

And he decided that many of them had a point. Building outdated Destroyers would be stupid. So he approved of the expansion of the Research Projects from eight to fourteen.

He added, to the already existing Projects, research on Small Warship Anti-Submarine Warfare equipment, Small Warship Radar, improvements on Destroyer Anti-Aircraft Armaments and Destroyer Armour.

He also added research on improving Battleship Anti-Aircraft Armaments and Battleship Armour.

The new Battleships and Destroyers would not be placed on the Production Que till the Research Teams had finished their research and the new technology was available.

On the 23rd the Ministry of Armaments announced to the press that the Land Forts in the Province of Kagoshima had been completed.

Which, along side the relatively new Anti-Aircraft guns, would help protect the industrial center of that southern region of the Island of Kyushu.

The day after, on the 24th, the Ministry of Armaments announced to the press that the Coastal Forts had been completed in the same province.

That same day a Naval Base(Port) was completed in the Province of Tangshan in China. Which was now pretty worthless. BUT might prove useful in the future?

The Ministry of Armaments, at the request of the Chief of Staff, also ordered a series of improvements done to China’s infrastructure to help move supplies and fuel along to the airbases in the Province of Chengdu.

The economy was doing pretty well. Trade Agreements were made with Persia and Mexico. Though Romania canceled a Trade Deal with Japan.

And on the 29th the Japanese government announced an Embargo on Xibei San Ma. At this point if Xibei San Ma was surprised they deserve to be invaded.

By the 31st of December military supplies were in the ‘Red’ but the stockpile of Fuel and the cash in the Treasury were both growing.

The Military Front​

On the 21st of December twelve units were complaining about a lack of supplies. The vast movement of divisions towards the border of the nation of Xibei San Ma meant many were outdistancing their supply lines.

And of course ‘Manchukuo’ Operations were complaining that they were still outnumbered by the Russians.

Funny, ‘China’ Operations was pretty optimistic. It pretty much assumed it would defeat Xibei San Ma easily.

By the 28th only two units were complaining about a lack of supplies. Seems the ammo, food, and equipment was catching up with the divisions.

Also, Army observers along the border of the Soviet Union noticed that a overwhelming number of the Russian units were infantry. They only counted one Medium Armoured Division, one Mountain Division, and one Motorized Infantry Division.

And while this was happening the HQ of the Mongol Army bounced around. It was well supplied but was out of range of its units. The Chief of Staff ignored it.

Misc. Events​

The White House in the United States of America was having a great holiday season according to all news reports.

Surveys showed that only about 4 percent of the populace supported the Republican Party. While the Democratic Party had the support of 36 percent of the American people.

This was likely due to the fact that three other parties, the American First Committee, the Communist Party, and the German-American Bund, had taken the membership of the Republican Party away from the Republicans.

It was almost as if there was some outside powers trying to influence the American people and were getting into each others’ way. Like when the Three Stooges tried to enter the same doorway and got stuck.

On the other hand news was a tad more positive from South America. In Brazil the Estado Novo, a party created by Vargas, was growing. 58 percent of the populace supported it despite the UK’s trying to influence the nation. The people of Brazil hated the English and leaned towards the ideas of corporatism with a passion.

Attempts to bring Siam into the sphere of Japan’s influence was failing. Siam still saw Japan as the greatest threat to its way of life. Japanese diplomats felt that trying to offer it a Alliance or even a Non-Aggression Pact would fail. All evidence suggested such offers would be turned down.

There was some humor to be find in the news. Seems the US had Guaranteed the independence of Cuba on the 30th of December. This was humorous because Cuba had also given Japan military access before that.

So the Japanese Navy could show up, visit the clubs, dance, enjoy some cigars, and there was nothing the US could do about it!

By the 31st of December Head of Intelligence reported that Xibei San Ma had captured four Japanese agents, Portugal had captured two Japanese agents, Brazil had captured four Japanese agents, the Netherlands had captured a Japanese agent, and Canada captured one Japanese agent.

