Victoria 3 - Dev Diary #31 - Journal Entries

Hello and welcome to this week’s Victoria 3 development diary! My name is Daniel and I’m the Content Design Lead for the project. Today we’ll be taking a first look at Journal Entries.

Upon the death of King William IV, the personal union between Great Britain and Hanover ended due to different laws of succession. Queen Victoria ascended the British throne, while Hanover was ruled by William’s brother Ernest Augustus. This Journal Entry highlights the imminent end of the union.

Compared to Victoria 2 we’ve shifted the focus of scripted content away from random event popups and towards the Journal system. Journal Entries fulfill a variety of narrative and mechanical purposes in Victoria 3 - they can be optional goals the player can pursue, imminent disasters, anchors for ongoing situations, and much more. You can think of the Journal as items on the government’s agenda, situations that you can engage with (or not) to whatever extent best fits your goals and situation.

In 1836 Canada was administered by several colonial governments, including Upper Canada (modern Ontario), Lower Canada (modern Quebec), and the Hudson’s Bay Company. By the end of our period they were consolidated into a single Canadian nation.

Here we can see some potential entries in the British Journal. Inactive Journal Entries serve to announce potential goals you might want to pursue or disasters you might want to avoid, depending on what you’re aiming to do with your country. Many Journal Entries have an effect upon activation, usually an event presenting the situation to the player both narratively and mechanically, and sometimes offering different approaches to the issue. The Confederate Canada Journal Entry leads you as a colonial overlord down the path of consolidating your Canadian subjects into a single nation. To begin this process you’ll need to research Nationalism, but there are also hidden triggers that determine whether this should appear in your Journal as a possibility at all. In this case the Journal Entry is potentially available for any country that has Canadian subjects; this means that this content is not exclusive to Great Britain, but available to any country that fits the bill.

This is reflective of our goals for historical content in Victoria 3. We want to avoid arbitrary historical events that occur for specific countries even when they don’t make sense in relation to what’s happening in the game. We also want to avoid writing content that only happens for particular state actors under hyper-specific conditions, making it all but invisible. So historical content should be both emergent and visible to the greatest extent possible.

The Ottoman Empire was in a period of steep decline by 1836. Despite attempts to modernize the country, it was not able to retain its dominance and fell to the wayside of history, eventually collapsing to nationalist movements and the machinations of the great powers. In Victoria 3, you have the opportunity to steer history in a different direction. How would an Ottoman resurgence affect the world?

Though we certainly do have nation-specific content. Above we can see that the Ottomans are dealing with The Sick Man of Europe Journal Entry series. There are quite a few features a Journal Entry can have. Progress bars can track completion (or failure!) of Journal Entries based on specific variables. Journal Entries can also have a timeout, which might have an effect when it expires, in this case a very negative consequence for failing to reform the country. In other Journal Entries we use timeouts to create limited-time opportunities you can take advantage of if you’re willing to commit to a goal. Additionally, there are pulses that can be added to Journal Entries that have effects on a monthly/weekly/yearly basis, and we can use these to, for example, measure that a set of objectives has been true for a certain amount of time. All of this is entirely written in our scripting language and is therefore extremely moddable.

Following the end of the Sakoku era and Shogunate rule, Japan modernized rapidly. A major transformation of society and the economy proceeded, and the great powers watched with interest. Will you be able to guide Japan towards a prosperous future, striking the balance between modernization and sovereignty?

While a Journal Entry is active, various events might occur in your nation. Here for instance a modernizing Japan considers an offer of American military consultancy. Active Journal Entries might also unlock Decisions - one-time actions a country can opt to take - or have a multitude of effects and modifiers while they remain in play.

The Great Molasses Flood of 1919 saw the city of Boston inundated with treacle due to a burst storage tank. Investing in the safety of your industries is important if you wish to avoid such accidents becoming commonplace.

On the topic of events, there are now extremely few “pop-up” events that immediately demand the player’s attention. Events now appear both in the outliner and on the map itself, and can be opened and minimized at your convenience.

Journal Entries are a dynamic and versatile system used to represent a wide variety of era-inspired situations and historical content, and to make the game world feel narratively alive. The possibilities for this system are practically limitless and I expect we’ll continue to innovate with it for a long time to come - and with its incredible degree of moddability I look forward to seeing the community’s own creations as well.

