No, we considered limiting interactions for Coop, but very quickly we found out that it was possible to assign duties, have someone leave the game, and then you're stuck unable to control part of your empire and have to rehost. So we figured that it would be better to just have an agreement between players, if they want that.

With the message settings coming in 3.8, you'll also be able to customize a lot of these so you won't be bothered by petty things like research if you're playing the "Fleet Admiral" role in a coop game.

Will the custodians be adding "galactic heroes" ((paragons?) to prior DLCs like toxoids and first contact?
While no new ones are added we Custodians here at Studio Green already used the new system for fan favorites. So after 3.8 drops make sure to go and visit your old pal Warform again!

On the one hand this looks great, and i’m all for more leader mechanics and more depth to leaders themselves, and giving them a backstory, homeworld etc is a boon for stellaris’ own emerging storyline focus.
On the other one, legendary leaders feel a bit game-y as a concept, especially if they end being too common within different playthroughs.
Also which pre-existing events like the Knight’s Quest get said leaders as well? Will pre-existing important characters like Grey or the guy stuck in the Tiyanki Matriarch be legendary paragons now?
Gray is a Legendary leader, Reth is a Renowned Leader.

Will the next patch (fixing some of the lingering issues with First Contact, like no liberation wars as Payback origin) be released with this expansion or before? I was hoping to get it beforehand but I can wait two weeks
No patches before 3.8 drops :)
 
Sounds cool, but might leave gestalt concsiouscness lacking. Maybe they should be given completely different mechanics to give them something instead of a council?

Gestalts have their own thing - it wouldn't make sense for them to have a bunch of independent councillors. We'll talk about it a little in the Council dev diary.
