Stellaris Dev Diary #234 - Aquatics and 3.2 are out, now what?

Today we’re back with another dev diary, and today we’ll be talking a little bit about our next steps. But first and foremost I’d like to thank everyone in the community for showing such great appreciation for Aquatics and the 3.2 update. The Aquatics Species Pack is the best-selling species pack to date, and going by the Steam review it also seems like it’s very well-liked. The future is looking bright, and together we will be able to make Stellaris bigger and better than ever before!

Speaking of the future, let’s take a look at what we have on the horizon for the game.

Unity Rework
Back in dev diary 215 we mentioned a Unity rework that we’ve been working on. Progress is fairly good, and we’ve made some interesting changes that we’ll be talking about SoonTM. The target for this change is currently the 3.3 February Update, but due to the spiciness of the changes, we’re also looking into the possibility of making an open beta with the changes earlier than that, so that we can include more community feedback for the 3.3 February Update. You’ll be getting more information about the details of the unity rework and a possible open beta as we get closer to the end of the year.

AI
We’re very happy to see that many of you have reacted positively to the AI improvements done in 3.2, and we appreciate your feedback and help. We still have a lot of more changes we’re working on, such as additional economic improvements and taking a look at the Take Point feature, to only mention some examples. Just like with the Unity rework, we’ll be talking more about these in detail in the near future.

Situations
We are looking into creating a new Situations system, similar to the Disasters system in EU4. The goal is to be able to move things like Deficits and Revolts, and similar struggles, into this new system. Since we don’t want to undertake too many changes at once, it’s likely that new Situations will be added over multiple updates after the system itself is released. Although work has started very recently, we’re very much looking forward to being able to share more progress about this in the future as well.

Buffing the Backlog
In terms of adding new content to older DLC, the priorities going forward will be to buff Nemesis and Necroids. We have no concrete plans we’re ready to share yet, but if you have thoughts for additions you’d love to see, please let us know!

There’s a slew of other improvements, bug fixes, content additions to look forward to in future updates. I can’t really mention them all, because in all honesty, a lot of things like this aren’t planned and happen because we have a passionate team that works on many small things they think would make you, the players, happy!

There haven't been specific changes to Criminal Syndicates in Herbert, but there have been some changes regarding how the AI deals with crime. (IIRC, also including sometimes making the Crime Deal if it makes sense.)

1: Who wouldn't want to play fishies? Honestly it's been one of our most requested species ideas for years and we felt confident we could do it justice now. 2. I am constantly on the lookout for new hive content to explore that one has a high chance of getting in since it's quite minimal work for nice flavor.

There's been a lot of discussion recently about static defenses, and whether sole starbase defenses are sufficient. Are there any plans to re-add static military defense stations around planetary bodies with appropriate resource requirement balancing? If not, why? Considering you can park a fleet for a similar effect, although this means that you are building hyperdrives for nothing and looks weird.

It basically means that one can make terraforming processes cost various resources (not just energy), and make more sophisticated modifiers to affect what the price is. We haven't played around with the former point to date, but we made terraforming to ocean worlds cheaper with the Hydrocentric ascension perk this way.
Also, it means that we can make the AI budget for it, which allowed us to ensure that the AI is able to terraform a lot better now.

We did do something similar to this, last year with our Mod Jam, but we wouldn't be able to include these in the base-game. We on Community would like to do more of these in the future, as working with the modding community was a lot of fun.

Stellaris is in a different situation than HoI is when it comes to "Out of Sync" issues. Implementing resync would take some time and overall, we currently feel that our time is better spent trying to fix the cases that trigger Out of Sync errors.

Any plans to balance ship classes more? Currently once you hit late game it's not worth building anything but battleships. It would be nice to have each ship be useful.

Ship balance will continue in future updates. Right now the rock-paper-scissors between Corvettes, Artillery Battleships, and Hangar Battleships exists to a degree, but it would be nice to have a more defined role for Destroyers and Cruisers even in the late game meta.

There is a feature on the forums for upvoting the bug ticket, but if it's not gaining enough attention, you can make a new ticket with an updated save game. This helps both QA to verify the issue and the people who work on solving the issue, as old save games may make the bug harder to work with overall. Saved game compatibility is not guaranteed, it has a lot to do with that it's very time consuming for us to test old saves just for the first few days after a new expansion shows up. It shouldn't crash at least.

