Looks really good to me, my only comment is I'm not sure about giving the bishop idea for all 3 minors, it seems too Utrecht-centric.
Seeing as it was one of the most important cities(and still is) of the Netherlands, I think it is not really a problem.

VOC and Break the Dykes are thematically incorrect. That's Holland and Zeeland, not the rest of the Lowlands.
Break the dykes is infact, correct. In the 80 years war, many dikes had been broken to flood the area surrounding cities all over the Netherlands.

Really good suggestions, but I think the reason Paradox hasn't given ideas to the Dutch minors (besides Holland) is because The Netherlands' idea set would be far superior anyway. :)
