Not an early Kiev class carrier? Only problem for the Stalin would be the need to make it the pride of the fleet (would anything less do) then having it sunk - a blow to regime standing .

But human wave carrier fleets late game? i like it! :)
Our carriers will be unsinkable... or that's what the propaganda will say...

Report on the state of the Soviet Union for the ten day period between the 31st of December 1937 and the 9th of January 1938,

by 'Odin'

A report has just reached us about low intensity engagements that have been going on for about a month now, around lake Khasan between Soviet and Japanese forces. This was not authorised, and even worse our troops clearly lost most of the skirmishes. With almost a thousand dead soldiers on our side, Maj. General Blücher, SK1, OD has been held responsible for this development and it's consequences. He has been court marshalled and found guilty, the fact that he was stationed near the Polish border was of little interest to the military court, who just needed a convenient scapegoat for this failure of epic proportions. We can call ourselves lucky no full scale war with the Japanese was sparked by this incident.

Army:
A new BRDM-1 AC Regiment (10. BAP) has been deployed to Maj. General Novikov V.V.'s 16. KD, II KK, 2ya Tankovaya Armiya, Armoured Army Group, STAVKA.
Army numbers (Brigades/Personnel) Reserves included:
Frontline troops: 452 / 1.356.000
Support troops: 77 / 77.000
Total fighting troops: 529 / 1.433.000
Headquarters: 52 / 26.000
Total Army Personnel: 581 / 1.459.000
Officers: 50.871 / 58.250 needed / 87,332 %
Active Leaders: 121 / 42 Reserve
Changes to army leadership are being implemented gradually and only when the new leader is deemed significantly better suited than the current one. First the Army Group, and Army level Leadership is reviewed:

Field Marshall Sokolovskij SK4 of 1st Army Group, Archanglesk-Leningrad HQ is replaced by the new leader Maj. General Chuikov SK4, LW, DD, WS who is instantly promoted to the appropriate rank of Field Marshall.
Field Marshall Meretskov SK3, LW of 4th Army Group, Odessa HQ is replaced by the now jobless Field Marshall Sokolovskij SK4.
General Timoshenko SK3, OD of 9ya Armiya, 5th Army Group, Stalingrad HQ is replaced by the new leader Maj. General Trubnikov SK3, OD, WS who is promoted to full General.
Maj. General Blücher SK1, OD of 11 SD, XII. SK, 7ya Armiya, 3rd Army Group, Brjansk HQ, has been replaced by new leader Maj. General Romanov M.T., SK1, DD following the lake Khasan Incident.
Production started on another AC Regiment 9. BAP

Politics / International:
The Lake Khasan Incident has brought our relations with the Empire of Japan to a new low (see above)
Georgij D. Bazilevich, an Infantry Proponent (Inf & Mil Theory Decay -25%) has taken over the Armament Ministry from General Secretary Stalin himself, in an effort to speed up Infantry-based research.

Questions are being raised in the committee about possible changes to conscription law towards a Three Year Draft policy, especially considering how much trouble the army has in training enough officers, a factor that lead it to halt it's training programme altogether to counter severe disorganisation in the Officer corps.

Spanish Civil War Progress:
Republicans (Surrender Progress / NU): 35,9 / 99,5 Loss of Guadalajara
Nationalists (Surrender Progress / NU): 0,00 / 99,5
SSCSCW09-1-38.png

The Republicans at the Portuguese border in Vitigudino, were cut off from all support by the Nationalists.
The Nationalists have captured Guadalajara, just east of Madrid from the north. Only one province, Aranjuez, now connects the Republican Capital with the East Coast
The pocket on the Southern Portuguese border was whittled down to just the province of Huelva. Without supply they won't last much longer.
Another small pocket was formed between Malaga and Sevilla, with little chance of survival.
The south-Eastern pocket is left with only the level 1 port in Almeria for Supply.