Japanese Security reported arresting a spy from the Philippines.

Of course there was the normal outrage from the Japanese media demanding the return of the 'totally innocent' tourists who had been in the wrong place at the wrong time. Taking pictures of warships on a US Naval base? The Japanese love to take photos! Stealing blue prints from a top secret research lab? The Japanese love mementos! Found in the Oval Office of the White House placing a listening device on the President's phone? The poor guy got lost trying to find a restroom!

The General, on reading the news from the United States, pondered just how likely a coup would succeed? Because it was looking, more and more, that the US would be joining the Allies sometime in 1940 or 1941.

News from France also suggested that the French were halfway to surrendering. But still had some spirit. Even if they lost Paris they MIGHT continue to fight. The Germans might have to fight them in Africa, Asia, and even the Pacific if they wanted final victory against the French.

The new year was going to be a major turning point for Japan and the world.

I would be impressed that he'd managed to get that far...if not for the fact that apparently anyone can get into the captitol buildings, including a man wearing a buffalo on his head and little else...

This might actually be a net positive for the US and anglophone then...eventually. provided one of the facists doesn't get in.

Lt. General Karl Weber glared at the map of France on his desk. It was New Year’s day, on a Monday, but as a member of the military he no longer had days off. Not with a war raging in Europe.

Yet he still had a desk job. Which made him somewhat bitter.

“Don’t worry my friend,” said a voice from in front of the desk. “We will be joining the war shortly!”

The Lt. General looked up at his visitor sitting in front of his desk.

Maj. General Montana Max was an officer like him in many ways. He was known for his knowledge of Offensive Doctrine and was trained as a Commando. And he wanted war just as badly as Karl Weber did.(1)

But there the similarities ended. The man was younger, wore glasses, and was slightly ‘overweight’. He enjoyed the good life and would spend his evenings having dinner at the finest of restaurants. He would wear white suits in public, loved German opera, and enjoyed a small cup of hot coco before bedtime. Even his blond hair was a tad too long.

There was even rumors that he was a horrible shot.

Yet there was something inside the man. Some belligerent intelligence that burned behind his eyes. This man would bring himself victory OR burn the world down in defeat. While laughing.

Karl just grunted and looked down at the map.

France was where the action was. Panzer IVs and Marder IIs were, with support from Armoured Cars and Motorized Infantry, slowly pushing towards Paris. Veteran Divisions of Panzer IIs, who had fought in Poland and Czechoslovakia, were also engaged with the French troops.

The skies over Paris were full of Bf-109Fs and Bf-109Ds who engaged Allied aircraft while Do-17es and He-111s dropped bombs on the enemy positions below.

When he closed his eyes he could hear the scream of artillery shells, feel the purring engines of fighting vehicles under his feet, and smell the scent of burning rubber and equipment.

“Don’t worry,” Montana repeated in almost a gleeful voice. “As more units become available they will need officers for the divisions and for the headquarters. Soon we will both be commanding men in battle.”

Karl sighed and pushed the map to one side to glance at all the paperwork waiting on his desk.

“Maybe,” he said. “But when? I am getting sick of signing this and checking that. Logistics is important, yes, but is as just as useful on the front line.”

He sighed again. Due to all the work lately, and the overtime, he had missed his evening visits to the pub. Even his fat friend had missed some meals lately.

If he couldn’t fight in the war and he couldn’t drink good beer what was left for him to do? Spend the rest of his life as a bean counter?

He pulled out another map and glanced at the German-Soviet border. That was…worrisome.

The German units there were mostly infantry. The Soviets, on the other hand, seemed to be amazingly and dangerously advanced in some areas. While backwards in others.

For example there were reports of Motorized Anti-Aircraft Brigades in many of the Russian infantry divisions. Also intelligence had reported SU-76 Sukas Tank Destroyers were plentiful. There were also large numbers of T-26 Mod.38s and, not as impressive, a lot of BT-7Ms also.