From my perspective it's going really well. It's great to see devs being able to step up and take initiative for how to improve the game. We've also seen a lot of positivity from the community, and hopefully it will also draw in more players to play regularly. It's a bit too early to really know how successful the Custodian Initiative is, but if we can repeat the success of 3.1 Lem for every update for about 1 year, it would be really great.

In terms of a longer answer, as you can see in that DD, we've made some improvements for 3.2 and we are quite likely to make further ones in 3.3. But it's hard to make firm promises on this sort of thing, since a performance improvement in one regard might be cancelled out by something else that is done between versions - be it design changes, AI improvements that mean more pops and more ships, or... well, any number of things.
(The longest answer would be to point out that "lag" is the wrong term unless the game is literally freezing - as I know can happen in some circumstances in certain UIs, which is something we definitely want to improve - and the performance issues we face are largely not related to the engine, but rather to the specifics of Stellaris - e.g. a lot of the improvements for 3.2 are based on optimising pop factions)

I agree, and I'm not a huge fan of consumer goods. I'd love to be able to figure out a way to have repeat spending of consumer goods, to improve parts of your empire. For example, building research projects (similar to how you can spend to build ships, but that dont actually create entities like ships).

They seem to be such a standout part of the game and are in a weird place. The balance could use improvement, bio ascension has to fight with how gene modding works in empires with many species and for stuff like Borg it would be nice to have middlegrounds like bio-mechanical-ascension that sits in between bio and robot ascension.
The problem of expanding them is that they are sitting behind an expansion that is already super valuable I imagine?

To be honest, the method of overwriting is often not something that is intentionally set in a certain way by us. I'd personally like to see about making the system a bit more unified sometime, but I'm not sure when we will get around to this.

The Unbidden, Aberrant, and Vehement frequently do not stop at a planet to bombard it and devour the inhabitants life force; instead, they destroy the space station and then move on, and the station is automatically rebuilt in a month. Should those dimensional invaders have a preference for planetary bombardment?

This issue is something we are still working on. It was created when we solved an issue of the crisis AI getting stuck and didn't do anything. Their goal when doing this is getting to their nemesis to destroy them and they aren't interested in the empires that stand in their way. We wouldn't want them getting stuck bombarding a planet for a very long time instead of terrorising the galaxy like they are meant to, but they also shouldn't ignore inhibitors unless designed to do so. For the Unbidden factions, we would like them to use their jump drives to achieve this, but it is work in progress that I expect might take some time and experimentation to get right.

Rogue Servitors can form Hegemonies currently, and Machine Intelligences can form Research Cooperatives.

For my part (design-side), it was coming up with what exactly we wanted to do content-wise, since Stellaris as a setup doesn't really easily lend itself to species living underwater. So we had to be quite creative about how we fit that sort of player fantasy into the game. (Obviously, I cannot speak for the artists and sound team, who did a lot of great work on the new species and ship sets!)

Admin Cap will be removed, and you will use Unity to upkeep for things like Edicts. You won't be able to avoid the penalty from sprawl, like it used to be. We'll have to balance the rubberbanding effects and should also add a game option for how harsh you want the penalty to be.

I noticed that newer Paradox games such as Stellaris have done away with the message options from older games such as EU4. Is there any chance that we can get them back? Being able to "popup and pause" when important events like someone declaring war on your rival is really important. With the icon spam at the top of the window in Stellaris, I often end up missing important events, whereas in EU4 I never have that problem as I have all critical events setup to popup and pause to notify me.

It's very unlikely we'll use the old message system like some of our old games used to have. It led to worse UX because it was too easy for devs to set proper defaults. I do sympathize with the thought of having that level of customization for some message options. It's unlikely to change, but its something we're aware of and would like to solve.

The Deluge colossus will kill all non-Aquatic life on non-Oceanic planets when it terraforms the planet. It can be used on your own planets if purge is allowed. (Primitive planets can only be Deluged if you have full interference policies set.)

Situations
We are looking into creating a new Situations system, similar to the Disasters system in EU4. The goal is to be able to move things like Deficits and Revolts, and similar struggles, into this new system. Since we don’t want to undertake too many changes at once, it’s likely that new Situations will be added over multiple updates after the system itself is released. Although work has started very recently, we’re very much looking forward to being able to share more progress about this in the future as well.

