HoI4 Dev Diary - Poland Focus Tree Rework Part 2/2

Hello folks and welcome back to the Poland dev-diary extravaganza! This week, I am going to continue covering the changes coming to Poland in 1.11 Barbarossa and the unannounced DLC.Today we’ll be covering the DLC content.

So, I’m going to start here with something a bunch of you predicted last week; you can indeed play as the Peasants’ Strike! A Poland with ambitions to restore democracy or embrace the communist revolution must first build an organized peasant militia from the rabble of disorganized farmers!

No matter how many or few states join you in the strike, the rebellious state will be in a delicate balancing act between democrats and socialists. Your first step towards revolution is to sway the Front Morges to take up the peasant’s cause, the Morges being an alliance of political parties supported by a select few Polish generals including Sikorski.

Each focus you do in this initial block will add 5 support to either communism or democracy, with a total of 50% or more being needed for one to assert dominance over the other and take control of the government.

Similar to the Spanish Civil War, the Peasants’ Strike will be on a tight schedule, taking up to a year before the revolution happens. Poland will at first be able to add agricultural states to the strike, but by expanding the strike to factory workers, Poland will also be able to bring states from Poland’s industrial heartland into the revolution.

Along with contesting for popular support, gaining military support will be vital for the movement. Using decisions, certain field marshals and generals will be swayed to your cause and gain the “Peasant Sympathiser” trait, ensuring that they will join your side when the war begins.

Poland will begin with socialist politician Stanisław Mikołajczyk as country leader, but those who wish to see the return of Wincenty Witos will be able to bring him back to leadership via event.

Once the civil war is won, Poland will be in a vulnerable state. Recuperating manpower and resources after a civil war will place Poland in a precarious position, so some concessions and outreach for foreign assistance may be needed.

A communist Poland will have two options: they may be bold and elect an anti-Stalinist candidate as Chairman, or they may elect the Soviet-aligned Władysław Gomułka. However, aligning with the Soviets will come at the cost of ceding Eastern Poland, but will unlock a few focuses for dealing with the USSR.

With democracy, Poland may take advantage of the Front Morges’ ambitions for closer relations with the French and create the Morges Pact, a sort-of Poland-led Little Entente. Going down this route will allow Poland access to the Between the Seas branch we talked about last week.

Anti-Soviet communists will be able to denounce both Capitalism and Fascism, diplomatically isolating this people’s republic, but allowing for new expansion options and military bonuses against the empires of this world. In doing so, they will gain a powerful attack and defence bonus against major powers.

Both democrats and anti-Soviet communists will also be able to declare the destruction of fascism a greater cause than the spread of socialism and align themselves with the British Empire. Doing so will allow Poland to renew her interests in colonialism and attempt to purchase colonies from Allied powers. By officially recognising the Maritime and Colonial League, Poland can purchase Madagascar, Palestine, and more. If any of your purchases are successful, Poland will have somewhere to build their forces in exile, should the front back home fail.

No matter which option you pick, either conquering or building alliances with the Baltic States will allow you to create a new kind of Commonwealth: the Commonwealth of Socialist Republics.

Moving on to the next branch, we have the Regency Council: Poland’s attempt to “restore” the monarchy. The Act of the Fifth of November was the promise of the Central Powers to release a Kingdom of Poland from the occupied territories of the Russian Empire, but the Regency Council of the newly formed Kingdom of Poland failed to crown a King before Józef Piłsudski declared the Second Polish Republic.

With the Regency Council assembled, Poland will be able to choose from one of three claimants, each with their own complete political path. There were countless claimants and candidates for the Polish throne so it was impossible for me to make content for them all, so we have: The Hohenzollern, The Commonwealth Claimant, and the Cossack-King to choose from!

The Commonwealth Claimant is perhaps the most obvious: Poland’s preferred candidate for King was Friedrich Christian. Christian was preferred due to Poland’s long connection with the houses of Saxony, and with a claimant so supported by the Poles, you are able to claim the throne of Lithuania without the need for warfare.

Through decisions, Poland can trend monarchist sentiment up in Lithuania, and when it reaches high enough, they may either enter a civil war or peacefully take over the government. When either case has happened, Poland can annex the Lithuanian Kingdom and begin integrating the industries of their two nations and preparing for war with the Soviets and Germans: restoring the old borders of the Commonwealth and then some!