Not much was known about the Soviet Air Force or their Navy. What WAS known of the Navy was not impressive. And since a German-Soviet conflict would be mostly on land the condition of the Soviet Navy wasn’t a real concern to the German military.

It was assumed that some of their ground forces were also facing the aggressive Japanese Empire. But nobody really had any solid numbers. And the Japanese weren’t willing to share.

Yet, if Germany quickly defeated France it could easily move its Armoured Divisions and Air Force to the East.

And there was news about a new Panzer being assembled in the factories. Something called a ‘Tiger’. That would be used in Germany’s first Heavy Tank Divisions and were scheduled to come out sometime in June.

“If only I can join before it is all over,” murmured the Lt. General. “I want part of the glory. And revenge.”

“Yes,” said Maj. General, with a toothy grin spreading over his face, “I would enjoy fighting the Russians. I was too young to join in the last war. I hear they can be very tough.”

Karl nodded in understanding. He was starting to see how the young man had become a Major General so swiftly. He expression seemed to suggest he ENJOYED war. Not victory. War.

No wonder they were friends.

Ah, so the Soviets too are planning on a western war. Good for Japan I suppose. So long as we don't fight them, they won't bother us.

On the 19th, even as the war was coming to an end, the Ministry of Armaments announced a Technology Improvement within the Field of Agriculture. This would allow more men and women to work in the factories and the armed forces.

Probably discovered outsourcing to China and using slave labour to get it done.

Mind you, it's still indicative of ministry slowness, because they can do that for most things but won't until 'researched'.

The Economic Front​

The economy started out doing well and, during much of the month, nothing went wrong with it by the 31st of January. By the end of the month the only problems were the Treasury was losing money and the stockpile of Rare Materials was in the ‘Red’. But everything else, including the Fuel and Supplies stockpiles, were growing.

In fact Japan made deals with the Soviet Union and the US to import Metal. Deals were also made to import Rare Materials from The Netherlands and from Italy. But an Trade Agreement from France was declined.

It was felt dealing with the doomed nation might upset the Germans. Just in CASE Japan was going to join the ‘Axis’ powers in the future.

Siam, Mexico, and Italy all canceled Agreements with Japan. In the case of Italy it was a different Trade Deal then the one agreed that month. But, once again, by the end of January, this did nothing to slow down Japan’s economy.

By the 30th of January the airbases in the Province of Guilin had been expanded and their equipment updated again.

In January it was the military who had all the fun.

The Military Front​

On the 1st January the 6th CAG, stationed in Hiroshima, was renamed the Shokaku CAG (after the new Carrier that was about to be launched).

Then it was ordered go the airbases in Nagasaki to wait for the IJN Shokaku.

On the 3rd the IJN Shokaku was officially launched from a dry dock in Nagasaki. The Soryu-Class Carrier joined the 5th Task Group and became its Flagship. It took on the Shokaku CAG shortly afterwards.

Then on the 6th the Chief of Staff announced that the Anti-Partisan Operations in China would be reorganized with two Hendan HQs. The six cavalry divisions would be split into two groups. One group under each Hendan.

The Hendan HQs were given full freedom to direct the units under them. The first thing the two HQs did was redeploy themselves. But, to everyone’s relief, they left their cavalry units alone.(1)

On the 8th of January it was decided that the Island of Saishu didn’t need Submarines docked there.

So the 21. Kaigun was ordered down to occupied Marcu. It arrived there by the morning of the 11th. This would bring it closer to the European colonies.

On the 14th of January the 1. Sensha Shidan received their Brigade of “Italian” Tank Destroyers. The crowd of Japanese soldiers who greeted the new Brigade were confused by the new weapons. A Italian gun was placed on what looked like a British lorry. It looked heavy, slow, and completely unprotected.