Buffing the Backlog
In terms of adding new content to older DLC, the priorities going forward will be to buff Nemesis and Necroids. We have no concrete plans we’re ready to share yet, but if you have thoughts for additions you’d love to see, please let us know!
The situations system sounds fantastic, I assume it would be in the same place as the situation log (which would be renamed)? Expanding potential colony events, political incidents, and Empire troubles would be really good to explore. Could there be leader situations here as well? Maybe a scientist is pushing the research for a technology, or you have a controversial leader looking to take power, etc.

So I made a thread a long time ago about expanding DLCs, and there's some things on it I'd still like to see.
Artificial Leviathans should have Archeological sites in their system, and the habitable planets could have unique events when you settle them as you uncover ruins of past civilization. There could be multiple outcomes like 'On the Shoulders of Giants.'
The same thing could apply to ruined megastructures, or some ancient structures in the game. These systems could also have large science deposits for you to study as your civilization tries to work out how these were built.
This is more ambitious than new events and whatnot, but I'd eventually like to see alloy, cg, and food megastructures. We have them for many major resources and actions already, like diplomacy, science, energy/minerals, etc, so this would largely complete it I think.
And what would the difficulties be of adding a ship market for Megacorps? Like being able to rent out or sell ships? And everyone else being able to buy them.

Hey Devs! Much love from alot of players here playing the best space game out there, happy to hear about the great news, looking forward to years to come!

I'm personalty about to breach 1k hours on the game, and the last few achievements. And i hope i can give some meaningful (non-competitive multiplayer) feedback.
Regarding your backlog, Nemesis has revived alot of criticism over the lack of content or it being unpolished or seemed rushed. I personalty loved the concept of the galactic Imperium, the galaxy ending nemesis and the espionage system and finding some ruff edges along the way here are some things that could be addressed and suggestions:

- First off the first contact and its fog of war is better than the vanilla, and no complaints so far
- The espionage, i'm aware you don't want to give the AI more power of being annoying to the player by giving them more powerful and meaningful operations, but you could prevent that by having the Subterfuge more meaningful, as in prevent most of the operations from even happening/succeeding and giving more power to the player for the actual meaningful espionage systems. Ex. having actual full citadels be destroyed, having a full fleet get take over by marauders and ravage its previews owners space, kill a leader/ruler (actually feel like a fallen empire for once) and my most requested feature, being able to "rediscover" Relics another empire holds and even perhaps steal them? And therefore having gestalt even more protection over espionage and someone like criminal syndicate more description or successes rate?
- Galactic community, i feel like federations deserves this more by just having ore declarations, yeah lets say that the community is more towards peace and protection, trade and friendships, and ofc equality and protection of the weaker empires, while something like the galactic Imperium would be more authoritarian and militaristic naturally. Therefore having proper resolutions associated with both. And therefore more flavor later in the game.
- Galactic custodian and Galactic Emperor, i believe there is alot of improvement that could have been done here, why does it feel every time i would proclaim myself the Galactic Emperor i would lose power, yes i gain an extra civic and the bonuses that come with it, but i lose my federation and all bonuses associated with it while the custodian can still have one with an unlimited term limit, with no reason to "step down", you could have it so that the custodian would also not be able to be in a federation and have an actual reason to step down if said custodian would not proclaim emperor or have the emperor better resolutions, still be able to be in a federation (bad way of doing it imo) or even stronger fleet that would surpass a combined hegemony and custodian fleet. Ah right i lose merchant federation while Emperor too so no more moneeeys aaaaa
- One thing you could add that would benefit both the Necroids and the Nemesis DLC would be more types and improved vassals, to be more specific blood tributarys where they would give you pops every 10 years or so. And perhaps just maybe make Feudal Society or a reworked version of it better (i see you dev c:) perhaps even something like philosopher king could get some love.
- Mybe mybe an Imperium capital ECU?
- As for Necroids, blood tributaries like i've said above, species rights of who can and cannot be "uplifted to a necroid" (so i don't lose my rats again) or atleast have the ability to give special traits that like nerve stapled so they don't sorted into it but for specialist, Necrophadge Colossus (Assimilators get to have all the fun)
- Barbaric despoilers, let us pillage and burn without having to wage war or have it longer, also vacuum cleaner colossus c:

Hello there! I'm enjoying the new update, but this quote here was a surprise to me. Shouldn't you be improving old content first? Or expanding upon old content? Whenever people ask about which Stellaris DLC to get, Utopia is the one thats brought up first. So how about some improvements for Hiveminds? ;)

In general the 3 big Ascensions: Organic, Psionic, Synthethic still have huge impact on how you play the game. You guys have added a bunch of new Organic traits like Aquatic, Lithoid, Necrophage, Clones, Void Dwellers which added a lot more options to not choose the Synthetic path, despite the fact that Synth Ascension still trumps everything in the game for years now.

