Victoria 3 - Dev Diary #31 - Journal Entries

Hello and welcome to this week’s Victoria 3 development diary! My name is Daniel and I’m the Content Design Lead for the project. Today we’ll be taking a first look at Journal Entries.

Upon the death of King William IV, the personal union between Great Britain and Hanover ended due to different laws of succession. Queen Victoria ascended the British throne, while Hanover was ruled by William’s brother Ernest Augustus. This Journal Entry highlights the imminent end of the union.

Compared to Victoria 2 we’ve shifted the focus of scripted content away from random event popups and towards the Journal system. Journal Entries fulfill a variety of narrative and mechanical purposes in Victoria 3 - they can be optional goals the player can pursue, imminent disasters, anchors for ongoing situations, and much more. You can think of the Journal as items on the government’s agenda, situations that you can engage with (or not) to whatever extent best fits your goals and situation.

In 1836 Canada was administered by several colonial governments, including Upper Canada (modern Ontario), Lower Canada (modern Quebec), and the Hudson’s Bay Company. By the end of our period they were consolidated into a single Canadian nation.

Here we can see some potential entries in the British Journal. Inactive Journal Entries serve to announce potential goals you might want to pursue or disasters you might want to avoid, depending on what you’re aiming to do with your country. Many Journal Entries have an effect upon activation, usually an event presenting the situation to the player both narratively and mechanically, and sometimes offering different approaches to the issue. The Confederate Canada Journal Entry leads you as a colonial overlord down the path of consolidating your Canadian subjects into a single nation. To begin this process you’ll need to research Nationalism, but there are also hidden triggers that determine whether this should appear in your Journal as a possibility at all. In this case the Journal Entry is potentially available for any country that has Canadian subjects; this means that this content is not exclusive to Great Britain, but available to any country that fits the bill.

This is reflective of our goals for historical content in Victoria 3. We want to avoid arbitrary historical events that occur for specific countries even when they don’t make sense in relation to what’s happening in the game. We also want to avoid writing content that only happens for particular state actors under hyper-specific conditions, making it all but invisible. So historical content should be both emergent and visible to the greatest extent possible.

The Ottoman Empire was in a period of steep decline by 1836. Despite attempts to modernize the country, it was not able to retain its dominance and fell to the wayside of history, eventually collapsing to nationalist movements and the machinations of the great powers. In Victoria 3, you have the opportunity to steer history in a different direction. How would an Ottoman resurgence affect the world?

Though we certainly do have nation-specific content. Above we can see that the Ottomans are dealing with The Sick Man of Europe Journal Entry series. There are quite a few features a Journal Entry can have. Progress bars can track completion (or failure!) of Journal Entries based on specific variables. Journal Entries can also have a timeout, which might have an effect when it expires, in this case a very negative consequence for failing to reform the country. In other Journal Entries we use timeouts to create limited-time opportunities you can take advantage of if you’re willing to commit to a goal. Additionally, there are pulses that can be added to Journal Entries that have effects on a monthly/weekly/yearly basis, and we can use these to, for example, measure that a set of objectives has been true for a certain amount of time. All of this is entirely written in our scripting language and is therefore extremely moddable.

Following the end of the Sakoku era and Shogunate rule, Japan modernized rapidly. A major transformation of society and the economy proceeded, and the great powers watched with interest. Will you be able to guide Japan towards a prosperous future, striking the balance between modernization and sovereignty?

While a Journal Entry is active, various events might occur in your nation. Here for instance a modernizing Japan considers an offer of American military consultancy. Active Journal Entries might also unlock Decisions - one-time actions a country can opt to take - or have a multitude of effects and modifiers while they remain in play.

The Great Molasses Flood of 1919 saw the city of Boston inundated with treacle due to a burst storage tank. Investing in the safety of your industries is important if you wish to avoid such accidents becoming commonplace.

On the topic of events, there are now extremely few “pop-up” events that immediately demand the player’s attention. Events now appear both in the outliner and on the map itself, and can be opened and minimized at your convenience.

Journal Entries are a dynamic and versatile system used to represent a wide variety of era-inspired situations and historical content, and to make the game world feel narratively alive. The possibilities for this system are practically limitless and I expect we’ll continue to innovate with it for a long time to come - and with its incredible degree of moddability I look forward to seeing the community’s own creations as well.

Dude, whatever, let them focus on important things and not details for modders. As for me, a person who gonna play first 6 games as Ottomans Istanbul is really okay.
I'm a modder myself. That would be a change of 5 Seconds in the localization files. Nothing to 'focus on'. Also I don't care if they change it or not, that was another poster. I just pointed out that Constantinople/Istanbul is not the same as Warsaw/Warzawa. It's more comparable to Edo>Tokyo or St Petersburg > Petrograd. Istanbul was the name the people used but officially it was still named Kostantiyye in Ottoman Turkish or Constaninople in English.

Changing a name might not be a massive effort, but amount of consideration to create a consistent approach for entire world is. If Istanbul gets called Kostantiniyye, you will have ppl who get mad that:"Ok, so why the hell Cracow is called Cracow?! It's official name was Wolne, Niepodległe i Ściśle Neutralne Miasto Kraków i jego Okręg. Cracow alone is immersion breaking! " :D And they will be right about the official name. And there will be dozens of similar issues with idk, should not be Beijing but Peking but Beiping (again just an example). Or there should not be Jerusalem but Kudus (or arabic al-Quds) and people will find good reasons to explain why and you will have Paradox dragged into Arab-Israeli conflict.
I mean it's cool, but not needed. When I see Istanbul I know that we are talking about capital of Ottoman Empire (and btw the most beautiful city in the world). When I see Jerusalem, I know this is the city Arabs call al-Quds. It doesn't ruin my game to see it so :)

Are we talking about unimportant details? The devs changed Portugal from green to blue based on a forum thread.

