CK2Plus Beta - Limited Council Authority and issues with Temporal religious head after reformation?

I am unable to change succession law to Tanistry because of Limited Council Authority, however I see no such law???

Also when reforming the Celtic religion if I chose Temporal religious head my character loses all his titles and they get distributed as if he died. Is that working as intended?

I'm beginning to think it's maybe a bug that certain players get? I can't change my succession laws because of this Limited Council Authority but I can't find it anywhere and no one on the internet will answer the question. There is another MOD called HIP for CK2 and it's really good I would suggest you try that mod instead of CK2 Plus.

so the limited council authority issue was cuz i was still tribal i think

still have no idea wtf was up with the temporal religious head though

When I was playingthe beta, I ran into the same problem. For the law to appear you have to be King rank. (Possibly independent as well.) Seems unintended, same problem doesn't exist in the alpha.
