With that business finished, I announce my candidacy for Republican party leader. I have a clear vision for our nation's future and I hope my fellow republicans will join me in bringing it about.


Additionally, I would like to propose a special addendum to the budget.
I propose that as soon as we change laws from "all volunteer army", that we stop all LS point expenditures and begin a massive officer recruitment program. Once our people see a real danger, they will flock to the recruiting stations. Americans are like that. We do our duty. Let us enable them as soon as the situation so warrants. Thank you senators.

It's official, then: It'll be 10 per service, 5 for the Secretary of War. Gentlemen, please have your build plans and techs on my desk by Wednesday at 10 PM CST (-6 GMT). Please remember to have four techs per slot (unless there's no way the tech will finish in a year.)
 
Why on earth are we spying on the UK and France? Surely the OSS has better things to spend taxpayer money on? While your concerns about the several Fascist nations may be justified, certainly we do not consider other democracies a threat? Additionally, I must decry the wasteful spending by the executive branch. The money wasted on office parties or whatever you are doing with it could be better spent putting our people back to work. ((This is concerning the extra ic spent on dissent reduction when we have 0 dissent))Some of that money could be better used building factories in the great state of Georgia, for example.

I couldn't disagree with you more, Honorable Senator from the Great state of Georgia, of which I once visited and had a wonderful time. Britain and France should be used only as pawns to rid the world of the twin monstrosities of Fascism and Communism. Once destroyed the alliances should be tossed away like yesterday's trash. Remember what George Washington once said about allying with Europe! And you say France and Britain know of freedom? That insults the very foundation of our great Republic! They only know a distorted version! In fact they have even used Socialism in an attempt to "fix" their respective economies! Socialism is merely the early stages of Communism! I had read Marx's drivel. This leads to my next point.

The idea that the government can "create" Jobs spits in the face of who we are as a people! Government doesn't create jobs! It can only create a stable environment for businesses(and yes big business, too) to make money. The outcome is the creation of jobs.

Glad to see you! We're currently at the beginning of 1939. We're waiting on our chiefs to supply the military plans before I do the next update.

We can no longer avoid it: war is coming. Germany and Italy have both annexed formerly independent nations with no justification, and for once, the British have decided to take measures against further aggression.

If Hitler attacks Poland -- and I have little doubt that he will, if what Mr. Churchill has told me is true -- we shall see a Second European War as surely as the sun will rise tomorrow. Even the American people have recognized this, as they have twice turned in Herculean efforts to expand our armed services.

While I know that many Senators do not share my views, I am asking the Joint Chiefs of Staff to conduct a search to find two suitable Theater Commanders, one for the Atlantic and one for the Pacific, if they do not wish to hold these duties themselves. To the isolationists in the audience, I am also willing to offer a compromise. Many of you dislike my program for the "New Deal"; I am willing to dismantle some of the more odious provisions in exchange for a little more flexibility in the case of foreign crisis.

I have distributed maps of China and Europe to everybody; the Soviet Union sent aid to the Chinese early this month, but I do not believe the Chinese seriously need it.

Although it hasn't happened yet, I want to ask everybody for formally vote on the Gearing for War decision, which will occur during the next six months. It decreases US neutrality and removes the New Deal, so our IC will increase. The army and air force have sent additional requests to my desk, so there'll be no new budget until FY 1940.

We also need our Theater Commanders. Here are the rules of the AAR during wartime (the US entry, not war in Europe).

1. Updates will be one month (formerly two weeks; I think a month will be better.)
2. All army groups will be on AI control.
3. The Senate will vote on broad issues of strategy; the Chiefs will designate specific tasks to the Theater Commanders; the Theater Commanders will determine which forces to use and how to use them.
4. Each Theater will have naval and air assets that they may use at the commander's discretion. You pass along missions, I will see they are carried out.
5. Special Forces usage is to be decided by the Chiefs and Commanders in concert. (Marines, Paratroopers.)

In plain terms, Theater Commanders will set objectives as low as they like, anywhere from Army Group to Division level. Setting of Allied Objectives will, again, be Theater Commanders and Chiefs in concert. The Senate will continue to formally meet every six months to change strategy or vote on budgets. All decisions (and significant events) must be voted on by the Senate as well.

So, before the next update, we need to do the following:

1. Vote on Gearing for War.
2. Determine Theater Commanders; if any of the Chiefs want to take on these duties, that's fine (but will require some additional effort). They get first crack, and I'd like to know if any of you intend to take the jobs by Friday at 10 PM CST (-6 GMT).
2a. If one or both spots is open, we will allow Senators ((in the guise of military leaders, naturally :D)) to nominate themselves for the post. We'll go over how that would work when/if the time comes.
3. Any foreign policy or domestic bills any two Senators wish to propose.
4. Choose Party Leaders. Right now, son of liberty is the only person to formally request leadership of a party; I'm inclined to give it to him if he is unopposed.

Chiefs, particularly Saithis and Chimina, please formally assign your assets to either the Pacific or Atlantic HQ. With the war coming up soon, it may be best to find a new Secretary of War so that Saithis can focus on the navy. If Saithis really wants to keep the post, no problem, but we will consider nominees for this position as well.

I'd like to have items 1, 3, and 4 done by Sunday at 10 PM CST (-6 GMT). If further action is required on item 2, that will take precedence and I will adjust the deadline as appropriate.
 
After dealing with personal matters that prevented me from voting on 1939's budget, I have a few statements to make.

At one time, I felt as if Hitler was a proponent of freedom. However, with his recent foreign policies, I no longer believe so. Maybe it's time we drift towards the Allies. Apparently, the Germans are as selfish and warlike as Stalin and his Bolshevik dogs. From now on, my heart lies with the traditional Entente.

And for party leaders, I back my ideological brothers. I doubt I'll form an independent party as its leading member, but I will aid in the leadership of a party I can rally to. If they accept me, of course.

Finally, I call my fellow Senators to support a bill that would increase our wartime efficiency. Democracy is in danger, and as the leader of the free world, we can't allow that to happen. We must become an arsenal of democracy. Even if we don't immediately fight the Germans or the Soviets, we must prepare ourselves and our international friends.

((I may want to be a theatre leader, but what responsibilities will that bring? Also, I hope Roosevelt doesn't mind me coining the term "Arsenal of Democracy" before him....))
 
I vote aye on gearing for war. As soon as the new deal is scrapped, I propose an all out recruitment drive(100% of LS points to recruiting officers until we reach 100%. Exception only for education if it is being researched at the time.). It will then be time to find good men to lead our boys during the defense of our nation. However. No troops should be deployed to attack anyone unless they first attack us.

This is for the aggressive powers of the world. We are not warmongers here. However all nations take heed. Should any nation attack the US or her forces in international waters, we will not rest until your nation is utterly destroyed. Do your thing in Europe, leave us alone or pay the price.

No worries on the term. :) Theater Commander responsibilities are listed above; you'd be determining objectives for ground forces, air and naval missions.

I vote aye on the "Gearing for War" decision. I believe it is important to be prepared for any eventual war, and I know we are lacking officers for our army. I must specify this does not mean that we are warmongering, however that we show we are willing to defend ourselves if we are attacked.