Poland and Romania enjoyed close relations at the start of HoI’s timeframe, and with the throne of Poland empty, Poland may throw herself into the complex mess of Romanian politics by electing a Romanian King.

With King Michael on the throne of Poland, the Kingdoms will be able to unite under the right circumstances. Either by Polish interference or by Romania completing “King Michael’s Coup”, Romania and Poland will be united, bringing their armies together and becoming a powerful wall between the Axis and the Comintern.

This Intermarium nation may seek Balkan Domination and a restoration of Poland-Hungary, or (as with the Commonwealth) it may seek to maintain its alignment with the Allies.

Finally, we have the most unlikely candidate for the throne: Pavel Bermondt-Avalov.

A warlord, a cossack, and a Georgian Prince, Pavel led an interesting life of conquest and warfare. In the interwar period, Pavel and his Bermontian host invaded Lithuania and Latvia for reasons historians are still unsure of, but his ambition for Baltic domination makes him the ideal candidate for militarizing the Polish state into action and dominating the Baltics and Czechoslovakia.

When done conquering the Baltics, Pavel will be able to either turn his militarized Polish Kingdom against the Germans and asser Poland’s claims in Silesia and Pomerania or, as a National Socialist, Pavel may wish to seek alignment with the Germans, which brings us on to the fascist branch.

Poland was home to a multitude of fascist and nationalist movements: the most notable of which are the Endecja (or National Democracy) and the Falanga. The Sanation historically made dealings with both of these groups, and as such, if you want either Endecja or Falanga to take control, you must collaborate with the Sanation until you are able to supplant them.

When either Endecja or Falanga have taken over the government, they will have a choice to either stand firm with Polish nationalism or make concessions to the Germans and attempt to seek an alliance.

Aligning with the Germans will not place you on equal grounds, and it is not as easy as it once was. Germany will refuse to ally with Poland unless Danzig and Poznan are surrendered and Poland becomes a German subject. Unlike Czechoslovakia though, the Poles will be able to break their shackles and tear the Reich apart from within.

With either Pavel, Piasecki, or Dmowski in control, Poland will be presented with a ladder of focuses enabling them to either gain powerful bonuses from the Germans or plot with the Underground State to overthrow their current masters.

Going for independence will allow Poland to switch sides and stab Germany in the back, whereas remaining loyal will enable Poland to gain some cores in the USSR in a sort-of reverse Yalta Conference.

However, a Falanga or Endecja that does not bow to the Germans will be able to lean into the Polish Catholic identity and form the Falangist International: a faction devoted to the perseverance of Falangist ideals.

Once the Spanish Civil War is done with, if either the Carlists, Nationalists, or Falangists come out on top, Poland will be able to bring them into their own faction and from there, they will be able to expand that faction to other nations where Falangism was present such as: Mexico, the Netherlands, and much of Latin America.

They will have access to decisions to boost fascism in those nations, and with a certain percentage achieved, those nations will be invited to join the Falangist International. These focuses invite multiple nations at once, so the faction can grow very large very quickly.

Similar to the Sanation path, the Polish fascists must choose between allying with Lithuania or attempting to reclaim the legacy of the Commonwealth, but choose wisely. Without allying Lithuania, this Poland will be unable to progress down the Between the Seas path, severely limiting their faction’s ability to expand.

That’s about it for the political paths, so I’ll wrap this one up by talking about a feature we haven’t touched in quite some time: Governments in Exile.

Unlike France and the Netherlands, Poland does not by default have a vast colonial empire to which they may retreat when things fall apart back home, so Poland will be entirely reliant on the support and goodwill of their allies and the network of resistance fighters in the Polish Underground State.

In exile, the Polish government went through a number of Prime Ministers and Presidents before landing on something the Allies were satisfied with. If Poland is following a historical route and is exiled in a Democratic nation like Britain or France, they will demand the resignation of the Sanation leaders, and from there, Poland may pick from one of three new leaders, each with a unique personality enabling them to gain manpower while in exile.

On top of that, they will gain access to Irena Anders as a political adviser, granting more legitimacy, stability, and exiled manpower.

In the exile focus tree, Poland can gain a number of offmap factories and dockyards, and bonuses to their ace generation and an increase in special forces cap. Poland will never muster a major army while exiled, but with these bonuses, Poland will still be able to keep fighting on with a small but specialised force.

Owners of La Resistance will gain access to a slew of agency bonuses including an increase to their spy capacity, free agency upgrades via focus, and the new Warsaw Uprising operation.

