POLITICAL SHIFT​

Right after the war ended, 20 September 1936, political parties starts discussion about foreign policy. Many of them critiqued our policy of Interventionism.

If we agree, then we lose +15%IC bonus from Central Planning. No!

With such decision we could be more close to USSR. But I see no reasons to do that.

Sooner or later all countries should become more hawky. So, maybe it's time? Anyway, this is the only decision, which low dissent. People inspired our victory and want stronger army.

PRODUCTION INSPECTION
October 10, 1936. Dissent is absolutely neglected. It's time to think about production.

As you can see, we have quite stable resource situation. With the help of Allies we have good income. Also, we trade with France to rise our relations.

We have discovered some new production lines with modern units. (The legacy of Nat Spain?) They are not very interesting for us, except Tac-II-Esc, 'cause we have no Escort technology yet.

The question also is it worth to build CA-II? "Canarias" is almost ready (1 month to complete), "Baleares" is half-ready (4 months to complete). I think I should complete them, after all they gave sound names )

Also, you see, that our Industry is not recovered yet, we still have baseIC<40, and it means that we still can't use 3rd research slot, lost due to SCW.

If you keep in mind the historical result it's nothing short of a Brilliant victory. :D
 
NEW "PEACEFUL" CABINET

Our industry is not fully recovered, so it is good time for reshuffle. (we'll waste more ICdays, if will reshuffle after full recover)

While we have peace time, we should put Miaja as Chief of Staff (+25% Manpower, -5% Inf Production)

We put Diaz Sandino as Air Force Chief, he is Army Aviation proponent. (Bonus to Tac and CAS), because it seems, Bombers are more useful.
(While there is another one Army Aviation prop, we choose Diaz not only for similar surname to Head of State, but due his political view. Diaz is SD, while his opponent PA)

Also, we will change Minister of Armaments to Battlefleet Proponent. Ships need long time to build, so we need research them as soon, as possible.

PS: all changes are completed consequently (not simultaneously) and with full dissent lowering rate for decreasing ICd waste.

i think for the safety of your and your allies you have to help secure the mediterean and africa and perhaps the UK will graciously grant you gibralter and the US will grant you the philipines and cuba... Invading DR and your former colonies would be nice too... recreate the spanish empire!

I'd put some Mountain troops into the mountains in the north behind some lvl3 or so forts, and also build a medium-sized navy to secure the eastern med and make trouble for the Italians. I wouldn't try and defend france, since your Army is too small to make a difference IMO.

Yeah. One of my thoughts about border forts.
 
Even without border forts a few divisions in Bilbao can hold off the Germans assuming they're more or less up to date with doctrines and the like.

This is generally my advice as well, but assuming France falls you should try to hold as much of it as you can- the German zone's border with Vichy creates a corridor along the Atlantic that should be easily defensible.
 
GLOBAL STRATEGY OUTLINE

While we only construct our long-terms goal, our Staff have some medium-term plans to consider.

Plan A. Defence of Pyrenees Mountains.

The idea:
Leave France to deal with Hitler. In case of falling, defend our borders until USSR open second front.
After that attack french territories.

Needed:
Forts
Mountain Troops
Some Armours for CA-bonus and Hard Attack
1 HQ

Advantages:
Low-cost strategy.

Disadvantages:
We could lose one of the strongest allies and make stronger our enemy.

Opportunities:
To grab ex-french lands or maybe even big part of Europe
Become European Major

Threats:
Amphibious Landing by Italy.
Portugal back-stab.
Totally lose, if USSR will be defeated.



Plan B. Attack Italy.

The idea:
Attack Italy asap, grab south of peninsula and islands. In case of Germany DoW build defence in hilly provinces as in plan A.

Needed:
Transports
Marines and/or Mountaineers
Good SAG or CTF for defence and shore bombardment
Air Force
the way to DoW. (We should DoW Italy. This could not be possible until Italy rise it's belligerence, we will shift enough to Interventionism or Authocratic, or we use Intelligence to manipulate.)

Advantages:
Our enemies will be not such strong.
We obtain good bases in Mediterranean.

Disadvantages:
High-cost strategy with a risk to lose a lot in naval battles and landings.
We will rise our belligerence.

Opportunities:
Early war could turned out the weakness of Germany.

Threats:
Portugal back-stab.
Allies could grab some lands before us.



Plan C. Attack Portugal.

The idea:
Attack Portugal to get some IC and VP-provinces out of the Europe (Azores and Macao)

Needed:
Infantry
Air Force
1 HQ
Some transports with marines and surface support.
the way to DoW

Advantages:
Easy and quick to defeat
Mid-cost
No back-stabber on the border.

Disadvantages:
Not easy to DoW
Rise our belligerence.

Opportunities:
To leave Allies, since we have bases in Far East, Atlantic and Africa.
Shift UK to Int-sm

Threats:
Decrease relations with UK

Plan D. Attack Caribbean and Latin America

The idea:
Attack ex-colonies and annex them or make puppets.

Needed:
Transports
Infantry
Some Marines and Mountaineers
Air Force
SAG or CTF, if possible
the way to DoW

Advantages:
Huge amount of resources.
IC boost
Easy and quick to defeat
Mid-cost
"Historic Justice"

Disadvantages:
Not easy to DoW
Rise our belligerence.

Opportunities:
Shift USA to Int-sm. Maybe they'll join Allies faster.

Threats:
Decrease relations with USA.
DoW by USA.
 
GLOBAL PLANNING

Since the choice of plan could wait, we just resume some universal conclusions. Decision of Strategy will be reconsider later.

Production planning

We don't need Arms. Maybe just a little. As also Cav, Mot and Mec divisions.
We need Inf, Gar, Mnt, Mar and Mil divisions with Art, AT, AA, Eng brigades
Lot of Transports
Enough CA, CL, DD ships with some CVL or CV. Brigades are welcome.
Tac bombers (for longer range and flexibility)

Research planning

Industrial brunches
Computing and Intelligence brunch (important to manipulate)
Inf, Mnt, Mar brunches
Art, AT, AA brunches
CA, CL, DD brunches with CVL and CV if possible
Tac and Int brunches

Doctrines choosing

Air Doctrines - Operational Destruction Doctrine first!
(obviously)

Land Doctrines - Infiltration Assault!

While we have 1 step in Superior Firepower Tree, it would be better to abandon it. Our tech team (Miaja) suits more for Grand Battle Plan and Human Wave. Also, we could use GBP blueprints from Allies.

So, the most rational choice is GBP. It is also has Infiltration Assault brunch, which is suits our Marine Strategy. But we could see changes in 1937.

Naval Doctrines - Waiting till 1937-38

Any doctrine could be bonus for us. The most simple - Fleet In Being, due to BPs from Allies. On the other hand, our techteam more suits Sealane Interdiction. And Base Strike could increase landing limits for marines. After all, this is quite late doctrines (1938 and far) so we could wait before choose.

It seems, that Spain could get a lot useful BPs from Japan by espionage or via alliance.


Foreign Affairs and Intelligence Planning

Rise relations with all Allies, USA, USSR
Trade for BPs with Allies
Increase Intelligence level asap
Espionage Japan
Manipulating in Portugal, Italy and states of Latin America and Caribbean.
Guarantee Independence of all European countries

Plans A and C should be easy to pull off so I'd suggest going with them, possibly implementing a limited version of Plan D if you can get away with it. I can't imagine Plan B benefiting you much as your Allies will overrun Italy before you can scavenge anything valuable.
