HOI4 Dev Diary - The Baltic States 1/2 and Poland 3/2

Hello and welcome to another dev diary for the Barbarossa patch! Today I’m back with you to talk about not one, not two, but three new focus trees coming with the upcoming expansion: Latvia, Lithuania, and Estonia!

The Baltic States were in a difficult position in the build-up to world war 2; only recently liberated from Russian and German rule and less than 20 years on from a bloody struggle against both imperialist powers. In the 30s, each of the states had established authoritarian rule in fear of German and Soviet invasions, and a player hoping to survive as a Baltic state must take some extreme measures to overcome these overwhelming odds...

The Baltic States, like the Chinese, will share some branches of their focus tree while other branches will be unique to each country. This week I am going to talk about the shared branches; the industrial branch and the communist political branch.

Starting up with the industrial branch, each Baltic state was in something of a similar situation economically; relying heavily on foreign investment and equipment for their industry and armed forces. As such, each Baltic state may decide if they wish to put their faith in the democratic nations to supply their economy, or the Axis powers to fuel the war machine.

The other common issue facing the Baltics was that they had previously been occupied by the Soviets and Germany, and their industry was sorely lacking. So, the Balts can attract workers to their capital and begin their rearmament and develop their research sector.

Lastly, by modernising their industry, the Baltic states may become much more self-sufficient and end their reliance on foreign powers to fuel their war machine. They may expand raw resource production in their nation, which for Estonia and Latvia means the development of their on-map resources.

Lithuania however was uniquely very reliant on its agriculture, and thus starts the game with a variant of the “Agrarian Society” national spirit which can be slowly turned into a great benefit via their industrial tree.

Next up, each of the Baltic States had recently endured bloody struggles against the USSR, so popular support for communism was vanishingly low. A Baltic state hoping to overthrow the government and establish an independent communist state must do so through war.

The Balts can either choose to rely on the Soviet intervention or attempt to reconcile relations with the Baltic lower classes and try to maintain their independence while establishing communism on their own.

Once the revolution is done and your nation is communist, the player will have the option to re-establish the Lithuania-Belarus SSR. In the case you sided with the Soviets, the USSR will grant you their half of Belarus with the rest coming either through war or the Molotov-Ribbentrop Pact.

If you are independent however, Belarus must be acquired through adversarial means. The Baltic state must propagandise support for unification in Belarus similar to the Spanish Civil War garrison control system. When time runs out, Belarus will be released and fight a civil war; the victor will be annexed into either the victorious Baltic nation or the USSR.

The Baltic nation will also be able to try to convert their neighbours to communism through a propaganda war. No matter which path the Baltic player takes to establish socialism across the Baltics; they will be able to form the United Baltic SSR.

From there, they may use their newfound strength against Scandinavia and Poland and achieve communism across the entire Baltic Sea.

That’s all for the Baltic States this week, next week I will be talking about the entirely unique political trees for each Baltic state.



Something worth bringing up here is we did make some changes to the Polish tree since we last talked about it. Firstly, I do just want to show off some of the new focus icons we got since I wrote those dev diaries and I feel like our artists have done a really great job. There are more, but I don't want to spoil all of them just yet! ;)

We originally planned to have Poland get an off-map reactor to essentially get them control of 1 nuke during play as an exile nation. This to reflect their role in the nuclear project, but we were already a bit on the fence on if this was too immersion breaking for the gameplay purpose, and it seemed many of you thought so too so we removed the off-map reactor and moved the focus to the industry branch.

Next, I managed to find time to implement Karl Albrecht von Habsburg as an option for monarchist Poland. He has his own branch which involves pressing the Habsburg claim on Czechoslovakia.

Claiming Czechoslovakia uses the same decision system as claiming Lithuania for the Commonwealth branch, and once the two nations are united, the ambition of West-Slavic unification is realised and the new nation may declare itself protector of the western Slavic peoples living in Germany.

Karl Albrecht I was known for the service he provided to the Polish army, and it’s unlikely that willingness to serve would vanish upon becoming King. So, as Soldier-King, he will gain a plethora of unique personality traits as well as becoming a field marshal.

With Hungary aligning itself with Poland’s enemies, Karl Albrecht can demand that Horthy step down in favour of Otto von Habsburg and force Hungary down their Habsburg path, diplomatically aligning them with Habsburg Poland.

Galicia-Lodomeria represented Habsburg rule over Poland and as such, Karl Albrecht may restore the Diet of Galicia which as well as giving the Royal Sejm national spirit, moves the nation’s capital to Krakow. While this centralises the capital between Poland and Czechoslovakia and surrounds the capital in defensible hills, the old Polish capital is also very close to the German border and may prove an easy target…

I feel I should also clarify the mechanics behind electing a monarch. When the Fulfil the 5th of November Act focus is complete, candidates come forward and present themselves to be King. So while it would make little sense for the regency council to reach out and invite candidates like Pavel Bermondt-Avalov to be King, Pavel is certainly the type to try and present himself for King.

