Victoria 3 - Dev Diary #31 - Journal Entries

Hello and welcome to this week’s Victoria 3 development diary! My name is Daniel and I’m the Content Design Lead for the project. Today we’ll be taking a first look at Journal Entries.

Upon the death of King William IV, the personal union between Great Britain and Hanover ended due to different laws of succession. Queen Victoria ascended the British throne, while Hanover was ruled by William’s brother Ernest Augustus. This Journal Entry highlights the imminent end of the union.

Compared to Victoria 2 we’ve shifted the focus of scripted content away from random event popups and towards the Journal system. Journal Entries fulfill a variety of narrative and mechanical purposes in Victoria 3 - they can be optional goals the player can pursue, imminent disasters, anchors for ongoing situations, and much more. You can think of the Journal as items on the government’s agenda, situations that you can engage with (or not) to whatever extent best fits your goals and situation.

In 1836 Canada was administered by several colonial governments, including Upper Canada (modern Ontario), Lower Canada (modern Quebec), and the Hudson’s Bay Company. By the end of our period they were consolidated into a single Canadian nation.

Here we can see some potential entries in the British Journal. Inactive Journal Entries serve to announce potential goals you might want to pursue or disasters you might want to avoid, depending on what you’re aiming to do with your country. Many Journal Entries have an effect upon activation, usually an event presenting the situation to the player both narratively and mechanically, and sometimes offering different approaches to the issue. The Confederate Canada Journal Entry leads you as a colonial overlord down the path of consolidating your Canadian subjects into a single nation. To begin this process you’ll need to research Nationalism, but there are also hidden triggers that determine whether this should appear in your Journal as a possibility at all. In this case the Journal Entry is potentially available for any country that has Canadian subjects; this means that this content is not exclusive to Great Britain, but available to any country that fits the bill.

This is reflective of our goals for historical content in Victoria 3. We want to avoid arbitrary historical events that occur for specific countries even when they don’t make sense in relation to what’s happening in the game. We also want to avoid writing content that only happens for particular state actors under hyper-specific conditions, making it all but invisible. So historical content should be both emergent and visible to the greatest extent possible.

The Ottoman Empire was in a period of steep decline by 1836. Despite attempts to modernize the country, it was not able to retain its dominance and fell to the wayside of history, eventually collapsing to nationalist movements and the machinations of the great powers. In Victoria 3, you have the opportunity to steer history in a different direction. How would an Ottoman resurgence affect the world?

Though we certainly do have nation-specific content. Above we can see that the Ottomans are dealing with The Sick Man of Europe Journal Entry series. There are quite a few features a Journal Entry can have. Progress bars can track completion (or failure!) of Journal Entries based on specific variables. Journal Entries can also have a timeout, which might have an effect when it expires, in this case a very negative consequence for failing to reform the country. In other Journal Entries we use timeouts to create limited-time opportunities you can take advantage of if you’re willing to commit to a goal. Additionally, there are pulses that can be added to Journal Entries that have effects on a monthly/weekly/yearly basis, and we can use these to, for example, measure that a set of objectives has been true for a certain amount of time. All of this is entirely written in our scripting language and is therefore extremely moddable.

Following the end of the Sakoku era and Shogunate rule, Japan modernized rapidly. A major transformation of society and the economy proceeded, and the great powers watched with interest. Will you be able to guide Japan towards a prosperous future, striking the balance between modernization and sovereignty?

While a Journal Entry is active, various events might occur in your nation. Here for instance a modernizing Japan considers an offer of American military consultancy. Active Journal Entries might also unlock Decisions - one-time actions a country can opt to take - or have a multitude of effects and modifiers while they remain in play.

The Great Molasses Flood of 1919 saw the city of Boston inundated with treacle due to a burst storage tank. Investing in the safety of your industries is important if you wish to avoid such accidents becoming commonplace.

On the topic of events, there are now extremely few “pop-up” events that immediately demand the player’s attention. Events now appear both in the outliner and on the map itself, and can be opened and minimized at your convenience.

Journal Entries are a dynamic and versatile system used to represent a wide variety of era-inspired situations and historical content, and to make the game world feel narratively alive. The possibilities for this system are practically limitless and I expect we’ll continue to innovate with it for a long time to come - and with its incredible degree of moddability I look forward to seeing the community’s own creations as well.

This is thing for mods or dlcs. Its like you wanted Canton to be called Guangdong (or whatever it is in chinese) Warsaw to be called Warszawa etc.

But Constantinople was the official ENGLISH name of the city at 1836. It's not like Guangdong or Warsaw. It would be more like calling St Petersburg Leningrad at game start for exemple.

Dude, whatever, let them focus on important things and not details for modders. As for me, a person who gonna play first 6 games as Ottomans Istanbul is really okay.

I repeat, whatever, let them make a game good first and then waste time on petty details that matter for a very small group of players.
I'm not saying it's a same thing but it's this level of details that matter relatively little compared to other things.
As for me who gonna play only Ottomans Istanbul works just fine, and your problem is sort of one of whether there should be Great Britain or United Kingdom.
PS: and no, it's not gonna give you Constantinople back, so easy here :)

This looks fun. A way to add local flavor and push things in a certain direction without requiring the player to memorize event triggers before hand if they want to go for something specific.

Someone on the Discord pointed out that it's been mentioned there's one circumstance where a recognized country can become unrecognized. And that "Dead Man of Europe" event looks like somewhere it might be.

Cheers for the DD Daniel, and the extra info from you, Wiz and Maciej - the Journal system looks to be an excellent system for helping guide players through things happening without them having to learn the game first - what looks to be lots of win :) Some pretty cool examples too.

