HOI4 Dev Diary - A New Germany

Hello everyone, and welcome to a new dev diary for the 1.5 “Cornflakes” update and the as-yet unannounced accompanying DLC.

For those of you who missed my introduction, I’ll briefly introduce myself. My name is Drikus and, after working briefly on DOD to help out the Content Designers on HOI4 back then, I re-joined the team in the summer to work on the next expansion, working with @Archangel85 and @Havebeard on all that CD goodness. Today I’ll be talking about some of the stuff we’ve been busy with since then.

Ever since release it’s become clear that the fanbase's interest in alternate history is far greater than we anticipated. Unfortunately, many of our focus trees for major powers are somewhat lacking in that regard, and it's something we want to change. So, while we will naturally be adding some new focus trees, this time around we will also be revamping two major nations. If this proves popular we plan to keep doing this in future expansions and eventually have all the majors with more options. For now, though, we figured a good start would be the most popular nation in HOI4: Germany!

In the next DLC, Germany will have its focus tree updated to bring it more in line with the new trees of minor nations, especially in terms of alternate history options. Furthermore, even players who do not buy the DLC will see some of these changes. For instance, we made some effort to flesh out the industrial part of the German tree. Initially only being a quick path of 4 focuses, it has now been expanded into a full 16-focus monstrosity, with paths leading into more fortification focuses, more domestic industrial focuses, and more focuses dealing with the ‘economic vassalization’ of Hungary and Romania and other areas of Europe. As a bonus, the 5th research slot is now accessible somewhat earlier, and no longer requires Air Innovations II. These changes do affect industrial balance somewhat, and we will go into how we handle that at the very end of the diary.

All of the abovementioned will be free in the 1.5 “Cornflakes” update. What comes next, however, will be part of the DLC.

Alternate history paths for Germany beg the question of when and how Hitler could have been stopped. These questions are very controversial, and there usually isn’t much consensus. We, however, have elected to explore the possibility of a concerted Wehrmacht opposition to Hitler, sparked by the Rhineland remilitarization.

A new path has been added, mutually exclusive with the Rhineland focus. It sparks a civil war led by the legendary August von Mackensen. Once won, the path splits, allowing the player to choose between reviving the old Kaiserreich (renaming the country to “German Empire”) and lifting Kaiser Wilhelm II’s exile in the Netherlands, or reinstating democratic elections and establishing a constitutional monarchy as a ‘compromise’ for the rather royalist (and powerful) Wehrmacht officers. In this path, Wilhelm II’s son will take the throne as Wilhelm III as a figurehead. In addition, there is a small 4-focus shared path focusing on the rebuilding of Germany after the Civil War, leading up to the German continental role as a “Bulwark against Bolshevism”.

Who wouldn’t want this guy leading their country?

In the Imperial branch, the player now gets the choice of either avenging the Great War, or letting bygones be bygones and focusing on the Communist threat. The former leads to Germany once again asserting its right of a ‘place in the sun’ (bullying China or Japan for the return of Tsingtao), focusing heavily on rebuilding its High Seas Fleet to challenge Britain (including some nice bonuses to battleship production and research), and then taking the fight to the British and French for their colonies. To this end, a new very powerful late-game focus has been added that will flip a significant amount of the country’s military production to naval production, in case the Soviet Union has been defeated and the player wishes to focus on the West (also available to fascists, if the player owns the DLC). The branch also enables the recreation of the Central powers via stimulating imperial sentiment in the Austro-Hungarian successor states and the assassination of Mussolini in favor of King Victor Emmanuel III.

The second Imperial path focuses on forgiving the British and giving up all dreams of an Imperial Navy. In return for accepting British naval supremacy, it is possible to form an alliance with them and stand together against the threat of Communism all over Europe. A punitive war with (Communist) France over Alsace-Lorraine can lead to an expulsion of the republicans from Iberia, as well as eventually taking the war directly to the Soviets, themselves. I minor shared branch, available for both the British alliance and the colonial route, allows for Germany to protect its eastern borders, retaking Memel, trading Danzig for military guarantees against the Soviets, and aiding the Baltics and the Finns with guarantees and some military support.

