Hello and welcome to our latest EU4 dev diary. Following our dev diary on some of the larger HRE mission trees, there were many calls for further ones for the smaller, but still interesting nations of Germany. We agreed, and therefore I am now able to present some (but not all) of the results of this, by revealing some of the extra content we have made for the smaller electors of the HRE, by which I mean the Palatinate, Mainz, Trier and Cologne. (Note that these are not the only countries in Germany which have received some extra treatment, they are just the only ones I will present today ).

The latter three – the Bishop-Electors – were particularly hard done by in earlier versions of EU4, since they lacked their own ideas (using instead the fairly generic “Divine Ideas”) and had missions to become Emperor (a hard task for a bishopric…). I am pleased to say that both these issues have been rectified. First of all, here are their new idea groups:

In terms of missions, several changes were made. First of all, all theocracies in the HRE now have three missions that replace the missions to become Emperor. Secondly, all three Bishop-Electors now share four missions with each other, two focusing on relations with the Emperor and two on relations with each other. Finally, each of the three have one or two missions of their own, to reflect their own situations.

Mainz’s missions in the new setup.

To begin with the missions for all HRE theocracies, the House of God requires all (or at least 10, if you have more) of your provinces to have churches or cathedrals; as a reward, if you have a church in your capital, it will be upgraded to a cathedral (if you already have one there, you will instead be granted 2 base tax). The Lord’s Army then requires that you turn newfound economic strength into an army capable of holding its ground against all unbelievers – in other words, you must have an army that is at least 30,000 men strong or stronger than those of all your neighbours. Divine Empire then requires the Reformation to be successfully navigated: 50 years after its start, 50 (out of around 80) provinces need to have whichever of the religions you opted for.

The first two bishop-elector missions are fairly uncomplicated: They require good relations with the Emperor and having voted for the Emperor in the last three imperial elections. The second two, however, are more exigent: They first require you to either ally with or conquer the other two bishop-electors, then, once the Reformation has been under way for 50 years, it requires the same again, but this time all three must be the same religion. Achieving this will grant +1% missionary strength and +1 tolerance of the true faith for the rest of the game.

Finally, as mentioned, each of the three will have their own unique mission(s). For Mainz, this would be to claim direct control of Erfurt, a Mainzian core at the start of the game. Doing this will grant claims on provinces between Mainz and Erfurt. In Trier’s case, you will be asked to build Trier University by getting the province to 15 development and making sure it has a church and a courthouse; doing this will cause a university to appear (the university tech itself appears fairly late, centuries after Trier University’s historical foundation date in 1473). Cologne will be tasked with making sure its lands are contiguous (e.g. by conquering Berg), which will then put it in a great position to dominate its ecclesiastic rival in northern Germany, Münster. Subduing Münster will make Cologne a dominant power in its part of Germany and grant claims on Hessen and the rest of the North Rhine area.

Moving onto the Palatinate, this nation already had its own ideas, but no missions of its own. Historically, the Palatinate were almost-achievers, in that they were for a long time one of the stronger powers in the HRE without ever becoming dominant. They were involved in numerous skirmishes and dynastic disputes with their Wittelsbach cousins in Bavaria, but gradually ceded ground to them; they led the Protestants in the lead-up to the Thirty Years War and their Elector-Palatine, Frederick V, even became King of Bohemia… only for his reign to last just a single winter (earning him the nickname “The Winter King) and lead to the loss of both his territory and his elector title, as Austria and her Bavarian allies took revenge. It would be another thirty years (until the end of the Thirty Years War, no less) until the rulers of the Palatinate were restored their lands and their titles, but they were a much-diminished force, whose lands would be mainly squabbled over by others in later years.

To do justice to their potential, we added a two-pronged mission tree:

The first two columns contain the new missions.

First, to make any progress whatsoever, you will have to increase your holdings to 7 cities and your armies to 15,000 men. Having done this, you will gain claims to help them unify your lands into a contiguous territory – no mean feat with the new map. If you manage to do this, and the Bavarian Wittelsbachs still exist, you will gain claims on the Wittelsbach throne(s), giving you the chance to fulfil the Elector-Palatines’ longstanding ambition of reuniting their dynastic lands (and reversing the real course of history). Finally, after cementing Palatine power in southern Germany, you can turn your attention back to west Germany and become true “Kings of the Rhine” by subjugating the majority of the provinces along the Rhine; doing this will give a permanent modifier granting +1 yearly legitimacy.