The only thing that jumps out as being potentially concerning is:

On the topic of events, there are now extremely few “pop-up” events that immediately demand the player’s attention. Events now appear both in the outliner and on the map itself, and can be opened and minimized at your convenience.

This system sounds like it relies heavily on the outliner either being able to contain a lot of information on-screen, or conversely have some way of letting players know if something that's "overflown" the outliner box has turned up. On-map information is unreliable and a failure-heavy* way of informing players of time-critical events (particularly those that appear without warning), for players with countries that are large enough that they won't be able to just look at the same portion of the map at once. On-map info is a cool supplementary way of letting players know about time-critical things, but this system sounds like it's expecting the outliner to do the heavy-lifting to make sure players aren't sucker-punched by whatever the event outcomes are.

I'm not suggesting a return to lots of "pop-up" events, necessarily - just noting that the solution to the problem as described in the DD may bring with it problems as well as solutions (and, at least for some players, potentially make gameplay a less enjoyable experience).

Note that while there are more words in this post on "potentially concerning" stuff, that's just because "it's cool - looks great" doesn't need a lot of space, while I imagine it'd be a lot less useful to not spell out concerns - the overall impression from the DD/journal system at my end is very positive :)

* As in, players, instead of dealing with the events at their leisure, don't see them at all and suddenly get sucker-punched or sucker-gifted something with no warning - the gifts being a good deal less of an issue of course.

Great DD. The new journal/events system will prove to be a great basis for DLC. See I would gladly pay top dollar for content packs, if they are of the "100s of new events/journal event chains" type, since they would add real new depth to the game, without changing core mechanics. If that's the plan, good thinking.

Are there some goals that two independent nations can work towards together?

Qing China journal entries are in my utmost interest.
It could be:

1. Opium war 1,2,3 triggering events, avoid or give the concessions or prepare for war with major powers
2. Qing court problems, succession, internal rivalry, even the assassination of the Emperor
3. Chinese Boxer rebellions, how to deal with?
4. Qing reforms (multi series) economic, military, court, financial
5. Mongol secession (Russo-Japanese treaty) from Qing
6. Tibetan question (British pressure)
7. Manchurian railway problems (Russo-Japanese pressures)
8. Sino-Japanese war, give them Korea or not?
9. Annam question, let it slide to France or not?
10. Xinjiang question. Qing needs to answer Russia's demands

It would be nice if other people contribute to other countries journal entries, such as Russia, Prussia, Japan, Persia etc

In the Ottoman example, I would prefer that the starting conditions of the country be sufficient to set them down the path of decline and fall. I appreciate that it's easier to have a means by which the game can be modified outside of its modelled systems (such as the economy and diplomacy) to allow for historical or plausible results but it is at best at the top of a slippery slope. It carries a great risk of taking emphasis away from doing things within the game's simulation and toward chasing journal entries. If the rewards of meeting conditions X, Y, and Z far exceed simply building factories and managing pops, than the core gameplay loop suffers.

It also creates the temptation just to add more journal entries rather than improving the simulation. Granted, it's better for DLC to be peripheral content rather than core game mechanics, it would be unfortunate if goals like ahistorical industrialization were pursued primarily through journals than in the game's system.

Yep. Exactly what the problems with mission trees were. I'm ready for the downvotes by the way.

This looks like an interesting take on the traditional Events system, though @Axe99 and others have raised important questions about some aspects, especially on-map events.

It seems to draw some inspiration from the Suggestions in CK3, which have been a great success because they help new players to work out what to focus on, even if they don't have an encyclopedic knowledge of the relevant history. That sounds like a good way to keep new players playing, which will help to fund the updates we all want and make sure V3 doesn't get abandoned like Imperator.

I also agree that "Journal" doesn't seem to fit what this mechanic is actually doing. Something like "Cabinet Agenda" (with flavour adjustments for different forms of government) would seem closer to what it is actually modelling.

I understand that the question is a little off topic, but how are things going with the ability to view the timelapse at the end of the game? In EU4, this possibility was limited,
but in HOI4 it was not at all. But I think it will be very cool if such a function is in the game.
People get to the end of PDS games?!

The concept seems good, I like it. I'm just wondering why they named them "journal entries". That sort of implies like the player/reader is a passive observer, instead of representing a state of affairs that would benefit from player's attention.

It's also a bit silly, if you think about it...

Can you imagine how a Kaiserreich-style mod would work in Vic 3 with the journal system? Imagine a world where Napoleon won at Waterloo in 1815 and proceeded to reestablish the French Empire? The Concert of Europe never took place and the mod starts off in 1836, a generation after Napoleon returned. I am getting hyped for a mod that does not exist. :D
I've got an alternate history world I've been toying with where France wins and the American states never unite under the Constitution, so you have a hegemonic European power (really, more of a cold war between the French and the great powers they failed to subdue) combined with a North America that has much more European-style geopolitics (competition between nations, balance of power, etc.).

This seems like an interesting combination of the mission system from EU and the national focus system from HOI.
That's actually a bit of a concern for me.
National focuses in HOI4 were used to abstract internal and external politics, which makes sense as HOI4 isn't focused on those aspects. Likewise, the journal system makes sense in the context of the Hanoverian succession as Vicky3 shouldn't model succession laws, but the Ottoman decline was a consequence socio-economics and international relations, which are things that Vicky3 tries to simulate.
I'll wait for the Ottoman DD before making a judgment, but hopefully the consequences of the Dead Man of Europe has to do with elements that are already gamey and arbitrary, like giving a Casus Belli to Russia, or a loss of prestige and recognition, rather than some type EU4-style crisis debuff.
