I've been thinking that it would be fun if Devouring Swarms had a special bombardment stance similar to Determined Exterminators and Fanatical Purifiers, and after a bit of thinking, this is what I've come up with:
A new bombardment stance for devouring swarms, Dissolution, described as Dissolution Bombardment rains chemicals from orbit that melt armies and citizens alike into highly digestible goo. This would be unlockable by the Dissolutive Aerosols tech (Certain cell-lysing chemicals, if introduced into a planet’s atmosphere, could render the inhabitants into a more useful substance without us ever needing to set foot on their planet).
Dissolution Bombardment does Massive damage to organic pops and armies but none to synthetics or buildings. If all organic pops (or at least half) are killed, it gives the planet the Organic Sludge planetary modifier (This planet’s former inhabitants have been turned into a biological slime that now covers much of the surface), which provides a bonus to food production, pop growth (for devouring swarms), and speed/cost for Hive World terraforming projects. It also produces several rare planetary features called Biomass Pools that increase the number of agricultural districts (Vast pools of sludge formed from the melted remains of what was once a sizable population center).
If the planet is conquered by a non-gestalt empire, these features decay, with Organic Sludge becoming the Noxious Sludge planetary modifier (The stench of death lies heavy on this world. Much of its surface is covered in the decaying remains of a former civilization, now reduced to decomposing ooze), providing decreased happiness (especially for farmers) and pop unity production, while Biomass Pools becomes Rotting Biomass blockers that decrease the number of agricultural districts (These vast, liquiform graveyards are a putrescent testament to the brutality of the last species to live here. Few rational sapients can bear to work near them). These blockers can be cleared with a rare society tech, Postmortem Recultivation (These gigantic autonomous harrows can be relied on to dispose of particularly unsavory geographic features, having been designed without a sense of smell), to reveal Fertile Lands planetary features. Upon the last one being cleared, the Noxious Sludge modifier will be removed from the planet.