The other branch of the tree first requires the Palatinate to show religious leadership. In practice, this can mean several things: Owning a Center of Reformation and having 100% religious unity is the easiest one, but one can also do it by being the leader of a Religious League or by being on the winning side of the Wars of Religion; for those without Art of War, these last two conditions are replaced by one of having five neighbours of your own religion 50 years after the Reformation started. Once this mission is fulfilled, the Palatinate’s sympathisers in Bohemia (if it is still free) will kick in and grant you a personal union CB for 25 years. Achieving a complete victory over Bohemia as the Palatinate might, however, not be easy (I speak from experience).

Once the east is secure, again, the Elector-Palatine will have to look west and make sure that no invasions from across the Rhine will threaten his lands. This can be achieved in two ways: Either the you ensure that no French nation has a larger army than yourself, or you ally with France and see to it that the two nations follow the same religion. Completing the mission in the first manner will give claims on the French border areas and Paris, but if you befriend France you will instead gain 200 diplomatic power and France as a historical friend.

Finally, now that the Palatinate is truly glorious, you will have to make sure that your court is a fair reflection of this glory by achieving 75 prestige, having three level 3 advisors, and a capital with 30 development. Doing this will give -1% prestige decay for the rest of the game.

One further, purely flavour-based change we made was to add a custom title to the Palatinate: Now, so long as they remain electors, their government will be known as an Electoral Palatinate, and the ruler the Elector-Palatine. Should they however lose their electorate for whatever reason, they will be known as a County Palatine, ruled by the Count Palatine. Speaking of Counts and Counties, HRE monarchies with less than 50 development will now also be called Counties and be ruled by Counts.

If you don't mind @Caligula Caesar, I'm also going to throw my hat in the ring here regarding the new idea-sets. While I personally like flavor of national ideas more than strong bonii across the board, the fact is alternating between insanely powerful national idea sets and poor ones doesn't work. (See the mission trees here compared to those of say the major Iberian or Indian Powers from the past patches.) In this respect the following changes could be made to Mainz:

-Swap out the extra adviser with the improve relations buff. This is more powerful in the early game and ties to the prestigious position of Mainz at the game start.
-Devotion and Legitimacy for the St Hildegrad idea are nice, but the former is too easy to gain and the latter makes no sense in context of the idea. Consider replacing this with Tolerance of the True Faith or a Stab Cost Modifer. (Still not great, but more useful and appropriate regardless of government type.)
-The Weck, Worscht un Woi idea is just terrible. And the thing is, it could easily not be. The flavor text lends itself to some equally appropriate but better modifiers, such as Morale of Armies or Army Maintenance either of which could work and benefit Mainz far more. (Two smaller bonuses to both, such as 10% morale and 5% maintenance could also work well.)
-Finally Rhine Fortresses could be bumped up from 20% to a 25% bonus like others have mentioned, and the Unrest Reduction could be bumped up to a -2.
-In terms of the ambition idea cost could be bumped up to here and its slot changed for missionary strength, but something like Monthly Burgher Loyalty growth could work as well together with the Karneval Finisher.

In terms of non Mainzian changes:
-The Kolner Prime Minister idea's effect don't really tie to its flavor text, and while admin efficiency instead of Legitimacy and Devotion would be the most appropriate, it would also be far too powerful. Consider replacing it with ToTF or a Stab Cost Reduction.
-Though this might be too powerful, swapping out the places Discipline and ToTF in the Trierian idea set would be more appropriate to the ideas they precede or follow. (Discipline for the Crusader Idea, ToTF for the one about the role of the Domkapitel.)
-The Landesburgen idea either needs the local autonomy and defensiveness bumped up by 2% and 5% respectively, or could see a Global Tax Modifier of probably 5% replace the autonomy reduction. (Ties to the toll-post part of the flavor text better.)

Hope this helps in determining how these ideas could be change going forward.

Not related to the DD, but can we have a decission to revert the culture of Constantinople if taken back by any Greek power?

Also Nikea and Smyrna should be Greek instead Turkish, and maybe other provinces in the coast too, while Cilicia should retain Armenian culture.
This was discussed so long and no. Only cities had big Greek population. Provinces as whole didn't. I have French sources about it. Muslims were majority in anywhere western Anatolia.
 
Thanks @Caligula Caesar, very pleased to see Mainz get some love! Was there any discussion of giving it a mission relating to the invention of movable type printing? Obviously within the game the press can emerge anywhere, but it would be nice to nod to this historically significant moment.

@Caligula Caesar As I mentioned before, while Erfurt was quite autonomous at first (they were able to build a city-wall, for example), the Archbishopric of Mainz eventually reeled them in (they didn't conquer them). Some remnants of that can still be seen in Erfurt nowadays.

So, again; it wasn't conquered by the Electorate of Mainz, but forced to give away some of its autonomy. It was never under the Duchy of Thuringia (at least not in EU4, it became a part of Prussia after Mainz was dissolved). Thuringian control is mumbojumbo.

