Stellaris Dev Diary #201: Galactic Imperium

Hello everyone!

Last week we talked about how the Galactic Community can elect a Custodian to unite them against an ongoing crisis, and this week we aim to continue that story.

The Unbidden invaded the galaxy, and in order to defeat the crisis you needed to ask for additional powers, and the length of the war underlined the need for more permanent powers. Those powers were very nice to have, and they are powers that you may not want to give up so easily.

Remember that time when you needed to make your custodianship perpetual? Those were the days.

It would be better if you could find a more permanent and legitimate solution. Besides… wouldn’t the galaxy be safer under your leadership anyway?

When a Custodianship is granted on a perpetual term limit, the Custodian can propose a resolution for the creation of a Galactic Imperium.

Proclaim the Galactic Imperium
Citizens of the galaxy! On this day we make history as we transition into a new, and brighter future! Under this New Order, our ideals and rights will be protected. When the Galactic Imperium is created, all federations that were previously in the Galactic Community will be disbanded.

There is a New Order in town.

The Galactic Imperium cannot be proclaimed during a War in Heaven.

Galactic Imperium
Once created, the Galactic Community ceases to exist and turns into the Galactic Imperium instead. Some things will be familiar, and some things will be entirely different.

Will the Imperial Senate Comfort the Fallen?

The Galactic Emperor will gain access to a number of new resolutions, and a number of resolutions that are similar to those that were available to the Custodian.

There is much work to be done in the Galactic Imperium.

The Galactic Emperor retains the powers available to the Custodian, e.g. such as Conclude Session and Freeze Resolution. They will also have a permanent Intel bonus against members, and gain an additional bonus to Diplomatic Weight.

Your Ethics will shift towards Fanatic Authoritarian, shift your Authority to Imperial, and you will get a new government form. Your Civics that are incompatible with your new position will be removed and you will gain a new unique Civic.

The emperor will gain a new unique Civic that doesn’t occupy a Civic slot.

Hive Minds, Machine Intelligences and Megacorps are not blocked from proclaiming the Galactic Imperium, and have their own slight twist on it.

A Megacorp that forms the Galactic Imperium gains access to regular civics as well as corporate civics.

Imperial Armada
If there was a Galactic Defense Force during the previous Custodianship, it will be converted into the Imperial Armada instead.

Imperial Authority
The power that the Emperor holds over the Galactic Imperium is reflected in Imperial Authority. Depending on the strength of the Imperial Authority, different things can happen.

Members of the Galactic Imperium can choose to Strengthen or to Undermine Imperial Authority.

The Galactic Emperor gains access to a new Operation – Target Seditionists – which will prevent the target from undermining Imperial Authority with their envoys for a certain amount of time.

Those opposing the lawfulness of this New Order will also gain their own tools. The Weaken Imperial Authority Operation will do exactly what it promises. Should Imperial Authority fall below 50, they also gain access to the Spark Rebellion Operation, which will also do exactly what you would expect.

Rebellion
The rebels have chosen to light the flame, and the galaxy is in turmoil once again.

Those who refuse to join the rebels will join a loyalist federation instead, and a war will be declared that pits these two federations against each other. All rebel empires will leave the Imperium for the duration of this war.

If the Rebels win the war, the Imperium is dismantled and reverts back into the Galactic Community. All Rebels will rejoin the Community, Council members lose their seats, and all Loyalists get a temporary debuff to their diplomatic weight for a few years, meaning their influence in the reborn Galactic Community will be limited to begin with. The former Emperor will get even greater diplomatic weight penalties which will also last longer.

If the Loyalists win, the Rebels are all forced back into the Galactic Imperium and they get temporary debuff which lowers their diplomatic weight for a few years. In addition, Imperial Authority is greatly increased.

Regardless of who wins, the Rebel and Loyalist federations are disbanded.

If the war ends in a Status Quo/White Peace, the Rebels secede from the Imperium, and their Federation stays intact.

A Galaxy on Fire
With Nemesis we wanted to focus on the things that can go wrong, we wanted to focus on disruption and chaos. With one crisis defeated, the next crisis might be just around the corner, and it will be up to you to navigate the delicate balance of the galaxy.

The emperor will gain a new unique Civic that doesn’t occupy a Civic slot.
Does the Custodian get anything along these lines at some point, or some other benefit that is lost upon declaring the Empire, or is there no trade-off involved, making it so the Custodian will always want to become the Emperor?

I do think Galactic Community members should be given a choice on whether to stay or leave this newly formed Galactic Imperium. We get that choice when passing Galactic Resolutions that our empire will be in immediate breach of. This would also make some interesting gameplay. You can form a Galactic Imperium but have half the galaxy refuse to join it. So, the next step is both securing your new empire and conquering the egalitarian rabble who refused to join it.

A Megacorp that forms the Galactic Imperium gains access to regular civics as well as corporate civics.
I assume there will be a pass through all the regular civics to forbid the ones that don't make sense? I don't imagine it makes sense to allow imperial megacorps to double up on certain civics, like Slavers Guild/Indentured Assets, or adopt Merchant Guilds.

We had it like that initially, but changed it because it seriously reduced the severity of the situation. It's potentially more interesting if you have to deal with it.