A Republican breakthrough now seems extremely unlikely.
I don't see how the Republicans can climb back out of this hole, it looks really bad...
SIno-Japanese War Progress
Nationalist China (Surrender Progress / NU): 55,6 / 69,9
Japan (Surrender Progress / NU): 0,0 / 69,9
SSCSJW09-1-38.png

South of the Yellow river, the Japanese expanded even more. They are now closing in on the Yangtze river. They have reached the outskirts of Hefei and are only one province away from Nanjing. They are also one province away from Chengdu, Chongqing, and Wuhan, all important cities. In total 9 VP's are within arms reach compared to 14 already captured. We estimate Nationalist China's surrender isn't far off.
There have been no amphibious landings yet.

Red-Cags it is then; this will be something to see. How many Fleet-CVs are you planning? You probably know this; but If a few, maybe start a 2nd CVL when the other is about half-way finished? Just remembering the much better BB-turnaround-times for Germany by making two BCs first.

Let's say that eventually I will want a lot of CV's, but right now I'm limiting naval spending to a minimum to build more IC while it still makes sense, and also because, as you're well aware, I will be needing a lot of troops to fight the technologically superior Germans. I like the plan of slipping another CVL in there halfway through, I was planning on building 2 CVL's to start and then switch to carriers. I might just start work on a second CVL once IC production starts making less sense, which should be around December 1938, that would dramatically bring down the cost for a CV once both CVL's are done.
As I start from 0 Carrier practical, I will probably get to about 3 with both CVL's built (1,6 each minus decay) and then I could build a serial run of CV's, until the need for Aircraft and tanks starts to go down, ie I'm moving into Germany... (let's hope we win, otherwise the Carrier programme makes even less sense, bear in mind I plan to control troops through Army level AI, sometimes even Army Group AI). If we're lucky we can then reasonably build entire CV fleets in parallel runs by 1943-44 to fight the Americans, and the Japanese (if they're still around)

Sounds good to go to me. "0 Carrier practical?" Can't start out worse than that. Man that's worse than bad!:)
My current CVL costs 6.07 IC over 15 months to build, that's enormous, and enough time to build 3.35 serial CAG's for 7.38 IC over 134 days each, in other terms a CVL costs 2.731,5 ICdays, and a CAG 988.92 ICdays. Power projection is very expensive... But it does kind of make sense as the Soviets historically have not constructed any carriers, nor converted any ship to that role before their Moskva Class Helicopter Carriers in the late '60s.

<imo> That well defines your gamble. Hopefully you can hold back the Germans and also bring some sort of Soviet CV-action to the war. <fingers-crossed>

Thanks for the updates. Also interesting having a discussion about future Soviet CV fleets and power projection in Feb 1938! o_O Hope that doesn't prove a little ambitious, but it's good to have dreams. :)

An aside, but our two AARs at the moment are almost matched up for time. Interesting to see the different progress in things like the Spanish and Chinese campaigns, which neither of us are directly affecting. In my TL, the Republicans succumbed months back, though the China situation looks broadly similar.

Even more Japanese troops have crossed the Yangtze river.
They have enveloped Chengdu and Chongqing from three sides, and Nanjing from two sides.
They are still sitting in the outskirts of Chengdu, Chongqing, Changde, Nanchang, and Nanjing, moving around these VP provinces instead of capturing them. Would this be a plan to keep Wartime laws and restrictions in place? Or is there just a lot of resistance in Chinese cities?
The Japanese are also closing in on Shanghai, and are only one province away.

There have been no amphibious landings.

Research of Advanced Construction Engineering has lead to huge improvements in Infrastructure construction, which means we can now start improving our infrastructure in an efficient manner, there is still a lot of room for improvement.
This Engineering team is now looking at how to better mechanise Agriculture (Level 5) to increase yields
Improved Elastic Defense (Level 2) Tactics have been developed by Army theorists, this will help us get the best defence out of an increasingly mobile Army.
The theorists started work on improved Central Planning (Level 3) this should improve our Counter-Attack capabilities, and eventually lead to faster combat reinforcement, which is hugely important for a large Army like Ours.

24th of February 1938, 'Shest', Theft of Cruiser Main Armament Technology
The 24th of February 1938, Leningrad safe house, -7,9°C, 10am Moscow Time.