I’m aware, thanks. You may have missed the fact that I’ve reminded the devs to update Portuguese ideas in every dev diary since Golden Century. Updating them would take very little work and would be a real step towards addressing unresolved issues voiced by the EU4 community.

You also don't need to leave the HRE for it anymore.
This is easily my favorite part of the DD. Having to leave the HRE for every formable was incredibly annoying.

Pretty much, yeah.

I don’t think there’s much disagreement about changing Portugal’s ideas so they don’t include the same shitty modifier twice (+5% trade efficiency in the traditions and +10% in the last idea) being an actual improvement. Portugal was the world’s first global empire and routinely punched far above its military weight at its height, and yet does not have a single military idea. This isn’t a minor historical inaccuracy taking a backseat to gameplay, it’s an enormous oversight crippling the potential of one of the most potentially interesting nations to play as.
 
I know this is probably unimportant, but shouldn't the city of Köln be independent of the Electorate? They did kick the Archbishop out of the city after the Battle of Worringen in 1288, and were an independent Free City. The only influence the Archbishop, who now resided in Bonn, had was over the city was for capital punishment. Otherwise, the Archbishop had no power or ownership over the city, and even had to ask permission to enter the city.

The Free City had the right and obligation to maintain its own military, which were referred to as the Rote Funken (Red Sparks) due to their red uniforms.

Meanwhile, the Archbishops were selected from the Bavarian Wittelsbachs after the second half of the 16th century, and routinely challenged the independence of the Free City by any means they could.

So I feel that mingling Free City Cologne and Electoral Cologne together is a mistake, and oversimplifies the historical situation between these two entities. Köln should be made a Free City of the empire, or at least an independent entity, while Electoral Cologne should have its ideas revised to better reflect the difference between them. Perhaps Hanseatic City should be replaced with a allusion to the Archbishopric's close relationship with the Wittelsbachs.

As someone who has been watching in the shadows and silently agreeing with the recurring requests to improve Portugal, I will say that there are plenty of mods/suggestions out there for better Portuguese ideas that, if not all tested individually, put together present IMO a pretty safe and balanced alternative to the current lackluster Portuguese idea set. The amount of community effort for proposing Iberia renovations, especially since GC's release, makes me think that replacing the ideas wouldn't be too incredibly difficult. I can only hope that they take the time to do it :)

I'm not disagreeing with the idea to change Portuguese ideas. I'm convinced after seing the portuguese threads, that you have a point. That said,

- they are absolutely not crippled by their ideas, they are performing very well.
- It would affect only a singular one country of numerousness ONE. Comparing this to stabhit peace deal in MP, corruption for territories, religious conversion, AI troubles which affects everyone there is no doubt in my mind that this is no emergency.
- by flooding all the dev diary threads with a fake question, every page, the answer to which was already delivered, you're effectively diminishing the effectiveness of that place as a means to have dialogue, feedback, hopefully avoid serious issues or even helping developing new and interesting things.

I understand you'd wrap yourself with the mantle of resistance (lol), but given all the caveat I mentioned, I'm sure you're just turning against yourself and your idea people who disagree with the cost your attitude has towards the development process.
 
So, again; it wasn't conquered by the Electorate of Mainz, but forced to give away some of its autonomy. It was never under the Duchy of Thuringia (at least not in EU4, it became a part of Prussia after Mainz was dissolved). Thuringian control is mumbojumbo.

While looking at Wikipedia-articles gave me the insight to concede to you the fact, that it was nominaly part of "Kurmainz" (and looking at your personal sugestion thread shows some bias regarding historical accuracy) Erfurt and the surrounding holdings weren't really reigned in by Mainz untill the 17th century, so one would have to, if anything, make the province into another vassal, like Ruppin is suggested by you. Especially the HRE has a lot of misrepresentations of historical stuff, for two/three reasons as far as I got it:

-to many tags/provinces would be created if one would try to make it more realistic
-gameplay would suffer under such a heavy "Kleinstaaterei"

Like I said, a more detailed HRE is something for either a mod, another game, or for EU5, but I now can at least agree with you, that adding this province to Mainz (with thuringian/saxon core through mission maybe) would be the closest one could get to a compromise, while raising the question, if this would weaken thuringia and saxony to much. But that would be a question for the devs to work on. For now, keeping it as it is, until they find the time to actually work on details like this one, is also fine by me.
 
Mission trees are cool and all since they add flavour, but will the AI actually follow the mission trees, perhaps planning a couple missions ahead? it would really help with more historical borders and rivalries and perhaps fix the godawful tendency of the historic colonisers not colonising where they should (e.g. Spain taking West Africa and Brazil, France in Eastern America, Portugal in West Indies, etc.).

