I am interpreting Comrade Yakushev's last memo as a call to vote for technology. So, comrades, please cast your votes! Remember that the NKVD question is still open as well: we have four votes in favor (Yagoda, Yakushev, Rakobolskaja, Hrynko, Sokolov).

I see no reason to object to Comrade Yagoda's plan. The NKVD plan therefore has my approval.

Dear Comrades

I have already voted in favour of Comrade NK Yagoda's plan. In case that was missed, I do so again.

I also vote in favour of Comrade NK Yakushev's technology plan. Hopefully in 1937 we should be able to start researching more air technology for the VVS.

I have (hopefully) attached a copy of the OOB. I thank Comrade NK Rakobolskaja for her work in drafting up the bulk of the reorganisation. I make the following comments on the plans:

1. All divisions, not just the Rifle divisions, have ben reorganised into 2 brigade divisions with artillery and anti-tank elements (motorised where applicable) are to be added later once produced, with the exception of Mountain Divisions (discussed below).
2. The divisions have been reshuffled into standard allotments per corps and standard allotments of corps per army to reduce HQ headcounts. There are some orphans left over which will be to married up with future new units to form corps/armies.
3. Fronts ((army groups)) are not required at this time but can be added later in the event of war.
4. There is a group of garrison and cavalry Regts in Moskva which are the leftovers from the reorganisation and will be converted into Rifle and Tank/Motorised Regts in due course when we can spare the Industrial Capcity.
5. There is also a group of motorised AA and Armoured Cars for which we have not use. I would appreciate feedback from the Politburo as to whether you wish these units scrapped so the personnel can be reassigned elsewhere, or whether they should be assigned to HQ protection duty.
6. The sub fleets have been reorganised into lots of 2 and 3 to reduce visibility.
7. The reorganisation took place following the May Day Parade. As such it is necessary to send all units back to the frontier with their new HQs and comanders. As the Regts may be unfamiliar with their new commanders, I have taken the liberty of giving individual orders to each Division and HQ assigning their new billots. ((the reorg by ART placed all the units in Moskva. I tested redeploying using Army AI only but it was hit and miss. I seek a one off indulgence to give direct commands to the divisions to restore the deployments to the frontiers as before the reorg.)) Most units should reach there positions in the West in 1 to 3 months although it may take the Far East units up to 12 months to get there.
8. The new deployment has 7th Army guarding Leningrad and the Finnish border, 2nd and 3rd Army on the old Western District area between the Baltic and the Pripyet Marshes, 5th and 6th Army from the Pripyet Marshes south to the Black Sea, 4th Army on the Transcaucasus frontier and 1st Army (with 2 detached Rifle Corps) on the Far East frontier. First Shock Army will be posted to Kursk for tank training and Second Shock Army will be moved to Stalingrad to honour the General Secretary.
9. We have allocated all commnaders and there are still a number of units without named commanders. This will be reviewed every 6 months as new talent comes through. The Comrade Marshal's evil twin, Viktor Tukhachevsky, has been assigned a Rifle Division to be sent to the Far East.

Finally, I have left the Mountain Divisions in Moskva. As the Soviet Union has no need for Marines and may not have Paratroops for some time, I wish to propose that the Mountain Divisions be nominated as the Stavka Strategic Reserve for direct use by the High Command. The Corps and Army commands are very poor at differentiating between the Rifle and Mountain Divisions so that the special skills of the Mountain Divisions may be wasted if placed in the ordinary chain of command. I would appreciate the Politburo's view on this point.

Financial Summery : The views of the Ministry of Finance on the fiscal direction of the Soviet Union are unchanged on the base level, increased levels of production tech and production of IC facilities are desired. The Ministry of Finance's report on the "Supply Situation" on the Soviet Union is addressed in Appendix I.


Appendix I: On the “Supply Situation” it is the opinion of the Ministry of Finance that two main courses of action are taken.
1) The Soviet Union undertakes the purchasing of any and all sources of supplies, from any nation that will offer it. Funds for this purchasing will be gained from the selling of raw resources to foreign nations.
2) That supply related techs take the forefront of priority research. This includes throughput, efficiency and production

I do not agree with Comrade Hrynko's proposal. The allocation in supplies is to much. I think we should use our diplomatic assets to secure some deals with other countries, even if we leave this to the Kremlin bureaucrats ((auto-trade)). I suggest Comrade Hrynko considers a 20% reduction in the IC allocated for supplies before he puts his proposal to vote.

I would like comrade Hrynko to explain why he wants so much for supplies. I may be able to support if the reasoing is valid. I think a 3-6 month high allocation to supplies might be a good idea to allow a stockpiling of war materials for our troops. It may also be immediately necessary if the army plans any early "adventures".

Forgive me for this interruption of vital planning and discussion but I would like to thank you for the warm welcomes I have received. I am pleased that Comrade Feodor Vasilevich remembers our time together during my brief study at Moscow University. A lesser man would have forgotten such a short friendship but not Feodor Vasilevich.
I apologise for my lack of regular attendance since being made a candidate member but I have been caught in a sudden surge of administrative concerns ((like fixing a buggy mod release)) and coming to terms with the responsibilities of my new position. From what I have observed though, this august body works as smoothly as a well-oiled machine. I had heard rumours, as one does in my line of work, that the Political Bureau was indecisive, rife with in-fighting, and regularly put personal agendas ahead of the well being of the Soviet Union. I can clearly see that such talk is Counter-Revolutionary nonsense likely spread by those with Reactionary sympathies.
Please, carry on pushing the Revolution forward.

We can consider high supply production after 6 months. I also expect that in 6 months our technologies regarding supply production will catch up. At this point, this investment in supply is a terrible waste, both in leadership and in IC.

Valid points comrade. So that just leaves adventurism as a good reason.