Following constant nagging on his part I, in concert with Stalin and 'Piat' ' granted exChief of the Navy Vladimir M. Orlov (part of the Secret Committee) a visit to the Leningrad shipyards. He wanted to see the progress on the hull for our new Escort Carrier Moskva, progress has been slow, so there wasn't much to see. Now, back at the safe house, I received a message from 'Shest' ':

"Our KGB has really infiltrated the French naval industry, our spies there have come up with another batch of stolen blueprints. This time it's the design for the Main Guns on the Heavy Cruiser Algérie (Commissioned in 1934), the best in the French navy. The Guns are 203mm/55 Modèle 1931 mounted on 4 twin turrets. Here is to our spies in France, and let us hope they can get our ship designs up to date."

Algerie-1.jpg

The Algérie with it's 4 powerful turrets.

Upon hearing the news Mr. Orlov started dancing... He explained that he had once seen the Algérie's Guns up close as Chief of the Navy, and that they were much bigger, and better than the guns on the Krasni Kavkaz (4 180mm single gun turrets ), our only Heavy Cruiser. Being the Navy man he was, he had been a slight outlier for his support of speed and range as more important than firepower, his doctrine was built upon having fast Cruiser fleets with Heavy Cruisers (Fast mid-size ships with large guns) and Light Cruisers (Large Escorts with a long range, more resilient, but slower than Destroyers). Now with this new find he started talking about protecting the new Carrier with Cruiser escorts, especially Heavy Cruisers with the new french guns. After some sobering checking, and calculating he came to the conclusion that the slow Escort Carrier would slow the Heavy Cruisers down, robbing them of some of their speed advantage, so they would be vulnerable to ever faster Battleships. He then proposed another use for French Gun Cruisers, to add them to our Battleship fleet as to increase it's firepower without replacing the Battleships.

ussr-krasnyi-kavkaz-1943-light-cruiser-2.png
Click the thumbnail to see the puny single gun turrets on our Heavy Cruiser Designs...

Both of his proposals were submitted to the Secret Committee and considered too costly for now as the Carrier Programme will not be stopped as it enjoys wide support from Stalin, the Actual Chief of the Navy, and diverse VVS representatives. Discussion is however still open as to which kind of Escorts will be used within the Carrier fleets, for now everyone is saying Destroyers, as our designs are not entirely prehistoric in that area, but who knows what our French spies will steal next, Orlov is hoping for blueprints of the revolutionary La Galisonnière-Class (1st Commissioned 1st of January 1936) light Cruiser, with that technology the Committee would surely lean towards his beloved Light Cruisers to escorts our modest Carrier force.

The Committee is invited to comment on our naval strategy in light of this new development.

How else would we crush the Americans in their own homeland than with 100s of the people's Glorious Aircraft Carriers to get there...
I'm actually hoping for my spies to steal Landing Craft tech, so I can do some surprise amphibious invasions behind German Lines, so even more ambitious, I know but with a real application in operation Barbarossa, this would however be very expensive to research (712 days right now, yes it's a 1940 level 8 tech, compared to that the CV tech is dirt cheap).

A new Engine for Medium Tanks (2), the Mikulin M5 400hp Engine
(historically a copy of the American Liberty L12 V12 Engine used in the BT5 light tank) has been developed, it fits in our current T-18's and SU-76's and will slowly replace the old Mikulin M17 Engine (V12 stolen from BMW) currently in use.
The Tank(Navy) researchers attention now goes toward better Armour (Level 2) for Medium Tank, and Tank Destroyer Designs
The training of our Fighter Pilots has been improved (Level 2),
Possible improvements to Fighter Ground Crew Training (Level 3) are now being researched.

Great AAR. Lots of detail and always fun to see what the world is doing from another player's point-of-view. The Republicans were pretty much doomed once they lost Madrid. Nationalist China may still have a slim chance.

I congratulate you on this AAR, roverS3.

I love playing the USSR in HOI3 but I was sceptical that you would be able to sustain such a detailed reporting style, either to make it interesting enough to keep the readers going, or burning your self out with keep track of such a behemoth. You have achieved both, which is an amazing job. The interludes when your spies have delivered the goods have been highlights in breaking up the routine but in an interesting way - although you get better results from GRU than I ever achieve. I look forward to more.