I like the change on whole but I think the Imperium should start with dictatorial authority by default (unless the founder was a monarchy in advance). Adding a hereditary monarchy should be something that has to be passed in the galactic senate as another power grab

I really would agree with this. Establishing the Imperium is already a huge jump, but its a an bigger jump from saying "I should be made Galactic Emperor" to "I should be made Galactic Emperor AND all of my descendants (no matter if they are competent" should also be emperors. If we make it Dictatorship as default (unless you are already a hereditary monarchy), then maybe the people of the galaxy would object less if they thought their rulers were going to be selected based on competence or some other non-hereditary system.

So I think it should make you Fanatic Authoritarian DICTATORSHIP unless you're already hereditary, and then you can reform to become hereditary if you want.

question wil there be some way to take the title of galatic emperor from the current one? like instead of rebbeling for freedom you can rebel for the right to be emperor?

A psionic emperor that pops an entire Prethoryn fleet with the power of his mind and is celebrated as the savior of the galaxy, but in the last ten seconds of the trailer, we find out that that was all a fabrication of the emperors PR intelligence department!

An epic battle in which the custodian megacorp empire defeats the self-appointed crisis and paths the way for sweeping economic reforms to restore the galaxy to its former prosperity. Fast forward 20 years, and the megacorp leader sits in a throne room of a super wealthy looking ecumenopolis, but then the camera swings downward and shows that all the other species of the galaxy have been enslaved and are working in the lower tiers of the ecumenopolis. But then, a barrage of laser beams kills the slave handlers, which is revealed to have come from a member of the former crisis species who leads a multi-species rebel strike team trying to topple the megacorp!

A multi-species coalition fights the self-appointed crisis, talking about their intel reports of the crisis, and wins with heavy casualties. A single, massive battle ship of the coalition fleet survives unscathed and blows up the crisis mothership to the cheers of the other survivors. They're asking the admiral of the coalition ship to pick up their survivors, but the admiral just trains their ship's weapon on them and says, "Submit."

Just a few ideas :D

The possibilities are endless.

If there happen to be two trailers (or one with two different view points like Utopia) I'd like one showing the Commonwealth of Men taking over the Galaxy to "protect" it, and the second one showing the United Nations of Earth leading the rebellion against the Galactic Empite.

It wouldnt be so problematic if it wouldnt take hundreds of years to reach a max level federation. If you could rebell and had another max level federation within 10 or 20 years it wouldnt matter that much but you wont. It just erases player progress and you wont be able to restore it to the way it were previously. If i lose even if i win against the Imperium why should i even use the rebel mechanic?

What happens when a hive mind or machine intelligence becomes galactic emperor? Is there anything mechanically different from when a regular empire does it? (aside from the obvious being gestalt thing)

It wouldnt be so problematic if it wouldnt take hundreds of years to reach a max level federation. If you could rebell and had another max level federation within 10 or 20 years it wouldnt matter that much but you wont. It just erases player progress and you wont be able to restore it to the way it were previously. If i lose even if i win against the Imperium why should i even use the rebel mechanic?

Maybe the rebellion can have a bonus to federation cohesion while the Imperium still exists? Like a modifier such as "looming existential threat" that keeps all the disparate rebels together until it's gone, and then slaughter each other afterwards?

Much as I love the idea, I feel like it would be really great if this kind of takeover could be flavoured in different ways depending on what kind of empire takes charge. Turning a spiritual empire into a domineering galactic papacy or a militaristic state turning into a hegemonic military order coercing the galaxy into obedience for its protection. Wouldn't really need a difference in mechanics, just a more fitting culmination of your empire's efforts to get to this point.

When the Galactic Imperium is created, all federations that were previously in the Galactic Community will be disbanded.

What if I as the new emperor had a federation and worked painstakingly to unlock federation perks?

This needs to be the case, but you also would need to remove the 10xp per month cap. It is the low xp cap that limits federation growth.

I would like to see the cap removed entirely or be able to adjust it somehow. In my mp games the xp cap is one of the reasons why there often end up two big federation blocks that form pretty early. If a federation would split or form later in the game a federation you will always have a xp disadvantage. It is usally better to stick with the federation you alligned at game start and never betray them. It makes alliances pretty static.

I would prefer a system that allowed federations that formed later to compete eg because they dont have so many different ethics or because they invest more resources/envoys in the federation so they can catch up or surpass the federations that formed earlier.

The emperor will gain a new unique Civic that doesn’t occupy a Civic slot.

Wait. To clarify, when you say, "doesn't occupy a civic slot", do you merely mean that it covers its own 1 civic slot cost, so you still get your regular starting 2 + 1 from galactic administration for 3 normal ones total plus this, OR do you mean that you can now run FOUR civics (2 + 1 from galactic admin + 1 from Galactic Sovereign's bonus) PLUS Galactic Sovereign itself as a fifth one?

Shouldn't have become emperor then, I guess? :p

But seriously, though I like the new mechanics, all of this event triggered disbandment and creation of potentially galaxy spanning federations should be adressed with a federation XP catchup mechanic or some other way of saving (a portion of) the disbanded federations' accumulated XP and tiers, otherwise there's no way of reaching level 4 or 5 ever again unless you're willing to play till 2700. Any thoughts on that yet, devs?