I love the "military consultant" event for Japan! Will countries have differing military doctrines affecting the way they wage war? It would be lovely if so, and playing e.g. Japan and trying out the doctrines of different Western nation depending on who consults me!

Btw, am I the only who confused by when these Victoria dev diaries actually release? It says that this was uploaded yesterday, but I definitely didn't see it listed under "dev diaries" until today.
DDs are written in advance, I believe they are ready Mondays. Some content creators for example get the DDs prior to make their videos.

But how will the player be notified there is a new event in some part of the map? Seeing that this event has a timer instantly makes me wonder how I get notified of when that timer appears and when it starts ticking down.

Anything with a ticking timer I really want the game to pause and make it unmissable, I just hope that the intent isn't to have lots of map events pop up dynamically that you have to keep being on the lookout for in the outliner, being scared you are gonna miss something on a higher game speed.

Maybe have a green icon on map as the timer is new and it transitions to red as the timer counts down, and can start blinking at some percentage away from completion or failure. The closer it gets to the end, the brighter the red can become and the faster the blinking as well.

My question would be, can other countrys gain the sick man of Europe entry for example? Like if I remade my country to be exactly like the ottomans (just not muslim and turkish) would I get the same entry? You said its country specific, but also you want to avoid such events, so I am a bit confused.

Another question for me would be how events like the 1848 revolutions will be handled. Are there secret timers that add some ideas into our populations, which then make it possible to get the jounral entrys when we meet their criteria. Also how would journal entrys build upon alternative history, for example are there jounral entrys for the german empire but none if a palementary monarchy wouldve been formed in the wake of the 1848 revolutions and how would things like the inclusion or exclusion of austria be handled, are there general entrys that can adress the specific issue for such a germany, or would there be moire or less unique entrys that deal with stuff like who will be king, will the austrians be included with or without their empire etc.?

You aren't the first person that was confused by this. In a much earlier DD, it was explained that the DD can be set for timed release. So, yesterday Daniel setup this DD to be released today. Or something like that.
Ah thanks, that explains it! I missed when that was announced, and for the last some Vicky 3 dev diaries I have been pretty bugged out by constantly finding them "one day later" lol

Are we able to see past journal entries, and how we tackled them? So like we are modernized Japan, can we look back at the decisions we made to get there?

Edit: It would be nice to know, oh hey in 1837 we had this disaster, and it caused x damage.
This sounds like a great flavor mechanic. Let us see past entries and the results (and effects) from those entries. It lets us paint a recorded history of our nation kind of like the auto-generated journal in EU4.

I understand that the question is a little off topic, but how are things going with the ability to view the timelapse at the end of the party? In EU4, this possibility was limited, but in HOI4 it was not at all. But I think it will be very cool if such a function is in the game.

In the Ottoman example, I would prefer that the starting conditions of the country be sufficient to set them down the path of decline and fall. I appreciate that it's easier to have a means by which the game can be modified outside of its modelled systems (such as the economy and diplomacy) to allow for historical or plausible results but it is at best at the top of a slippery slope. It carries a great risk of taking emphasis away from doing things within the game's simulation and toward chasing journal entries. If the rewards of meeting conditions X, Y, and Z far exceed simply building factories and managing pops, than the core gameplay loop suffers.

It also creates the temptation just to add more journal entries rather than improving the simulation. Granted, it's better for DLC to be peripheral content rather than core game mechanics, it would be unfortunate if goals like ahistorical industrialization were pursued primarily through journals than in the game's system.

What is the intended scale of the rewards (and punishments) for the objective-based journal entries? For example, does completing the "Sick man of Europe" entry give a simple prestige bonus as other countries recognize what you've achieved, or does it give some nation-wide stabilizing bonuses that would not otherwise arise from the tasks you completed in normal game mechanics?

Despite attempts to modernize the country, it was not able to retain its dominance and fell to the wayside of history, eventually collapsing to nationalist movements and the machinations of the great powers. In Victoria 3, you have the opportunity to steer history in a different direction. How would an Ottoman resurgence affect the world?

I am wondering here: we see 4 Tanzimat entries which seem to be related to the 'Sick Man of Europe' entry. Is it possible to collapse the Sick Man entry to hide the 4 Tanzimat entries? That would save a lot of real estate on the screen and make it clearer what journal entries belong to eachother.
