EUIV - Development Diary - 3rd of March 2020

Hey! So today’s development diary will be a bit shorter as we’ll have something really juicy to show later today at 15:00 CET. Something which a lot of you have been waiting for a long time and are as hyped up for as I am.

But of course for the ones that can’t wait that long, let’s talk about some of the new features coming in 1.30.

First feature is that the Kingdom of God has gotten a bit of a do-over to not be such a trap decision anymore. Previously it would disable the Curia removing an entire feature from the game as a “reward”. Now this doesn’t really fit with us both wanting to make the Pope more of a power player among the Catholics but also give the Catholics more features to play with.

I’ve seen suggestions on the forum for the Papal States to be given a new tag if they take the decision, but for technical reasons we want to keep the PAP tag around, so we figured out a different way to reward the player. Upon declaring the Kingdom of God the Papal States will be renamed and given a new unique government reform that promotes them up to Empire rank.

We will no longer disable the Curia when the Kingdom of God decision is taken. Instead we will be giving you some new goodies that we will cover more in detail in a future Catholic focused development diary as it will play in with some of the new features we've worked on.

Now as we did this we also realized that the old Unify Islam decision could do some touches up as well. For one we removed the requirement that you need to convert your entire realm. It doesn’t jive well with the name and since the conception of the decision we’ve added several mechanics that require that you keep non-muslims around. Like the Dhimmi or the Janissaries.

But as you can see we have also changed the decision rewards. If taken you will now become known as The Caliphate and be given Feudal Theocracy as a government reform.

Next is some more Quality of Life, because you can never have enough of that. It goes a bit in the same vein as the change we did with warning you of that the Innovativeness Gain from Tech and Ideas are about to time out.

The alert for when you are about to hit your maximum cap for monarch power have been changed so it will popup if you hit it in 3 months instead of at the moment of when it’s too late. Now when you do actually hit the upper limit it will turn red instead to really try and grab your attention.

And I want to finish with some changes to the Introduce new heir mechanics. First up England starts with 100 Legitimacy again and in cases like the War of the Roses, Granadan Succession war or other similar things, we will instead be looking at claim strength of the heir or check if the dynasty is of the correct one to avoid cheating yourself out of it. Also to not allow you to cheat out of being a potential junior partner in a PU, anyone you have a royal marriage with will gain a Claim Throne CB on you.

I gotta say I strongly disapprove of this "reward." As the Ottomans, Mamluks, Mughals, or a Muslim horde, I would never, ever wan't to give up my awesome government form in favor of Feudal Theocracy. The old reward was great; it gives a path to fast conversion without having to invest in religious ideas.

By all means, change the requirements to earn the decision, but don't make this the reward. This effectively removes the "Unify Islam" feature for all of the great Muslim powers, since now we would never take the decision.

A Casus Belli for Great Britain.

I'll never understand to this day why ever since it's inception that the British and French were obsessed with Belgium existing. But I might be biased since I have large amount of Dutch and French blood in me and may or may not prefer if Belgium was split between France and the Netherlands. Can't deny or confirm... ;)

I wanna take this opportunity to request a fixes that have yet to be touched for the 1.30 Map.

1: Give Drenthe either to Groningen or Overijssel. This is a better solution than to split the integrity of Drenthe between Groningen and Overijssel.

2. & 3. The Seperation of the Noord-Brabant between Breda and Den Bosch needs to be changed. The border needs to be near Tilburg and Den Bosch should extend much further south.

I attached some images to give a clue.

Some Capitals are still in the wrong location. Middelburg (Capital of Zeeland) is on the island-peninsula thing, not on Bergen Op Zoom. (That part of the province should be owned by Breda).

The Dutch Coastline could also use some work.

Some French things that can use a fix are:

* Anjou is south of the Loire river, even though the capital of the duchy is north of it.

* Orleans is still very oddly shaped and so is Blois even though they were pretty much diamond shapes.

I really hope the team can go over these things because its been months since they have been pointed out by the community and this is the same story as what happened in Spain in 1.28. I thought the point of showing us the map is that we can help you fix it, but that still doesnt happen.

The new Kingdom of God decision is great (finally empire Papal States!); however, the government form bonuses are a bit lacking - I find as the Papal States I'm already overflowing in Prestige and Devotion - the tag really doesn't need more. Any chance you would consider swapping out for more useful/unique bonuses?

I dont know if someone commented before (much stuff to read), but becoming KoG gives a lot of bonuses already: keeping Papal interactions while having all cardinals.

Youll have all the bonuses of having cardinals.
Youll have all the bonuses of being curia controller.
Youll have the bonuses of Papal interactions.

It is already strong enough, no need for more buffs.

My comment isn't about having buffs, it's about having meaningful rewards for forming the Kingdom of God. From Groogy's comment it sounds like there will be further bonuses coming, and we will have to see what they are before commenting on what is the best option. My main point is that both Prestige and Devotion are pointless bonuses to award the papal states for forming the KoG.

To put things in perspective, a Papal states forming the KoG will likely have around +3 a year for both these stats at 100. What's the point in having even more? For even more context a Papal States that has built the Sistine Chapel, unlocked its third national Idea and taken Religious Ideas will have a resting point of 100 for prestige. All achievable very early game.

As a side note the bonuses here are also the ones you currently get in game for forming the KoG so it would have been nice for them to be refreshed.

This is more Victoria II territory but in short it was useful as a buffer state between France and Prussia/Germany, while either of them getting it would upset the balance of power which was the whole Post-Vienna thing

This is more Victoria II territory but in short it was useful as a buffer state between France and Prussia/Germany, while either of them getting it would upset the balance of power which was the whole Post-Vienna thing

I'm aware about the buffer state argument, but wasn't the Netherlands having it a buffer?

I'll never understand to this day why ever since it's inception that the British and French were obsessed with Belgium existing. But I might be biased since I have large amount of Dutch and French blood in me and may or may not prefer if Belgium was split between France and the Netherlands. Can't deny or confirm... ;)

Actually, the interesting thing about Belgium was that it was mostly the Brits who wanted it.

This was a proposal send from France to Britain. But yeah thats all part of later history.

Whether or not a formable is added, I think the tag should at least exist.

Its a tag that is missing in the history of EU4 and has a good reason for existing.

I guess it could become a revolter tag at least. It existed for less than a year. But was profound in creating an identity of Belgians.

The southern netherlands was after Napoleon added to the rest of the netherlands as the United Kingdom of the Netherlands to create a strong buffer state to counter France, and I guess later Germany. But yeah. Britain wanted independant Belgium.

That worked well until Germany invaded Belgium in 1914. So much for the Buffer State.