So how about one of the most requested features: Psionic Ascension for Hiveminds? Or in general improvements to Biological Ascension in terms of micromanagement? Improvements to species modding? Buffs to Spiritualists and Psionic Ascension in general? And of course, buffing old and bad civics is always welcome.

Or how about building upon the corporate tab feature? This has never been used since Megacorp, even though the Forgotten Queens mod has shown everyone how to make interesting Hivemind empires using the corporate tab to create buildings like a Criminal Megacorp. How about combining these buildings on other peoples planets with Espionage?

Obviously I can't speak for Grekulf. But from where I'm sitting, the recent content is fresher in our minds. Plus the work that is required to buff them up is a bit less involved than some of the older content.

As you mentioned hiveminds are arugably neglected, well to properly address that would be a longer term project and maybe out of scope for what we can deliver in the next patch cycle.

Rest assured though we are talking about the older content.

Stellaris keeps going from strength to strength.

On the backlog - anything that makes internal politics/factions more dynamic and meaningful would be superb.

Also - how often do you communicate with your peers in the HOI4 team? To release two great expansions within 24 hours was a nightmare of choice! Me and my usual paradox MP buddy wasted at least 20minutes debating what needed to be played first. Stellaris won though.

I remember when Paradox first talked about Unity, it was supposed reflect nations cohesion. Somehow it turned out as bland resource from monuments. I hope factions will get some love from this as Unity really sounds like resource you get from them.

The direction the stellaris team has taken is really great. For Nemesis I would like to see more operations. For example steal contacts to find empires you don't know about, increase crime on a planet, decrease stability on a planet, hack sensor net to see what they are seeing or something to disrupt federations like a penalty to cohesion.
...infiltrate factions to cause unrest.

Nice blog, thanks for the update. I hope that sector AI gets some of the improvements from the recent empire AI patches (and other updates). Sector AI could be much better and it seems like it should share a lot of code with other economic AI.

I am hoping there will be a 3.2.3 update slightly more substantial than 3.1.2's update. There is some low-hanging fruit in this thread having to do with mineral deposits not being used leading to unemployment on orbitals, and a typo in a pops script, that may be helpful and easy to fix:

Also, the very first bug report in that thread points out a particularly problematic self-imploding empire where, if you could fix its cause, may greatly help achieve 3.2's goal of a more robust AI. I'd love to see dev response on that first report.

Finally, the AI making many tiny fleets seems to be both a recognized bug,

but also, it probably has a significant impact on midgame performance? Could this please be hotfixed for 3.2.3?


Overall, I like 3.2 much more than 3.1 or 3.0. Game is going in the right direction, just need to keep the urgency on for high-impact issues.

Situations
We are looking into creating a new Situations system, similar to the Disasters system in EU4. The goal is to be able to move things like Deficits and Revolts, and similar struggles, into this new system. Since we don’t want to undertake too many changes at once, it’s likely that new Situations will be added over multiple updates after the system itself is released. Although work has started very recently, we’re very much looking forward to being able to share more progress about this in the future as well.

Buffing the Backlog
In terms of adding new content to older DLC, the priorities going forward will be to buff Nemesis and Necroids. We have no concrete plans we’re ready to share yet, but if you have thoughts for additions you’d love to see, please let us know!
Speaking of new systems and old content, any plans to shift some of the old anomalies to the archaeology system?

Speaking of new systems and old content, any plans to shift some of the old anomalies to the archaeology system?
This made my brain twitch a bit and gave me a thought:

Anomalies become a "new" archaeology type with a slightly different icon for the map, they get 1-2 steps MAXIMUM (otherwise they should be an actual arc. site). It allows anomaly research to be easily seen from the map (and have it clear the icon when it's resolved) and allows for some choices. Grimacing Planet is one that immediately jumps to mind.

I like that. Maybe they could give us the ability to infiltrate our own empire. Something like an internal security service. An envoy could increase the difficulty of enemy operations, increase stability across the empire, help suppress an unwanted faction or infiltrate a branch office of a crime syndicate to remove it.