The final thing I'd like to mention is that during testing we noticed that it was quite a chore to scroll back and forth between the Polish tree with it being so wide, so I implemented a system where the Polish tree automatically compacts itself when you've chosen a political path.

Also it's not like the fact the Baltics got a focus tree is something completely unexpected. In multiple threads, be it here, on reddit or even some speculations by youtube commentators about what nations will probably feature in this patch, a (partially) shared Baltic focus tree was always in the ~5 most common suggestions.

I still give Finnland being done as well a - let's say - 80% chance.

Sooo... no unique Communist puppet system?
I believe if there will be a particular system of communist puppets that surely will not teach after the Soviet rework, in addition, the Soviets should have the ability to arm communist guerrillas in a clandestine way and promote insurrections in colonial or rival communist territories.

I'm so glad that you listened to the voices that complained about the lack of Karl Albrecht and a Habsburg path. With the new mechanics and trees you've shown, it seems like this is gonna be the best HoI4 DLC so far. Frankly, I'm quite excited about what's coming in the next diaries.

I hope the Estonian borders get changed to what it was historically, because currently it has the modern borders. Also I hope that we see the Vaps and Artur Sirk as their leader
Out of curiosity: What were the historical Estonian borders in the 1930s? All I remember off the top of my head is that Estonia used to have more territory in the region east of the Narva river (the town of Ivangorod/Jaanilinn).
 
Because anti-semitism on the left isn’t hardcore baked in, it’s personal prejudice influencing politics? Well, unless you’re Strasser, but most leftist thought doesn’t believe the Jews are behind a world conspiracy.
Hitler did, but I don't think its wrong for a ww2 Era game to have paths that anti Semitic things can happen, because no country was so good and dandy

Ah yeah, that is a bit problematic. If you have any sources on a viable alternative, do let me know!
I was wondering that myself so I did a bit of research, the closest and only official flag I was able to find was of the "Lietuvių nacionalistų partija" .They show it in a newspaper from 1941 with the partys flag, personally it doesn't quite fit but atleast it's not made up. It was during the time of Operation Barbarossa when Lithuania was occupied by Germany where Lithuania tried to establish a fascist government, altough rejected by Germany. Nationalist rallies use this flag aswell nowadays.

In the upcoming nation spirits, will the offensive war stability factor be used? It's been used only once in whole game by the USA in the War Powers Act. I think it could really well express the opinion of people to expand their country (reclaiming los territories, f.e. Poland from before the Partitions).

I think this hat man is Karl Gero, Duke of Urach. When his father died in 1928 and the titles were to be inherited by Charles' older brother - Wilhelm, however, he resigned to marry Elizabeth Theurer. Charles inherited the claims to the titles of prince of Urach and king of Lithuania.

look at waking the tiger, that focused around china, but Germany also had a focus tree re-work in a dlc about china
If I remembered correctly, Germany was included in Waking the Tiger because it was the most played nation in HOI4, and more importantly: HOI4 was now entering into the alt-history territory by then. Germany was to be the "testing ground" for the alt-history branches that were to come in future expansions and DLCs.

That's it. Germany's connections to the Far East are its Sino-German Military Cooperation (German Military Advisers within China) and retaking Tsingtao and the Pacific colonies (as the Kaiserreich). And of course, the Tripartite Pact with Japan.

Later DLCs (Man the Guns, La Resistance, Battle for the Bosporus) did try to make the new Focus Trees more interconnected for the featured countries.

Though if I may share these, I personally wanted the following items to make the DLCs even more interesting:
- More dynamic interactions and decisions between Germany and China and/or Japan. Like if Germany is either Monarchist or Democratic, China would prefer aligning with Germany instead of the Soviets until the "Chinese Panzers" Focus. (Unless Germany grabs Tsingtao, of course). If China manages to successfully defend Nanjing, Shanghai, etc., Germany befriends China more. Even help modernize the Nationalist Army/Republic of China Armed Forces more along German lines.
- Man the Guns DLC: I love playing Netherlands and Mexico. Would have wanted 2 more New Focus Trees for Belgium and the Philippines. The two countries are heavily tied to Britain and the USA, respectively. (Same analogy for the Netherlands and Mexico) Both countries fit the bill in MtG's themes of reworking democracies, governments-in-exile, fuel and resources, and naval updates. Belgium is also heavily tied with the Netherlands, and the Philippines was the site of the largest naval battle in history. It was a hotbed for massive guerrilla activities (La Resistance helps in this aspect).
- Italy would have ideally been part of either LaR or BftB for me, but I am now at peace with giving Italy a proper DLC. I know the Devs will do a great job here.
- Make Japan attack sometime in December 1941 (rearrange some AI on the Historical Focuses, perhaps), Have "Conquer" War Goal for the Philippines be transferred to the "Secure the Southern Resource Area" should "Secure the Philippines" be completed. So AI Japan can simultaneously attack Southeast Asia like they did IRL. And Secure Indochina first before even going to war with the USA and/or the UK.
- Revamp the "Together for Victory" Focus Trees. Especially Canada (need to remove Great Depression AND Send in the Zombies like IRL), India, and South Africa.