Completing the operation will trigger the Warsaw Uprising sooner than the game mechanics usually allow. With 50% resistance or higher in Polish states, the uprising can be started, but time this well as you can only complete this operation once. A well-timed uprising can shatter the German army and leave them short on supply as they attempt Operation Barbarossa.

Poland was also vital to assisting in decrypting the enigma machine, so they also gain access to the Mastermind Codebreaker advisor: Marian Rejewski.

The old Cyclometer and Bombe focuses have been moved into the espionage branch, but I noted that without any territory left, a bonus to atomic research was fairly useless to Poland. So, when the Atomic Research focus is done, Poland gains an offmap nuclear reactor that will give roughly one nuke per year... Try not to think too hard about it.

There were a lot of interesting alternate-history scenarios for Poland to explore and new possibilities came up during my research and implementation. Though I didn’t represent everything in game (such as the proposed Japan-Polish alliance), Poland is a treasure-trove of alternate history scenarios if only you can find a way to survive.

I know I am in a minority of the player base, but I would greatly enjoy a realistic Poland update, even though I know it would probably mean I do not survive very long. For me the game part would be trying to survive longer than I did last time, but at the same time learning things about a country I know little about.

Yea, I am weird.

That's what the part 1 update was last week isn't it? Or am I misreading your comment. (and yay for the realistic update being free!)

There is no possibility to play as communist Poland with Boleslaw Bierut? I hope it's not true.
I agree, in my opinion Polisch Independent socjalizm schould be Ochab/Gomulka path and surendering option schould be Bierut Path. Afther all, that whas the difrence between Bierut and Gomulka. Bierut whas uncondytionaly loyal to moscov. Ochab and his brother in low Gomulka look first on Poland's interest.

Not really. The idea was there several times. Plus some groups of Jewish diaspora generally supported that idea and was willing to finance it to certain extent.

It really is, especially with Poland acquiring Palestine in the very same branch. These ideas were irl discussed exactly in context of "Jewish question" primarily and are Polish version of Madagascar plan - or to give less Nazi-like analogies, ideas in UK and France by some people to get rid of Jews by sending them off in such new colony. And Poland exactly considered Madagascar and Palestine was another thing.

There is no issue with Liberia or African expansion in general, outside of it being meme-history, but these projects were considered primarily as a way of doing ethnic cleansing by relocating Jews there. And support of some Jews for this idea doesn't excuse it's nature at all.

That's just plain wrong. Poland after regaining independence tried to estabilish itself as one of at least regional powers. Intermarium, Colonial League and, some could say..., "delusions of grandeur" were just that. Jews in that were secondary issue at best. Don't make mistake thinking that half of Polish history during interbellum revolves purely around Jewish question.

Remember, this is only the 3rd week of the devdiary. "Bag of Tricks" devdiary has not come yet. They're already reworked Portuguese and Dutch focus trees in BoT devdiaries after their debuts, surely Poland would be too.

I know I am in a minority of the player base, but I would greatly enjoy a realistic Poland update, even though I know it would probably mean I do not survive very long. For me the game part would be trying to survive longer than I did last time, but at the same time learning things about a country I know little about.

Yea, I am weird.

Basically, this is also my expectation hence I was critical of the BftB (although the problem is known to have appeared much earlier, but the BftB has gained momentum).

It seems to me that some people also have the same. After all, many people still ask about the question of the Soviets joining the war, which, after all, makes Poland's victory significantly more difficult.


I would like to be able to play Poland many times, changing some bad historical decisions may achieve a slightly better result. Another plan to militarize the country, focus on defending only part of it, more focus on anti-tank rifles or planes, changes in government or something else.

I was critical that Turkey could return to the Ottoman Empire so quickly and regain the vastness of its core so easily, and nobody cares. I think the same in the case of changes in Poland.


Because ahistorical itself is super cool to me. Let there be even a monarchy, although as I wrote several times it is almost impossible. Just let it take long years of changes, not 3 focuses, some weapons and political forces, and the Cossack king. Hence, I understand why people suggest more likely successors, those who would have at least a minimal chance of becoming monarchs. Overall, I also believe that such a change should weaken the government and the country, not make it stronger. At least in the short term of several years.


On the other hand, it's a video game. These paths are, in fact, spending some time and resources to get options to easily acquire additional lands. Even though even resolving the conflict with Lithuania itself and joining it into one country would be a huge diplomatic challenge.

