Because it never does, instead it sometimes spawns Primitive Human Civilizations which is fucking retarded unless there is some events with the Commonwealth of Man acting absolutely shocked when they find out that the humans on Earth regressed so much backwards in time after being an spacefaring civilization.

The other way around does work, when you play as the United Nations of Earth, the Commonwealth of Man always spawns.

Checking 'C:\GOG Games\Stellaris\common\solar_system_initializers\sol_initializers.txt' I think I see the problem:

# Sol System (Commonwealth of Man SP)
com_sol_system = {
name = "NAME_Sol"
class = "sc_g"

asteroid_belt = {
type = rocky_asteroid_belt
radius = 145
}
asteroid_belt = {
type = icy_asteroid_belt
radius = 290
}
flags = { sol_system com_sol sol empire_home_system }

usage = misc_system_init

usage_odds = {
base = 0
modifier = {
any_country = {
has_country_flag = human_2
species_portrait = human
NOT = { has_origin = origin_lost_colony }
}
NOT = { any_system = { has_star_flag = sol } }
NOT = { has_star_flag = empire_cluster }
num_ai_empires_setting = 0

add = 99999
}
}

Should be:

"NOT = { has_origin = origin_lost_colony }" -> "has_origin = origin_lost_colony"

and

of course delete "num_ai_empires_setting = 0"

Right? I don't think this is intended, one of the main reasons to play the Commonwealth of Man would be to find back the United Nations of Earth.

Steps to reproduce the issue.
Just start the game as Commonwealth of Man.

Hi, thanks for the report. We are aware of this issue.

And?

Seems like a weird mistake, was it intended?

The "num_ai_empires_setting = 0" modifier there is actually really strange too, shouldn't it be "num_ai_empires_setting >= 1" right now it means that the the United Nations of Earth would only be able to spawn when you play as the Commonwealth of Man by changing your origin away from Lost Colony and putting the number of AI Empires setting to 0.

Why?

Isn't the whole point of the Commonwealth of Man that it is a Lost Colony of the United Nations of Earth.

Reactions:
It probably has something to do with the first introduction of origins. The une had its own way to spawn to spawn if the com was in the galaxy before. The origins broke that to the point that une didnt even have human pops anymore. Also there were players complaining that woth this origin advanced empires spawned even without them being set to spawn. I can imagine that the devs temporarely deactivated the une and later forgot to fix this.

That makes sense, but why would then the United Nations of Earth will able to spawn when putting the number of AI Empires setting to 0.
