Loyalty: Neither

Although he is a loyal servant of the Emperor, Nakamura Isamu still has no knowledge of the current conflict in Japan.

I shall fight until the end. Either my people and I win or I die.

I accept the position of Governor General of Chosen under the new Government and, as an old battle comrade, beg General Yamagata to stop his shameful attack against his own Emperor. Such Bonapartist attempts to usurp the royal rights, disobey the decisions of the Monarch, establish the rule of a clique by force of arms are nothing but Nanban blasphemy contrary to Japanese values. We did not fight for His Majesty in the Boshin War to create a new Yamagata Shogunate - and, even if the man succedes, he would be damned by the Kami and future generations for undermining the Imperial rule.

I remind Generala Yamagata of the years that he enjoyed as a trusted advisor of His Majesty and ask him not to besmirch his past good deeds and the legacy of the great and loyal Prince Date and NLP by a vile rebellion against the Crown and its chosen ministers. Let him not deceive himself and the others - he is no more Regent than a dragon is a bird, for the Emperor is empowered, alive, healthy and has expressed His will that is to be obeyed.

Governor General of Chosen

As Prime Minister of the Empire of Japan I do hereby enact mobilization and an exstensive recruitement and training programm for both the army and navy until the tratirors who have captured the Emperor have been crushed. Long live the New Order!

It is the recommendation of the Ministry of Education that, at this time, funding be diverted from education towards the military, with all remaining academic interests devoted to short-term military improvement and battlefield engineering. Upon the conclusion of this insurrection, funding should be restored with an emphasis upon improvements in Social Thought.

For all of my life I have toiled away for my nation. I have spent countless days languishing in prison because I dared to speak out. I saw what was to come, I attempted to warn of the events that would, and now have, come to transpire. In my mind Marshall Date was the harbinger of military rule, I see now that I was wrong; he ruled in a Japan that, while relatively militaristic, was democratic and fair. The NLP that succeeded him held none of his redeeming qualities, they were ruthless, authoritarian and had the military in their pockets. I agitated against the injustices they caused, I organised a resistance against their domination of the Imperial Diet, I supported movements to secure greater rights for the poor & the minorities of Japan. My life has been spent in service: of the Emperor, of Peace, and of the People of Japan; now we have finally managed to subdue the NLP and what have I received for service? Nothing. My life's work has been wasted upon a cause that refuses to acknowledge my devotion; the Militarists are my sworn enemies but to be cast away by the Imperials, those who I might have once considered friends, is a hurtful betrayal. Less than a year ago I would have wholeheartedly backed the Emperor in the coming war, despite the fact that it goes against one of the core principles I have championed for decades, now I see no reason to participate and shall support neither side. If either side seeks me, be it for retribution or otherwise, they will find me at my home in Chubu, toiling in the fields as we Japanese have done for centuries.

Who shall the people's champion side with when both sides have no regard for the working class. This is a war of the overlord classes, but the Emperor is the only one who would listen to social reforms. For the worker's political rights may have to be sacrificed for economic protection. The Imperials are the only hope of the socialist movement in Japan.