Its also annoying when playing in Asia and ten different minors start buying up trade company provinces, especially when it's Munster and he is the HRE. Perhaps that could have a slight revision, for example size of navy and army relative to who they are buying from (kinda like a threat of war) and perhaps smaller nations (linked to dev maybe) like Brunei would be way less willing to sell than say Bahmanis. I also still see Portugal failing repeatedly to invade Bahmanis and losing Goa or anyting else they may have had in the India area.

I'd also like to see more things QoL changes regarding colonies, especially ones that make the map pretty for example:

- colonies should be limited to expansion in their region (perhaps add events and liberty desire for them wanting to expand further as was the case with the Thirteen Colonies wanting to expand west)
- colonies don't switch colour when you form a different tag (not sure if a bug, but my Holland colonies didn't become orange upon forming the Netherlands)
- Western Amazon and that basin in California (forgot name) wastelands don't get coloured when colonies follow the borders of the regions
- Subjects' colonies don't integrate into your colonies (I know people like the extra merchants, but I prefer prettier borders)
- colonies also no longer convert religion and culture for some reason
- colonies should always have the primary culture and religion of the overlord (noticed that when I expelled Catholic Francien to Louisiana, the CN had that culture and religion, possibly because of where the capital spawned)
Quote is somewhat unrelated to dev diary, but I feel is still relevant to Europe and the experience of playing as a major European power. These and better Portuguese NI's and Iberian map are honestly in my opinion minor things that I feel should have come with Golden Century along with a colonial rework instead of the silly pirates. I hope these QoL changes will be included in the major list of QoL improvements said to come possibly before and with the European patch.

It's indeed the best abstraction out of all the other options. Vassalage could've worked, as well. But that would also warrant a Ruppin-tag and a Westfalen-tag, in my opinion.

Also, provinces like Hoya, Görz, Verden, Fulda, Donauwörth and others could easily be controlled by OPM's, as they historically were. We got the provinces, but not the tags. I think that's quite arbitrary. But that's for another day. This was basically about Erfurt being under the Archbishopric of Mainz, as their ideas were being showcased (and those ideas talk about exclaves).
 
Considering a dev said within the very same quote of the post you are replying to that they were trying to make it less based on Napoleonic Westphalia and more on a theoretical and organically-made Westphalian-Rhineland Kingdom, it is entirely a reasonable request.
I can read friend. I'm saying the flag for the Rhineland is unappealing in my opinion and I'd hate to lose such a nice blue for it.
 
I'm not sure I understand this criticism. The idea groups were meant to be roughly a similar strength to divine ideas - which part of them is missing in the new sets?

Forgive me for the belated replies, but here's a quick analysis of Divine ideas and why they are strong:
-Core cost reduction: Arguably the most powerful modifier in the game, bar Administrative Efficiency.
-Conversion power: +1 missionary and +2% strength is usually terribly bad in EU4 post conversion changes, but in the HRE they retain value due to the reformation process, regardless of side.
-Military strength: +5% discipline is a good modifier that scales into specially good later into the game, +15% manpower recovery speed is just generally good all around. +25% fort defense is a heavily underestimated modifier, because having a better combination of siege ability and fort defense can make you win wars without fighting a single battle.

What do the new ideas have?
Cologne: This one actually retained a lot of the Divine ideas' identity, generally speaking. Their army is just as good (manpower is better than manpower recovery, but they don't have fort def). Thing is, they end up with too many throwaway ideas such as fabrication cost and prestige decay, and they don't have any tools to assist expansion like the other two or Divine's CCR.
Mainz: While they keep defensiveness, their actual capacity to fight battles is non-existant, and their only modifier assisting expansion is improve relations modifier, which doesn't compare to CCR.
Trier: Probably the strongest set of the trio, generally good army. However, +2 tolerance of the true faith is not folowed by any help to convert provinces or tolerate them, which isn't too good in Germany, where you never really get to choose your provinces' religions for a good 50+ years worth of gameplay. AE impact is good, but not CCR good.

the tl;dr: Cologne and Mainz got nerfed, while Trier got a better army but one that doesn't not compensate the loss of CCR/conversion modifiers.

Not to say they must be stronger than before (although they should, since preferring a generic set is pretty depressing), but the point stands that they ultimately lost power. The simplest fix is just increasing some of these modifiers, so you have less throwaways, such as the diplomatic reputation ones being +2 rather than +1. Mainz's recover army morale speed is just useless since stacks as small as the German ones are usually stackwiped out of existence, so replacing it with land morale +10% (or even 15%) would match up better.

Regardless, ultimately this is far less of an issue than the Mainzer set saying they have a disjointed territory, all the while they don't own Erfurt.