When Major General Akashita, who was in charge of the 1., saw the Autocannone 65s he was less than impressed and his letter to the IGH was very clear in his lack of trust in the weapon.

‘While I am sure this THING may work effectively in Europe or Northern Africa,’ he wrote, ‘I am not too sure this THING will be as effective in Asia. Europe has a proper infrastructure and Africa has dry deserts. When we are deployed to mainland Asia we will have something called the rainy season when all the roads turn to mud. And I can’t picture this THING keeping up with my light Tanks and Armoured Cars. I CAN picture it stinking into the mud while taking valuable fuel and my trained men with it.’(2)

When the 2. Sensha Shidan received their Brigade Tank Destroyers a few days later their commanding officer, Major General Tokuna, also wrote a letter to IGH. It can not be printed here due to the language used.

Still it was felt that the Sensha Shidens would be somewhat useful against Asian nations and even useful against the European military units in Asia.

By the 18th of January the units of IJAA were in position and topping off their Fuel and Supplies.

On the 21st the 1st Police Division in Nanjing started to train their staff and men with the new and improved security policies and procedures.

Then, on the 29th, there was an uprising in the Province of Dongfang. A province as far south as you can get in Chinese territory without walking into the sea. A province covered in jungle.

The Hendan HQ of the Anti-Partisan Operations reacted swiftly. The 3., 4., 8.,and 1. Chinese Kihesi Shidans were all sent down south to attack the Nationalist Rebels. Only two of the Anti-Partisan units stayed put. It was a somewhat overwhelming force for one Rebel unit but still almost reasonable. Even the two Hendan HQs had come to a halt and were staying still.

At the same time the IJAA ordered the 3. Zerosen no Hikodan down to the airbases in Macau as the first leg of their journey to get within range of the revolt.

That same day the first Marine Division, Sasebo Rikusentai, finally finished their training and assembled in the Province of Sasebo. Major General Ichiki, a officer known for his Commando training, was made the commander of the four Brigades. The IJN finally had their first TRUE Marine unit.

A few hours later the 3. Zerosen no Hikodan landed at the airbases at Macau. After a few hours to top off their tanks they were ordered to the airbases in the Province of Haikou. It arrived there a couple hours later.

The Fighter Wings were ordered to start Ground Attacks in the Rebels by the time the sun was rising. They were told to do so only during the day and NOT carry out this attacks around the clock. To save fuel.

They launched eight Ground Attacks and only killed 56 Chinese Rebels by the 31st of January. The problems were that the pilots, while having experience on attacking ground units, were having issues finding and hitting the rebels in the thick undergrowth and trees of the Asian rain forest.

By noon on the 31st the Fighter Wings, low on Fuel, Supplies, and organization was told to halt their attacks. The pilots needed to rest and the ground crew needed replace worn out equipment.​

But the jungle wasn’t helping the rebels much either. By the 30th they had come to a halt. Moving through the jungle was almost impossible for the untrained, and badly equipped, peasants. Also, they were running out of supplies quickly as there was nowhere to get more. In other words, by the 31st of January, the rebels had become a complete mob.

Misc. Events​

Most of the populace of Japan was totally focused on the events in China. They all sensed that the last warlords were about to be taken down and China united under the Japanese Empire. And therefore news from outside of Asia wasn’t really something the newspapers, radios, and movie news reels were dealing with.

They knew which side of their bread was buttered on. (3)

For example, when Germany asked Japan to join the ‘Axis’ on the 9th and the 28th of January, the newspapers barely covered it. Nor did they bother to even cover the refusal.

By the 31st news from France was mixed and rarely on the front page of the papers. Paris was still holding out against the German divisions massed around it.

But in the south Germany and Italy were pushing west. It was likely by late February or early March they would reach the sea and cut France off from Spain. Then they could threaten the ports on the Atlantic side. Paris might continue to stand but what good would that do if France was cut off from the rest of its territories and trading partners?

Africa, and the rest of the war, was the same. Not much had changed there.