The Democratic path involves some sneaky diplomatic maneuvering, scaring the other nations in Europe into your sphere of influence by speaking up strongly against the Soviets and demonizing them. This leads to creating a Central European Alliance, in which most minor nations in Europe can be invited through various focuses, allowing for democratic Germany to challenge the historic French continental leadership role by creating its own power block. This course of action will likely result in the Soviet Union posturing threateningly, though, and gaining various bonuses to prepare them against what they perceive to be a threat to their sphere of influence. The end result of this mutual and intentional escalation is likely that it will not be possible to invite all nations you could potentially invite before the Soviets invade them. Eventually, Germany can take the fight to the Soviets, leading Europe in a war against the source of communism. In addition, it is possible for Democratic Germany to get a 6th research slot, and to strengthen their alliance through tech sharing and other cooperation.

Unleash the Swarm!

In addition, we have adjusted focuses like “Operation Weserübung” to give the player better control over the timetable of their invasions once the ball starts rolling. We’ve slightly buffed the naval parts of the core tree, adding an additional naval build-up focus or two, and adding some dockyards to Plan Z. In light of the significant improvements to Germany’s economic build-up in the new industrial tree, we are also revisiting the start-of-game balance of the nation. The intention is to make Germany initially weaker, but also quicker in building up, especially before any war has broken out. To that end, we have added a new idea upon startup. MEFO Bills will reduce the consumer goods by 20% (resulting in virtually no consumer good requirements at all), but have to be extended every three months. The price of extending these will progressively increase, as will the penalty that must be paid if these are not extended. Paying off these bills can be delayed by going to war, in which case the payment will be deferred until after the war’s conclusion (so be sure you can afford it by that point!). And finally, just as with the industrial segment of the tree, everything that was mentioned in this paragraph will be available without owning the DLC.

While I agree that Germany's laws are backwards in this regard, what would NFs relating to the SS add that you can't do with just making an SS template and recruiting?
I do not care for focuses that add units to your army regardless of country, like Rats of Tobruk (1 elite Division in Sydney), or Women in Aviation (1 fighter squadron).
Imo these sort of things should happen organically through gameplay, or maybe through events at most.
Beneficial National Spirits related to PP, National Unity, or Partisan Resistance I imagine.
I can easily see the 'Nazi' branch of the new German tree becoming more distinct to further differentiate it.

Instead of making alt focus trees, make a deal with Kaiserreich modders. KR offers more than vanilla will ever be able with or without new focuses :)
KR is a very diffrent scenario.

Germany can already get these benefits through Ministers (Heinrich Himmler gives -25% to Partisan effects), other focii and lest we forget, the Jefe himself giving +25% PP generation.

If it were up to me, I'd just improve the other majors' focus trees in order of each nation's popularity, except I'd start with France regardless, because that tree is just on a whole different level of inadequacy.

Also, I wonder whether Yugoslavia's anti-German military can complicate a Yugoslavian membership in the democratic German bloc. As an added requirement for the Yugoslav coup to fire, I'd make it so Germany needs to directly border Yugoslavia.

Germany used to be at the very forefront of science though. Many scientists had left, yes, but even then Berlin continued to be a kind of capital of science until the war. It for instance was in Berlin that the atom was split for the first time. And the idea of the reverse the brain drain one is to reverse it---i.e. it's implying that some of the scientists who had left comes back. Whether that would have been possible in reality I can't say. But that is what the idea assumes. As such the 6th research slot is fine.
I get your point. And yes, especially in regard to physics German scientists were exceptional. But even if we assume that a reverse of the brain drain would be possible (about which I’m very sceptical in the short amount of time the game simulates) I still believe a 6th research slot would be too much. I had rather seen a national spirit with extra reduction to nuclear research to simulate this.
Germany was never like the USA whereto many scientists, from all over the world emigrated and found work, and made scientific breakthroughs.

While I am unsure if its been suggested already, I would like to see further improvements in the Asian theater notably with China, and possibly more events with Japan, I have taken a interest over the years into this area of the war and would hope for further expansion.

Bringing back historical claims from other powers (like Germany) is a great start to what I hope is more work.