I don't think either Nationalist China, or Republican Spain will last very long. Spain has the advantage of a NU of 99,6, while China is very close to surrender (I'd say 2-3 VPs), with their capital encircled it won't take long... I have to say that Republican Spain put up a pretty good fight, compared to some previous games, and Bullfilter's Turkey AAR.

Well, it's a tough balancing act, keeping it interesting with some stories and research, while still moving forward with the game... To keep track I have an elaborate spreadsheet going on my 2nd screen. Anyway, I'll try to keep this up.

The interludes when your spies have delivered the goods have been highlights in breaking up the routine but in an interesting way - although you get better results from GRU than I ever achieve. I look forward to more.

Having had my spies in place in France, and Britain since 1936, It was some lucky streak, between October 1937, and now, both for the game as the AAR (breaking up the routine).
I did change some settings by September 1937 which might have explained the change: Before then I put a bit more emphasis on eliminating counterespionage, when the British would have 5 counterespionage, I would use half of the spies in Britain to hunt them,... Once I got out of Germany I started to build up a spy reserve, and losing spies was less of a problem so my spies in both France, and Britain concentrate almost fully on Tech Espionage (right now in France no Counterespionage, and in the UK 1/4 Counterespionnage/Tech Espionage).
Anyway, this luck may not last... other subjects are coming up for interludes now anyway as things in European diplomacy start to heat up, so timing was pretty good...

A new update is on it's way, and will be posted this week-end, maybe later today...

Thanks for reading, thanks for the input.

15th of March 1938, Infrastructure update #0, considerations
The 15th of March 1938, just outside Vologda, -0,3°C, 1pm Moscow Time

As the new Industrial Complex in Makhnevo will be delivered later today, some IC is available for much-needed infrastructure projects. Our industrial accountants have estimated that there will be capacity available, as of tomorrow, for infrastructure projects in 18 provinces, up to 22 provinces if we also use buffer capacity for unexpected, or expected spikes in reinforcement needs.

A Secret Committee meeting has been going on since early this morning to propose coherent proposals for targeted infrastructure improvements, I'm taking advantage of the lunch break to summarise what has been discussed.

SSCINFRA15-03-38.png

First, a map of the existing infrastructure.

Several approaches have been outlined by the different members of the committee, unsurprisingly reflecting their backgrounds and priorities:

Ex-Chief of the Air Force Air Lt. General Yakov V. Smushkevich (Army Aviation Doctrine / Tank Buster) proposes a plan to further improve infrastructure towards our Western Front Air Bases, while advocating for enlargement of the existing bases, and the creation of new Air Bases, notably near the Polish-Romanian Border as to improve coverage of CAS aircraft. As Air Bases are not on the table yet, only the infrastructure part of his plan is under consideration.

Ex-Chief of the Army Field Marshall Tuchatjevskij (School of Manoeuvre / Offensive Doctrine) proposes a strategy of concentrated Infrastructure improvements, to create a few very favourable avenues for using Armoured Columns in a very concentrated fashion. Lt General Belov (Battle Master) expressed his support for this proposal.

Field Marshall Egorov (Defensive Docrtine) proposes a plan for infrastructure improvements to the East of large rivers, in order to give defending troops behind these rivers an added advantage, and to protect supply lines from possible advancing Germans. He proposes that in a second phase fortifications should be built between these river lines. Lt General Strepuhov (Fortress Buster) expressed his support for this proposal.

General Eindeman (Logistics Wizard / WInter Specialist) noted the poor infrastructure towards the Finnish front and proposes to improve infrastructure here, to bring it on par with the Polish front.

General Primakov (Logistics Wizard) noted the trouble we have supplying our Far East Theatre, as we have to send them supplies by sea from Sevastopol several times per year to keep our 3 Infantry Corps, and our Vladivostok-based Submarines well supplied. He proposed improvement of the Trans-Siberian railway, with possible alternative routes to the Far East as a future option. He also noted the bad state of Infrastructure on our borders with Sinkiang, Afghanistan, and to a lesser extent, Persia.

What do the external Committee member think about these infrastructure projects, you have 6 hours to reply, then the decision of where to invest, will have to be made so work can start tomorrow.

Greetings,

'Odin'
