OK, I think I nailed down how to reproduce it:

  • Start FtG and immediately load a tutorial. For me, this causes a crash.
  • Start FtG and load a scenario or saved game. Quit out of it and load a tutorial. For me, this loads normally.

I'd appreciate - as probably would Michael - if you could test this out and verify the pattern. Seems to me the tutorial needs some resource initialised that it can't do itself. I don't think the Steam thing matters. I recall previously verifying that it's a clean 1.2 install, except for the encrypted exe. That gets overwritten anyway.

I tried it, and the same goes for me too.
Steam version, with the latest beta.

I already did that with the Interface tutorial and now again with the "units" tutorial. Works for me. So it´s not a bug that happens to everyone.

The vanilla game runs fine and it´s only the tutorials that always cause a crash for you?

You followed the advice in the tech support FAQ?
Game runs fine, just that specific bug with tutorials. And yes, I've completely verified the integrity and the patch. Also, the support advice has been followed.

It's not really a problem for me, anyway. I just wanted to document the bug. If 1.3 ever gets an official release, this seems like something that ought to be ironed out.

Maybe it's an OS thing. Mine is Win8.1 x64, VC++ 2008 Redist 9.0.30729.6161.

I was able to reproduce it with the beta .exe but not when running in Visual Studio. This needs further investigation.

Unsure if this is exactly the right place to ask this question -- but in attempting to download 1.3 at the specified thread, I'm getting an error message that reads:
Paradox Interactive Forums - Error
You do not have permission to view this page or perform this action.

I'm unsure what could be the cause of this as I own and have registered FTG. I'm assuming the link in the original post of this thread is still the right place to download 1.3. I've personally been somewhat 'off the grid' for the last year in terms of gaming at least, had just thought to get back into FTG. If anyone knows what might be the problem I would appreciate hearing, thanks.

edit: ok, from glancing at a few other threads I think I understand the problem to be that the forums have been updated in recent weeks and that not every game's tech support areas are properly accessible at this point. Does anyone know when this problem will be resolved or if there is any alternate location where one can download the most recent version of 1.3?

If FtG is not listed in that thread it´s not fixed yet and no need to report it:

Edit: However downloading from the OLD forum still works:

Reactions:
I had troubles with new patch 1.3 and now I'm playing with 1.2 patch to develope Eliomod.
I hate inserting new parts in the game without playing it some minutes.

I would also like to download 1.3 Beta Patch. How may I enter the old forum in case I have registered only in the new one?

You can´t. The old forum has been set to read-only and you can´t register there anymore.
So you just have to wait until the FtG Tech Support subforum in the new forum has been fixed which it hasn´t been yet
https://forum.paradoxplaza.com/forum/index.php?threads/current-state-of-forum-access.847248/

However you don´t *need* the 1.3 beta patch to play the game. Some changes are not really important and others break mods (e.g. by changes in the definitions for religions or cultures) as most mods have not yet been updated to work with 1.3 - but work with the 1.2 patch.

Code:
29 December 2013
================

- AI preference and ignore lists now omit duplicates.
- AI exploration should no longer jump immediately to the lowest numbered sea zone if all unexplored areas are ignored.
- AI will now be a bit more likely to place a colony instead of a trading post if it has no ports in the sea region yet.
- Fixed bad math mistake in province manpower calculation (introduced in last beta).
- Loading a save from in game should now set the player country correctly if possible.
- During unit reorganization, holding Ctrl while clicking an arrow now moves all of the specified unit type instead of 1000 at a time.
- Added a completely unsupported and unlocalized climate mapmode for modders primarily. It can be accessed through the "climate" cheat code.
- Sea zones are no longer arctic by default. This didn't actually affect ice frequency, but it did make sea travel take twice as long. Sea terrain move cost has been updated from 1 to 2 to compensate.
- The "hidden" modifier for events is now correctly defaulted to false.
- Added a series of defines for unit movement times.

1 December 2013
===============

- Fixed bug with in-game load/save dialog preventing any saves when not using a mod.
- Fixed bug causing settings.txt to be written out to the mod's directory when a mod is selected, preventing the game from finding it on the next start.
- Fixed bug causing fleets with high attrition to return to a port which is not the closest.New AI parameter: ignore = { }, which prevents the AI from targeting any province in that continent/region/area for colonization.
- New command target: which = -10/overlord (equivalent)
- New command: type = ai_add which = <list> value = <value>, where <list> is one of the lists used in AI files (currently continent, region, area, ignore, and combat).
- New command: type = ai_rem which = <list> value = <value>, same as ai_add.
- New command: type = ai_set which = <name> value = <value>. <Name> can be any AI non-list preference, or garrison.<subtype> or conquest.<subtype>.
- New event option: hidden = yes, which prevents an event which happens to another country (even a network player) from appearing in the player's log.
- New trigger: emperor = { }, which shifts the scope of the contained triggers to the current HRE.
- New trigger: overlord = { }, which shifts the scope of the contained triggers to the receiving country's overlord (with an implicit "isvassal = yes").
- New define: _MER_CAVALRYAFTER_OFFSET_ to govern when mercenary companies can include cavalry. By default it is set to 0, allowing them from game start.

- The num_of_ports, num_of_colonies, num_of_tps, num_of_cots, and overlord triggers now work (they were implemented but could not be parsed).

- A persistent event with no tag defined no longer reschedules for every country when it fires for one country.

- Fixed a potential issue with Shinto conversions and colonies erroneously appearing as Confucian.

Reactions:
I would also like to download 1.3 Beta Patch. How may I enter the old forum in case I have registered only in the new one?

The techsupport forum is there again in the new forum:
https://forum.paradoxplaza.com/forum/index.php?forums/ftg-tech-support.482/

If the sticky with the beta patch is immediately visible to you then you can simply download it now.

There may be still the problem that if you go to the tech support forum and see only new posts from after the forum change (so no sticky posts). They are still there even if not immediately shown. There is a workaround to temporarily make them visible:
http://forum.paradoxplaza.com/forum/index.php?threads/older-aar-disappeared.857594/#post-19361119

So if you are in the techsupport subforum and don´t see the stickies click the "Thread Display Options" at the bottom of the forum, select "Threads with last post from: FOREVER" (even if you already have that as your standard!) and click "Set Options" - and for me the stickies are back again. Strangely only until I leave the FtG forum. When I return I have to do the same again currently.