Today we’re back with another dev diary, and today we’ll be talking a little bit about our next steps. But first and foremost I’d like to thank everyone in the community for showing such great appreciation for Aquatics and the 3.2 update. The Aquatics Species Pack is the best-selling species pack to date, and going by the Steam review it also seems like it’s very well-liked. The future is looking bright, and together we will be able to make Stellaris bigger and better than ever before!

Speaking of the future, let’s take a look at what we have on the horizon for the game.

Unity Rework
Back in dev diary 215 we mentioned a Unity rework that we’ve been working on. Progress is fairly good, and we’ve made some interesting changes that we’ll be talking about SoonTM. The target for this change is currently the 3.3 February Update, but due to the spiciness of the changes, we’re also looking into the possibility of making an open beta with the changes earlier than that, so that we can include more community feedback for the 3.3 February Update. You’ll be getting more information about the details of the unity rework and a possible open beta as we get closer to the end of the year.

AI
We’re very happy to see that many of you have reacted positively to the AI improvements done in 3.2, and we appreciate your feedback and help. We still have a lot of more changes we’re working on, such as additional economic improvements and taking a look at the Take Point feature, to only mention some examples. Just like with the Unity rework, we’ll be talking more about these in detail in the near future.

There's been a lot of discussion recently about static defenses, and whether sole starbase defenses are sufficient. Are there any plans to re-add static military defense stations around planetary bodies with appropriate resource requirement balancing? If not, why? Considering you can park a fleet for a similar effect, although this means that you are building hyperdrives for nothing and looks weird.

It basically means that one can make terraforming processes cost various resources (not just energy), and make more sophisticated modifiers to affect what the price is. We haven't played around with the former point to date, but we made terraforming to ocean worlds cheaper with the Hydrocentric ascension perk this way.
Also, it means that we can make the AI budget for it, which allowed us to ensure that the AI is able to terraform a lot better now.

Ship balance will continue in future updates. Right now the rock-paper-scissors between Corvettes, Artillery Battleships, and Hangar Battleships exists to a degree, but it would be nice to have a more defined role for Destroyers and Cruisers even in the late game meta.

There is a feature on the forums for upvoting the bug ticket, but if it's not gaining enough attention, you can make a new ticket with an updated save game. From my perspective it's going really well. It's great to see devs being able to step up and take initiative for how to improve the game. We've also seen a lot of positivity from the community, and hopefully it will also draw in more players to play regularly. It's a bit too early to really know how successful the Custodian Initiative is, but if we can repeat the success of 3.1 Lem for every update for about 1 year, it would be really great.

In terms of a longer answer, as you can see in that DD, we've made some improvements for 3.2 and we are quite likely to make further ones in 3.3. But it's hard to make firm promises on this sort of thing, since a performance improvement in one regard might be cancelled out by something else that is done between versions - be it design changes, AI improvements that mean more pops and more ships, or... well, any number of things.
(The longest answer would be to point out that "lag" is the wrong term unless the game is literally freezing - as I know can happen in some circumstances in certain UIs, which is something we definitely want to improve - and the performance issues we face are largely not related to the engine, but rather to the specifics of Stellaris - e.g. a lot of the improvements for 3.2 are based on optimising pop factions)

This issue is something we are still working on. It was created when we solved an issue of the crisis AI getting stuck and didn't do anything. Their goal when doing this is getting to their nemesis to destroy them and they aren't interested in the empires that stand in their way. We wouldn't want them getting stuck bombarding a planet for a very long time instead of terrorising the galaxy like they are meant to, but they also shouldn't ignore inhibitors unless designed to do so. For the Unbidden factions, we would like them to use their jump drives to achieve this, but it is work in progress that I expect might take some time and experimentation to get right.

For my part (design-side), it was coming up with what exactly we wanted to do content-wise, since Stellaris as a setup doesn't really easily lend itself to species living underwater. So we had to be quite creative about how we fit that sort of player fantasy into the game. I noticed that newer Paradox games such as Stellaris have done away with the message options from older games such as EU4. Is there any chance that we can get them back? Being able to "popup and pause" when important events like someone declaring war on your rival is really important. With the icon spam at the top of the window in Stellaris, I often end up missing important events, whereas in EU4 I never have that problem as I have all critical events setup to popup and pause to notify me.

It's very unlikely we'll use the old message system like some of our old games used to have. It led to worse UX because it was too easy for devs to set proper defaults. I do sympathize with the thought of having that level of customization for some message options. It's unlikely to change, but its something we're aware of and would like to solve.

