EU4 - Development Diary - 6th of February 2018

Hello and welcome to today's Development Diary for Europa Universalis IV. In case you missed it, we have now announced our upcoming Immersion Pack Rule Britannia which will accompany our 1.25 England update. For today's DD will be focusing on a couple of the features in the Immersion Pack: Innovativeness and Knowledge Sharing.

Innovativeness is a new value added to the game as a metric for your nation's forward thinking measured against others. It starts at zero for all nations in 1444 and increases by +2 every time you are the first nation to research a new technology or take an idea.

A promising start for my legit Scotland campaign

While it can be a tall order to be the first nation to a new technology or idea, the rewards are generous. at 100 Innovativeness a nation benefits from -10% all power cost as well as -1% Army and Navy Tradition decay. Tall empires who can afford the luxury of investing heavily into tech and ideas will find themselves reaping these rewards. The Tech and Ideas alert also take on a new form if taking that tech/idea will result in an Innovativneess gain for your nation. Additionally, the Anglican faith will result in a 50% boost in Innovativeness gain.

From yesterday's Twitter Teaser, the rubbed-out text is "Innovativeness Gain", not "Chance of Rain"

A cutting edge in Innovativeness will be a long-term investment though, as falling behind in your technological advancements will result in your gains being lost by -0.03 per month if you are not ahead of time and gain the "neighbor bonus" in tech.

Now as a non-European, far away from the likely spawn points of most institutions, it can be a tricky thing be become world-leading at technology. Something to help you along will be the new Knowledge Sharing feature in Rule Britannia. Nations can offer to Knowledge Share to a country who has not embraced an institution which they themselves have. The target must be within colonial range, and generally will not be accepted without an alliance in place. When accepted, this diplomatic action will spread the institution by +1 per month in the Area where their capital is situated for 10 years. During this time, the nation receiving the institution spread will have to pay 10% of their income towards their benefactor

With Knowledge Sharing would you think about reducing Institution Spread speed? I mean, it still looks weird when American tribes getting new Institutions so faster as Asians do.
Why would that be weird? All the Institutions are completely euro-centric concepts of progression, and since the New World is closer to Europe, the American natives would be exposed to it much sooner than the more distant polities in the Ming-o-sphere.

I do not understand why you waste time with ideas for Scotland, Irish minors, Cornwall or France. Surely they will never really get to use them, since they will quickly find their rightful place as parts of Great Britain and the the British Empire.

Scotland and Ireland i can understand, but France xD?

@Wolfman217 There's already an achievement thread and any achievement that requires playing as Mann would require playing as a releasable vassal, something no achievement allows because it allows exploits.

Literally any achievement that requires a culture group to form a tag, such as 'All belongs to Mother Russia' which has a choice of the minor releasable Russian states like Muscovite Nizhny Novgorod is viable (if not more difficult than other choices if you ran it directly at the start without changing anything about Muscovy's strength.) whether you apply a 'exploit' to delete all of the Muscovite fortresses and armies before switching however is entirely up to your personal preference.

The problem with current EU4 design is that this Innovativeness favors large countries that can afford themselves level 3+ advisors, while small or medium-sized countries that have no access to lucrative trade nodes will struggle maintaining 1-2 lvl advisors.

Are there any plans to make "tall" gameplay for medium-sized nations more or less viable? For example, add some kind of development efficiency for having all territories in states?

Playing tall will only be viable when warfare is just as horrible as it is in Victoria 2, with manpower in provinces connected to a regiment from that province, and you can't spam thousands of merc's endlessly if you are a big nation.

Wait, for real? That seems crazy to me, but okay then. Doesn't entirely apply here since there's quite a few in that list though that aren't from a culture group, he specifies Mann specifically. But TIL. Thanks.

To be honest, the only horrible thing I see in V2 is the interface.
If it was more like EU4 in term of QoL, I'd play more V2.

If it was more like EU4 in term of QoL, I'd play more V2.
I agree, victoria 2 would be a lot better if the ui for building and mobilizing armies was better. If only I could just click a button and my newly trained regiments group up into the comp I want... if only. But moreover, in Victoria 2 there's actually a cost to doing warfare, such as the risk of losing factories and precious manpower (which is actually interconnect with the economy.)

Any extra cultures or will Cornwall forever be cursed to be called Welsh and Breton in the Paradox games? Same for Mann?

Also, will Anglican be available only for British cultures or can the Celtic cultures adopt it as well?

What do u mean by stronger ideas? They've already got first naval in the game and one of the best economy, but i'm fact england cannot into Europe and we saw this in the history. For me military bonus outside Europe would be great, allowing GB to take africa and asia easy

Is it really that ridiculous to think maybe you should work on these DLC for a few months more so that they actually have $20 worth of content? This is the only company that thinks it should be priced according to "how much work was put into it by the devs" when that is totally irrelevant to the consumer.

I personally think that whole culture mechanic should be reworked. Some groups make little to no sense at all. For exaple Slovak culture being in one group with Hungarian and Romanian and not Cech and Polish is strange to me. English in one group with Scotish and Welsh does not make a lot sense neither. I would prefer it to be closer to reality than adjusted for balanced gameplay. It would also be nice to see multicultural regions. So it is not only single culture in province but for exemple 70% of one and 30% of other. Effects of culture being accepted or not could just be scaled.

I think the concept of "Innovativeness" is a good one. Currently, the question "why should I stay ahead of time" does not have an answer. That said, I do not feel that Innovativeness as pitched answers this question.

First, innovation can only be increased by being the first to research a tech, or from gaining ideas. So the first country to research is given an incentive, but what about everyone else? To bad, so sad. This means that as pitched, "Innovativeness" gives no incentive to stay ahead of time in tech.

Second, innovation does not give meaningful bonuses. It gives some tradition decay decrease, and a flat -% reduction in monarch point usage. But, to get and maintain innovation, a country would likely have to constantly buy tech at a +50% cost. So, even with the max -10% monarch point usage, I expect that it will still be a net loss in points.

Basically, Innovation as pitched does not provide a reason for all countries to try and stay ahead of time in tech, nor does it give adequate bonuses for managing to stay ahead of time. In addition, due to institutions and overall tech in the world, the only countries currently capable of gaining Innovativeness are likely in Europe. So it's a mechanic that is basically useless, and will be ignored by anyone playing outside of Europe.

Personally, I think it would make more sense if Innovativeness is gained for researching techs early, and increases institution spread, and decreases adviser cost. Institution spread will make it easier to stay ahead of time in tech, while adviser cost will let smaller nations gain advisers easier. Combined, this might make the concept ideal for playing tall.