Still, I would like the focus tree idea to be a choice. You can change the government, but there isn't enough time to conquer and prepare your army. You can improve something in aviation, but don't count on much in terms of the fleet. You strengthen the industry, you deal with a Great Crisis, but you start a solid production of weapons in early 1939, etc.
However, I have the impression, especially since after the BftB, that the expectation is that a strong country could enter a war with a changed government, a strengthened army and after a few small conquests with the help of a country (e.g. Turkey or another super Byzantine Empire) that had no chance of this achieve.


Of course, I will repeat ad nauseam that I still haven't seen the entire focus tree, so I may be wrong. There is also a chance for some corrections, so who knows.

Moreover, I understand that I won't get a game like this. I would also be afraid to create one myself, being a Paradox. The target would be too small, and probably almost all writers don't come close to representing most of the audience. Hoi4 is objectively a very difficult game and making it more difficult (but therefore more realistic) is just too risky business for me.

And it is still the best strategic ww2 experience in video game market. That's where I'm here :D

That's just plain wrong. Poland after regaining independence tried to estabilish itself as one of at least regional powers. Intermarium, Colonial League and, some could say..., "delusions of grandeur" were just that. Jews in that were secondary issue at best. Don't make mistake thinking that half of Polish history during interbellum revolves purely around Jewish question.

I talk about these exact two focuses. Colonial League, delusions of grandeur (locked to a specific sub-branch but w/e), Intermarium - they all were indeed there. Liberia in particular was considered as that, settling South American Polish communities was that, African aspirations were mostly that. And it being Poland's national focus tree, I personally have nothing against it and great prospects, nor against colonization.

But Madagascar and quite improbable Palestine were exactly considered in a prism of that question. In 1936(!) Poland irl talked about it in prism of "Madagascar Plan" and inquired about it in League of Nations. Same as Palestine, it was Beck's idea and explicitly tied to Jewish issue.

There are also many other possible colonial ideas that could be considered: Mozambique, Angola, Liberia... They are indeed tied to grandeur and aren't tied to such issues. Instead they went with something that is tied to the concept of the ethnic cleansing of Jews. All while pretending that other topics are problematic.

Lastly, colonizing Palestine was an idea of Josef Beck, but he wasn't a socialist, was he? And Madagascar idea was from the right-wing part of Sanation I think? Yet it is shoved to the colonization idea of Socialists and communists...

Someone here wanted constructive criticism. I really hope that I provided with that, but oh well... :)

First of all I'm not a WWII history specialist. I'm just monarchist enjoyer, but I do know something about history of my own country.
Secondly I'm not antifun. I think there were some better and fun idea rooted in history than the one presented by devs.
Third honestly I'm not against nuke, but I understand why people hate it.

Now I think I can make combination of memes, plausibility, fun gameplay and historical accuracy with some things I learned from all specialists in our discussion :)

Let's start with something I know and is dear to my heart :)
Monarchist:

Friderick Christian Wettin only one rly good candidate

Karl Albrecht von Habsburg-Lothringen must have, too important for Polish monarchist movement

Avalov scrap, if you want similar character @Adrianuse mentioned Duke of Hesse friend of Göring and person connected to legendary Piast dynasty - Philip. You will get similar amount of wackyness, but with more solid background and plausibility.

King Michael von Hohenzollern-Sigmaringen of Romania let's leave him for some meme stuff. It can be explained, with big stretch.

"Commonwealth of Socialist Republics" weird. Don't know what to think about it but if you want it, change this name cause it nonsensical. "Rzeczpospolita Socjalistycznych Republik"; "Rzeczpospolita" is literal translation of latin "Res Publica" In English it would be "Common Thing" or " Common Wealth". So it really is just "Republic of Socialist Republics" :p


Democratic:

It is really socialist for Paradox so it needs better informed person to gather any interesting option here
In case of Peasant Strike bringing Wincenty Witos back is great option. Really important politician with peasant/common background. Peasantry in that time were mostly conservative. Christian in the first place so I think tho Virgin Mary banner is a bit of stretch I do find it interesting, especially with Witos back :)

Fascist:

ND and ONR antihitler pro-russian pro-italian


Non-aligned:

Seems mostly ok
Front Morges I like it. It's definitely inferior option than joining Allies, but isn't Little Entente for Czechoslovakia inferior option as well?