On the 23rd Intelligence ordered their agents in Xibei San Ma to stop working on making the nation look like a threat and switch to disrupting its national unity.

The Head of Intelligence, by the 31st, reported that the Netherlands had captured two Japanese agents, Portugal had captured five Japanese agents, Canada had captured five Japanese agents, Xibei San Ma had captured seven Japanese agents, the US had captured four Japanese agents, and Brazil had captured six Japanese agents.

Japanese Security arrested a spy from Xibei San Ma, a spy from Iraq, and a spy from the Philippines.

General Sho-ichi Utsunimiya was also told by some of his friends in Intelligence that there was a debate going on. Seems the Americans were VERY close to joining the ‘Allies’. Dangerously close. To the point where there was fears the US would join even before that year’s upcoming Presidential Election.

1. OOC : Two Hendan HQs (Army Corps’s AIs) are now each in charge of three cavalry divisions each. And seem to function - even when the Chinese Revolt showed up. Kind of function. At least they seem less annoying than the other AIs. And that’s good enough for me.

2. The units in China were, in fact, dealing with muddy roads at the time. Winter in Asia can be very, very, wet.

Kinda hard for agents to spread disaffection in a country if they're liquidated before they even start.
Perhaps 9mm encouragement should be given to Head of Intelligence to convince him that agents need to be, like, trained before being sent on assignment.

It seems my letters got lost in the mail, but I've now become aware of the urgent questions facing Utsunimiya. Here are my answers.
1. Should We Build Two New Battleships -
Yes, we should build more than two, but it's a start.
2. Should We Build Four New Destroyers -
Yes, but only once technology is up to date, as suggested by the other advisors.
3. Should We Build A New Aircraft Carrier -
No, if the capacity is available we should build a third new Battleship.
4. Should We Build A New Escort Carrier -
There is little point to small armoured Carriers in the Pacific. If we must get Carriers, let's get fewer big ones rather than many small ones, as they allow us to to deploy more aircraft relative to the carrier's price and complement. We can rely on our excellent admirals to keep them away from enemy surface units while providing continuous air cover for themselves and said Battleships.

5. Should Xibai San Ma
Xibei San Ma should be puppeted. There is no point in deploying troops to police that massive, mostly barren, territory. We gain so little from annexation that supressing the rabble will end up costing us more than we gain. Finally, let's not forget that Japan is an island nation ruling over a maritime empire. Having another buffer state in North-Western China will ensure we can concentrate on naval matters without distraction from the Chinese interior.

The supply issues that have already started as troops redeploy Northwards are a harbinger of what's to come in the invasion itself. The infrastructure is horrid, and the warlord 'state' is far from the coast and seaborne supplies. It costs a lot to transport supplies up there, and our capacity to do so is rather limited. If we add mud and snow, it's easy to predict any anti-partisan force that's stationed year-round in the area will have trouble getting supplies and suffer from unnecessary additional attrition.

I'm glad that the government is looking towards Battleships for the next round of naval expansion, that was really overdue. I'd like to thank the government for taking some heed to the many pleas from advisors to that effect.

When we are deployed to mainland Asia we will have something called the rainy season when all the roads turn to mud. And I can’t picture this THING keeping up with my light Tanks and Armoured Cars. I CAN picture it stinking into the mud while taking valuable fuel and my trained men with it.’
This sounds suspiciously like 'logistics' talk. I thought that was still banned within the IJA on pain of death? (Not that many are killed, the firing squads are all IJA trained so are more likely to shoot themselves or the commanding officer than the condemned prisoner)

The IJN finally had their first TRUE Marine unit.

Kinda hard for agents to spread disaffection in a country if they're liquidated before they even start.
Perhaps 9mm encouragement should be given to Head of Intelligence to convince him that agents need to be, like, trained before being sent on assignment.
Naturally this remains the very best course of action when dealing with IJA Intelligence.