Perhaps the last part could give you ideas on how to develop future expansions even more. I (and a lot of fellow players presumably) would love to see HOI4 as immersive as possible and see all participants get some love and flavors. Glad to help you with these. ^_^ Oh, and I apologize in advance if this turns out to be the wrong place to suggest new items/improvements for HOI4. I will act accordingly and move the items to the proper area if so. :)

And yes, I am so excited to play the Barbarossa DLC. Wage a guerrilla war against the Soviets as the Baltics, Monarchist Poland, Train Simulator, you name it.
I am all for it. Great job, Devs. :D

If you are considering Poland 4/2, I have a few suggestions:
  • adding Tanks and Armored Car combat to Cavalry Divisions - which would be historically correct. Armored Divisions
  • New provinces (generally for the entire region)
  • Protection of Lusatians in Germany - mission for Poland and Czechoslovakia (conquest of eastern German provinces)
  • House of Romanov - The Romanovs called themselves kings of Poland, so Nicholas II was the last king of Poland. At the beginning of the game, the head of the House of the Romanovs was Grand Duke Kirill Vladimirovich of Russia. I think it definitely fits the Russian mission tree - restoring the monarchy in Russia after the horrible communism burned out. I do not know if it would fit into the Polish mission tree, but it is certainly a more sensible candidate to the Polish throne than Paweł Bermondt-Avalov. Of course, I am not insisting on adding another monarchist branch for Poland - the Romanovs, but I think it could be interesting. Unification of Poland and Russia under a common scepter. If not in the Polish tree, it can be used in the Russian mission tree. Russia would like to have Poland, but it would probably offer Poles broad autonomy. I think that the "Polish-Russian Union" should appear in the Russian-Monarchist mission tree.
  • Silesian, Kashubian and Lusatian TAGs - The Silesian TAG would cover Silesia, the Kashubian TAG would cover the entire Pomeranian region, and the Lusatian TAG would cover eastern Germany (Saxony and Brandenburg). Of course, these TAGs would be Polish puppets, or Czechoslovakian puppets - a weakening of the Third Reich.
Of course, these are just my suggestions. I'm happy with your hard work anyway. I think this will be the best update and DLC ever for HoI 4 (of all HoI games) <3<3<3<3<3

A lot of things are wrong in this game. Portugal has 24 airplanes on 1936 and 50 on 1939, yet Portugal had more than 100 military aircraft easily on either date (not even including trainer aircraft). Similarly, it had over 20 military war vessels, yet in-game you only have 6 destroyers and 3 submarines (i am surprised they managed to get the proper number of submarines because they didn't for the destroyers).

5 infantry divisions (which were part of the permanent army) alone had 20.000 men each, yet in-game Portugal doesn't even have 70k men on the field, lol. Overall Portugal had an army bigger than the USA before ww2 started, yet in-game USA got way more men on any start date. Balance issues? Who knows.

I only mentioned Portugal because it's where I am from so I know the numbers easily, but I have seen similar issues across other countries, and not always the same criteria being followed for everyone. Specially regarding tech at the start of any game on any date. Portugal can build submarines, but it never built any (except for prototypes that never went anywhere). On the other hand, it did build cruisers on its Arsenal but they dont even start with the most basic of techs regarding cruisers. In comparison, certain countries like Greece (which had a far weaker economy than Portugal) actually have Battleship tech, when in fact all of their Battleships were purchased and produced on foreign soil. It is... a biased system.
tbh then thats something that needs to be fixed. portugal is already super weak at the start anyway. and yeah not starting with cruiser tech is so annoying, especially since portugal is fun as a naval power

In the case of Lithuania, I believe that the "Columns of Gediminas" flag belongs to monarchist Lithuania, not nationalist one. Jogail's cross is also a symbol of monarchist power. I think that the Gediminas flag could be the flag of monarchist Lithuania, and the Jogail flag could be the flag of the restored Polish-Lithuanian Union, but under the leadership of Lithuania!

So Lithuania would have two monarchist flags:
Gediminas flag - aggressive Baltic expansion and Jogail - restoration of PLC (* LPC).

The current yellow-green-red flag only fits a democratic and neutral Lithuania. The communist flag of Lithuania could be the flag of the Lithuanian SSR.

I think the Iron Wolf flag fits perfectly with the Lithuanian fascist flag. Certainly much more than Gediminas and Jogail's falga, which are monarchical.