The Deluge colossus will kill all non-Aquatic life on non-Oceanic planets when it terraforms the planet. It can be used on your own planets if purge is allowed. (Primitive planets can only be Deluged if you have full interference policies set.)

Are there any plans to add any unique content at all to the vanilla species, in the same way as content was added to for example the Plantoids and new species like Necroids and Aquatics? It's obviously a good thing to give the DLC species a bit of a unique flavor, but the vanilla species are still a homogenous mass.

Now that we have a trait that benefits habitability on Ocean and wet planets in general, it would be nice to have something analogous to the others, such as a Cold-Blooded/Ectothermy trait for (but not exclusive to) reptillians and Dry planets and hibernation/bradymethabolism for (but not exclusive to, as a lot of species do it anyway) mammals and Frozen planets. Things that give you a buff on certain planets and debuff to others. Maybe a flying trait for avians? Although I don't have ideas for its effects.

Also, new civics and origins for Hiveminds, please.

Unity Rework
Back in dev diary 215 we mentioned a Unity rework that we’ve been working on. Progress is fairly good, and we’ve made some interesting changes that we’ll be talking about SoonTM. The target for this change is currently the 3.3 February Update, but due to the spiciness of the changes, we’re also looking into the possibility of making an open beta with the changes earlier than that, so that we can include more community feedback for the 3.3 February Update. You’ll be getting more information about the details of the unity rework and a possible open beta as we get closer to the end of the year.
I'm concerned about this. I think both the unity and admin cap systems are working just fine right now and only need some spicing up (making Unity more useful in the late game for one). A complete redesign runs a great risk of leaving us with an imbalanced game with awful AI for a long time, like what happened after 2.2.

Also, please don't do the thing where you remove Culture Workers completely and have Bureaucrats be the Unity job. It's just so terrible for roleplaying/flavor purposes. Even if you're insistent on Unity providing Admin Cap, at least leave both buildings/jobs in the game with somewhat different but overlapping effects.

Some great updates and thank you. Just to respond to you about what to add for Necroids/Nemesis. So I really would like to buy Nemesis as the actual Imperium/Custodian system appeals to me but AI fleet behaviour is lacking in the base game.

My current games are all solo play and I almost always play with a federation with other AIs. To make the game 'enjoyable', I want the AI to be reliable in using federation fleets "properly", merge down to no more than 5 fleets and maybe set specific war goals different to a regular fleet. I would also like to see federation AI to act a bit more honourably to the player its in that federation with. Otherwise the game just carries on leaving it up to the player to solve 99% of wars. There must be something that can be done also about the AI behaviour when it faces "insurmountable odds" instead of just idling in home systems and keeling over.

Without those things, Nemesis sounds more of the same "hard work" to play cohesively with the AI, something I wish a lot more for. Take Point, last time I used it, seemed to only intermittently work.

A pass of work on the Galactic Focus voting system (or system) in general is really required too, I think on the side of all this.

About improvements of Necroids, Nemesis and other older DLC it really would be nice to create some combined features, like necroid megacorp criminals that can abduct and elevate pops from the Planet with theyr branch office (and a special branch chamber of elevation building) to boost necrophage-"popgrowth", also a new kind of casus beli and a new form of tributary for Necrophages would be cool, like a cb to demand the enemy taking Deathcult civic and sacrifice pops as tribute to the Necrophage empire (also an interesting thing could be a Necrophage Fallen Empire that spawns if you choose Scion origin together with Deathcult).
Also some combinations between Necrophage/Reanimators and the Federations DLC to get some new kinds of Federations you can create as Necrophage/Reanimator empire.

In terms of Nemesis, especialy the espionage system i think that also could be combined with the Branch Office tab on Planetview to create an Embassy with special Buildings for Diplomacy and Espionage and (for Megacorps) the known Branch Office Buildings if you have contracts or are a criminal MC... Question for that is if you can make it possible to create multiple Embassys/Branch Offices on a Planet, wich could also create a Possibility to let different empires Embassys interact with each other, giving another, indirect way of first contact and also other interesting events, diplomatic actions and also actions for espionage against other empires Embassys and spynetworks on the target empires planets.
Also this could make it more easy to use, if you can see the Embassys (including the espionage part) on the outliner like the Branch Offices already and also let it shows running diplomatic actions or spionage operations there (and for the rework of Unity and other Systems it could be interesting if your Embassy could create either Unity or Influence, based on the buildings and actions you run there.)

Well however, I don't know if my Ideas are that good or not, but i like to give some inspirations ;-)
