I am unable to change succession law to Tanistry because of Limited Council Authority, however I see no such law???

Also when reforming the Celtic religion if I chose Temporal religious head my character loses all his titles and they get distributed as if he died. Is that working as intended?

I'm beginning to think it's maybe a bug that certain players get? I can't change my succession laws because of this Limited Council Authority but I can't find it anywhere and no one on the internet will answer the question. There is another MOD called HIP for CK2 and it's really good I would suggest you try that mod instead of CK2 Plus.