Can't say I find this terribly realistic either.
Best chance of overthrowing Hitler is still in 1938 with the Oster Conspiracy. IIRC most of the Generals were in support of Rhineland's remilitarization.
Mackensen is 87 years old in 1936. He would be - at best - a figurehead. Which begs whom the real leader is.

From a game design perspective though, I can see why you'd want to split off at the start of game rather than force players to wait 2 years.
But... this just goes into the basket of "gamey mechanics that destroy immersion" =\

I'm starting to feel that HoI4 would benefit from a set of options like the ones offered when starting a fresh game in CK2. That way, if for example I want to play as in a game where AI France forms the Little Entente, AI Canada and Australia take the US-Orbit focuses, and AI Hungary goes democratic, I can just tweak some menus and make that happen.

Can't say I find this terribly realistic either.
Best chance of overthrowing Hitler is still in 1938 with the Oster Conspiracy. IIRC most of the Generals were in support of Rhineland's remilitarization.
Mackensen is 87 years old in 1936. He would be - at best - a figurehead. Which begs whom the real leader is.

From a game design perspective though, I can see why you'd want to split off at the start of game rather than force players to wait 2 years.
But... this just goes into the basket of "gamey mechanics that destroy immersion" =\
While there was a lot more opposition in the military over the Czechoslovakia crisis, they were still pretty cheesed about the Rhineland; they were very concerned it could actually aggro France into a war they were unprepared for. I recall reading that at the first sign of French opposition, they planned to disregard their orders and withdraw. I should double check that.

Update: Yeah, it was at the very least carried out against the army's advice. A quote from the Polish ambassador to Germany at the time:

"Göring was visibly terrified of the Chancellor's decision to remilitarise the Rhineland, and he didn't conceal that it was taken against the Reichswehr's advice. I had several talks with him then. I found him in an utmost state of agitation, and this was just at the time of the London conference. He openly gave me to understand that Hitler had taken this extremely risky step by his own decision, in contradiction of the advice of his own generals. Göring went so far in his declaration as to say literally that, if France entered upon a war with Germany, the Reich would defend itself to the last man, but if Poland joined France, then Germany's situation would be catastrophic. In a broken voice, Göring said he saw many misfortunes befalling the German nation, bereaved mothers and wives...Göring's breakdown during the Rhineland period made me wonder about his psychological stamina. I thought this might be due to his physical condition, since he was using narcotics."

So it's not too much of a stretch to imagine the Reichswehr having some more backbone when faced with a posse of gangster-like leaders who were so obviously in over their heads.

This is something that even modders can do.
I was hoping for more interesting additions to the game mechanics. But I don't think that day will come anytime soon.

We'll keep getting minor updates/additions for now.

I might not be correct here, but wasn't it Hitler whom made that order to retreat if the French did something?

That should be what every DD looks like, not rather the exception. EU4 dev diaries are okay. HOI4s are not.
That's the only good DD I've seen since the start of the new DLC development. If it's going to be like the old DLCs, 20$ for one good change and a lot of fillers (minor features and focus tree updates), you can bet like many others, I won't spend a dollar on it.

So the only changes you want made to the game should be things like that? Never add or improve content, only improve the engine itself? o_O

This looks fantastic! I'm very excited!

My only question is why it's possible for an absolute Monarchy to ally with the British and not a constitutional one? I would have thought Britain and Germany would be more amiable towards one another in the second scenario, not the first. I'd love an alternate scenario with a democratic Germany fighting alongside the UK.

Depending on how the NFs play out, you can probably do what Nat Chi players do: kill your faction the moment it forms, so you can join one of the other factions. Even if forming this Central European Alliance automatically invites other countries when formed, you could kick them out right away. Hopefully, the foreign policy focuses will make it easy to coax them into the Allies.

That said, forming your own faction doesn’t mean you can’t be friendly with another faction.

Eh, having looked at many of the modded NFs, I am generally underwhelmed. Mainly because they’re overwhelming, and pretty much every one gets bloated until the given country is pumped up on NF steroids.

The nice thing about this is that a little more than a third of the entire tree gets blocked off by your choices, preventing you from going overboard.