In-exile path:

Is great, no complains here


Colonies:

Not for commies.
All ok. Don't know about Palestine tho. It seems too important and I don't know why anyone would give it away. Not mentioning that it would give Germans free foothold to attack even more strategically important Suez Canal


Shared fascist and non-aligned:

Japanese alliance path. Huge missed opportunity for based in history great gameplay. It would be an espionage based anti-soviet path. Before war break out polish and japanese governments and spy interchanged informations about Soviets. The relations were so friendly that Polish didn't want to declare war on Japanese. Forced to it when in-exile in Britain, but Japanese didn't accept Polish declaration of war :)



Maybe someone would make it better, but I'm proposing it from the perspective of monarchist expert, history enthusiast (but not WWII) so in HoI IV standards kind of laic :)

P.S.: Michael is Romanian so if he would create supposed union with Poland he would probably used Romania name in first place, so it would be "Romania-Poland" :)

Imagine Indonesia's. But then the reaction would not be that strong because there's only few Indonesians who plays HoI4 like myself lol.

Hopefully my guy is grounded enough to not create ASBs.

Surely right now he's doing extensive research on the Soviet history and also regarding Ukrainian-Byelorussian independence movements, he has a Master degree of History after all.

Wouldn't it be better if there was no spy mission "Warsaw Uprising", but rather the decision regarding Operation Storm (pol. "Akcja Burza")?

Historically, Operation Storm was a plan for the full (and independent) liberation of all of Poland so that the Soviets would not puppet Poland (as in Yugoslavia, where Tito's troops liberated the country, so Yugoslavia was not occupied by the Red Army and later remained independent from Moscow's rule). The Warsaw Uprising was only a part of this plan (just like Operation Sharp Gate, in which Poles successfully liberated Vilnius in an uprising), which was not fully implemented due to a lack of adequate resources.

You could make several decisions to gather resources (such as guns and support eq) for the main operation, and maybe a few more decisions to hide them from the Germans (lest they find it and confiscate it). After all, if you accumulate enough, you could organize a nationwide uprising with about 20-30 divisions. If you fail to collect even half of them, you can initiate the Warsaw Uprising.

Failure (of the Uprising) could result in Poland becoming a Soviet puppet. Simultaneously, the uprising's success could potentially make the Soviets force Poland into submission (what could start a war between the Comintern and the Allies, if Poland would refuse) or accept the fact that Poland will remain independent.
I also have a few more questions.

First of all - don't you think that the PPS (Polish Socialist Party, to which Piłsudski himself belonged for some time) would be a better option for anti-Soviet communist Poland?

Second - will the Warsaw Ghetto Uprising (1943) be covered in a game event?

Third - Will we be able to get Palestine from UK(while playing as Poland) and then free Israel as a protectorate (many of the first Israeli politicians were born in Poland because it had the largest Jewish community in Europe at the time. The Polish Army and some other organizations in Poland hugely supported Jewish underground organizations in Palestine [some members received military training in the Polish Army and some equipment]. There was silent cooperation between those two parties)?

Fourth - why is Gomułka still the leader of pro-Soviet Poland (when in fact, he was imprisoned for several years before becoming chairman of the Polish People's Republic due to having "nationalist tendencies")?

Fifth - why PSL and Mikołajczyk are socialist options? Both were anti-communist and rather socio-conservative, while the PPS (Polish Socialist Party) was a popular, democratic socialist party.

Sixth - why does the nationalist path not have the option of allying with Italy? Historically, this was the goal of Endecja - to create a conservative-nationalist block against the Soviets and Germany (Dmowski was against Hitler while being a supporter of Mussolini).

Please answer - would you be able to implement those changes?

Can I please get any response from the dev? I really would love to see those additions to the DLC (if it's even possible and not too late).

I hope they don't try to parody TNO by adding a battle-royale no-purge civil war between different ideologies. If this is the case, i predict that it will feature stalin, bukharin, trotsky, anarchists, monarchists, fascists, independence movements, Vlasov (for some reason) and god knows who else.

Will the Arab Revolt in Palestine (1936-1939) be covered in the game? It could be a series of events or a negative modifier, for example...
Not yet, leave it to the Middle Eastern Country Pack.

Though at least Meka can rework Arabia formation for 1.11 beforehand. I'm sick of going all the way to Marrakesh just to form it when the entire Arabian Peninsula has been united a long time ago. My record is 1945 (conquest of Morocco), when the entire Peninsula sans the British colonies has been united by 1938.