These details, like city names, city placement, etc may seem small, but they do add up. If Istambul was on the Asian side of the strait people would notice. And like Thure said, changing these things is not such a big deal. It really takes you 5 seconds on the localization file.

Also, nobody is talking about changing the city names to their endonyms. City names are in English and that's settled. Calling Istanbul Constantinople is simply being consistent with its official name under Ottoman rule. Like it was said before, it's the equivalent of St. Petersburg changing to Petrograd and then Leningrad.

I'm just wondering why they named them "journal entries".
It's not unheard of for CRPGs to use the term "Journal" to refer to the user interface that presents the quest tracker.

Actually someone WAS talking about using endonyms and my original response was for that one. Anyway, it's english then. Good. So Cracow in this case should be changed into Free, Independent and Firmly Neutral City of Cracow, as this was its official name :)
I'm sure I could find couple of dozens of such examples but tbh I don't wanna waste time on that and I personally hope devs won't either, unless there really isn't anything better to focus on, such as improving peace deal mechanics.
PS: lemme repeat that I have nothing against them changing it, I just deeply don't care about such details while acknowledging that apparently there are some who do.

I am not gonna lie, I am a bit disappointed about the activity of the Devs on this post - there have been many relevant an interesting questions about the journal system, but so far they mostly intervened to clarify points that were already in the DD (decisions being still part of the game) or to answer to funny memey trolls (the brilliant "release date") journal entry.

I really hope that next week some of them will be around to answer questions on the journal system...

EDIR To clear the air: I am just talking about my own expectations, I do not think developers have any duty to answer and I am certainly not attacking anyone.

The journal system looks good!

As for the events that are supposed to be general, for all nations, I just hope there will be enough of them and not too bland (to fit them with any nation). Cause if there's a nit to pick with for example EU4 and CK3, it's that after a while you've seen all the different events. Sometimes I wish you'd have developed pure event DLC:s, just to create more flavour and variety. My hope is that it is something you focus on going forward, and not just for V3, but for all your games really.

Is the journal only eligible for huge country-level things? Or is it possible to have some relatively petty things like the rehabilitation of Thomas Cochrane?

Maybe i did not completely understood the DD because it is too early here and my brain is slower at this particular hour, the Journal-system will be avalaible to all countries at launch?

Or like in EU4/HOI4 we will have to wait for some countries getting flavor in future DLC?

So journals are basically important events, but with some of the information players had to go to the wiki or game files to find in previous games visible in game? Reducing the need to go to the wiki for event triggers is good, but I wish most events would have had more random outcomes as well. For instance, give me a chance, even if very small, of a political crisis once Willliam of Hannover dies. Guaranteed outcomes are generally boring outcomes.

On the topic of events, there are now extremely few “pop-up” events that immediately demand the player’s attention. Events now appear both in the outliner and on the map itself, and can be opened and minimized at your convenience.
Please give us an option to decide ourselves how we want events presented. Give us proper message settings. Requireing additional clicks from the player to interact with events you consider unimportant does not encourage players to care about them. Speaking from my CK experience, an event hidden in the outliner may as well not be included in the game, and is therefore a waste of dev time to include in the first place as far as I'm concerned.

There's a lot I like in this dev diary! :D But I am concenred about the lack of popup events. Those are vital.
I would rather they put too little popup events than too much. One will make the game feel a bit empty but can be fixed over time. Too many events will annoy players on day 1 which would be a catastrophic mistake.

Someone on the Discord pointed out that it's been mentioned there's one circumstance where a recognized country can become unrecognized. And that "Dead Man of Europe" event looks like somewhere it might be.
I feel that would be a too-extreme treatment of the historical situation of the Empire - effectively cutting it off from regular European diplomacy and making it subject to colonial plays as in West Africa and SE Asia. If I had to guess, I'd have ascribed that event to a tag with a European elite that gets replaced by the indigenous people of the country, so maybe EIC?

What does the Sick Man of Europe and the Dead Man of Europe events even do? Is the Sick Man event a simple timer to the Dead Man event which has the actual effects from failing the Tanizmat reforms?

Actually someone WAS talking about using endonyms and my original response was for that one. Anyway, it's english then. Good. So Cracow in this case should be changed into Free, Independent and Firmly Neutral City of Cracow, as this was its official name :)
I'm sure I could find couple of dozens of such examples but tbh I don't wanna waste time on that and I personally hope devs won't either, unless there really isn't anything better to focus on, such as improving peace deal mechanics.
PS: lemme repeat that I have nothing against them changing it, I just deeply don't care about such details while acknowledging that apparently there are some who do.

No, you don't need to go to the extreme for the sake of purity. Also, that name was the name of the state, the city itself was just Cracow. The point is that cities should generally be named as they were known at the time in the English language. That's a very low bar and honestly the best solution for both flavor and intelligibility.

Are we talking about unimportant details? The devs changed Portugal from green to blue based on a forum thread.

I'm looking forward to some mechanic or mod where the color of the country on the map can change similar to the way the flag can change. :)

Monarchist Portugal = Blue & White
Republican Portugal = Green & Red

I love this approach. That is one thing I disliked about the HOI model is that everything seemed "railroaded" and triggered by focus trees. Like finishing a focus in 70 days and getting 3 military factories... That was one worry I had when hearing about this game but I'm glad to hear you've found a different approach and it sounds awesome!
