Economics + Quality was 5% discipline in 1.25 as well right? Unless I am seeing it wrong it looks bold.
If I remember correctly, I think economics and quality is actually currently infantry combat ability. But I may be wrong

Why wouldn't you continue into the 4th corner? It's annoying e.g. if you want to look at all of the Quality policies and first need to go across the bottom then down the right side.

Standard practice with these combination charts is to have both axes have the same group order and simply blank out the dupes on the diagonal.

Only works when there is 2 things to combine. But with 3 things it's a bit harder.

How's there 3 things to combine? Unless something's drastically changed I think policies are still combinations of 2 idea groups. The adm/dip/mil coloring isn't important to the layout.

You will only bloat it up while only adding more duplicate stuff.

Everything with the same number is duplicate
 
What's the problem with duplicate, file size too big? Is this the 1990s?

The point is that if you want to see all the policies for one group you can look down one row or column, rather than needing to find the idea group twice. You can do this right now with groups like Administrative but not groups like Quality, the former is much easier to scan for something intersting.
