EU4 - Development Diary - 30th of May 2017

Good day all, Tuesday is ever a day for excitement as tensions and plotting surface in the office in the runup to another Dev Clash session. Today however feel free to tune in an hour earlier, as we'll be having a special wee stream for Third Rome itself.

For now though, we're going to talk about features available not only for Russians, but the Orthodox world at large: Metropolitans and Icons.

Patriarch Authority has been a game concept for Orthodox nations since time immemorial, or at least since release. While it's effects have been tweaked a little over the game's lifespan, sadly it has remained somewhat stale in that you wait for events to push it up or down. We've decided to revisit this mechanic to give it more life for Third Rome.

Patriarch Authority will still grant meaty bonuses to Unrest suppression, Missionary Strength and Manpower but it can now be spent to commission new Icons for your nation. Orthodox nations across the globe will be able to make a call against the longlasting effects of high Patriarch Authority against a strong temporary bonus granted from commissioning an Icon.

Commissioning an Icon will cost 10 Patriarch Authority and will grant that icon's bonuses for your nation for 20 years. You can at any time switch your Icon out for another at a cost of a further 10 PA, or just wait for them to run their course. Each Icon's effects are as follows:

So a lot of flexibility is offered to the Ambitious Orthodox nation willing to part with some of their Patriarch Authority. Sources of Authority were, however, few and mercilessly random, so we have added a new State ability for followers of the Orthodox faith: Consecrate Metropolitan.

In any well developed (30+) State where your religion is in all provinces and cultures are accepted, you can Consecrate a Metropolitan. This will permanently grant a reduction to Devastation at the cost of slightly increased State Maintenance, but when used will bestow +5 Patriarch Authority. Any Orthodox nation can do this, but it plays particularly well into the Tsardom's hands with their increased State limit, allowing them to have more Metropolitans and boost up their Patriarch Authority further.

If you think something is wrong with American Dream please bug report it. As far as I have been able to find out it is working as it was designed (ie flavor events for starting in that start date).

There are no open reported bugs on it and it has been updated 20 times since it was first released according to our version system. :)
I believe he is referring to the removal of the unique government included in the price point, But since then removed from the game and not added back after unique governments returned

Looking forward to Icons

I think there is also the issue of having removed the specific government the US had (don't remember the exact names: federal republic and ? republic). But yeah the DLC works for a 1776 start but not for a 1444 one.

I believe it was called a Federal republic. I think it was removed because it was redundant because Constitutional Republic was the same thing more or less. Maybe now that 'states' are a thing in the game now they might revisit the concept, Federalism VS anti-federalism is very important to American government, the USA went from allied independent countries under the 'articles of confederation' to a single federal government having the final say after the conclusion of the civil war.

Can you take away the metropolitan and use it to quickly gain PA?

A Metropolitan will only go away if you lose a state.

Since Russia is the focus of this immersion pack, PDX should take some inspiration from Hearts of Iron III and have all countries with a primary culture in the East Slavic group have their name on the map spelled out in faux Cyrillic:

The DLC is meant for a 1776 start, but its events can still fire for a USA that formed earlier in an earlier start date, since the events are not meant for this earlier start it leads to weird/awkward situations where the US will get bonuses or relation changes that dont make sense in context of that game. Many people believe that the events should Also be for earlier USA formations (which isnt the DLC's intent) and thus say its broken.

In a nutshell, the DLC is working as Paradox intended, for a 1776 start, but "dosent work" as most players use it, a USA formed in a game from an earlier start.



You can, its just awkward when you get events for relations with the UK and such if that isnt how your USA formed
This coupled with the fact that the unique governments were removed has [understandably] led to frustration for those that purchased it since the devs no longer support later start dates thus removing a lot of the usability of the DLC. Basically the owners feel a bit cheated out of what they paid for.

It looks like the provinces around Zaporozhye were reshaped. That could mean more provinces in that area, or their borders were redone to make them less square shaped, or I'm imagining things and it's all the same.

I'm with you guys, I wonder if Kiev falls under this DLC. Lithuania too, since nowadays it and Belarus both claim the same historical heritage.

The way PA works make no sense to me. There has to be a way to reuse the same states, or for PA to somehow generate over time. If each 30 development area gives only 5 PA, and that is the only source, then it's going to take ages before one reaches the maximum without any icons. Perhaps once you purchase an icon, it can be used whenever with no further costs?

Lithuania will at the very least be part of the unit pack. Speaking of which, @DDRJake the Beloozeran units you showed in the preview were regular eastern units. Is there any possibilty for an actual preview at some of the new unit models? That being said, unit models are what I look forward to the most in any expansion.

Paradox increased the cost of their games and DLCs in some countries. Brazil included. Prices here increased 50%. So yeah.. I cant pay for DLCs now, unless they are on a sale.
Is it Paradox, or Steam? Steam increased all game prices for Serbia by 20% and yet I bypass that by buying from other places :p

I agree, I feel the price is not fair anymore. Mandate of Heaven jump to 52,99 from 36,99 in local currency.

While Consecrate a state look good on paper but I am worried that you may run out of state to consecrate if you never lose any of your states.

Then you are right back to where you had to wait for old PA events. Unless those buff are temporarily and could fall off and let you renew the consecrate.

So I will wait and see if this end up need some tweaking.

Edit: Ahh permanent... Definitely could and will run out of state to consecrate. Sure less devastation buff is good and all. Source of PA? Not so much.

This more dynamic system for the Orthodox religion should make the gameplay much more interesting and dynamic. Are there any new events planned in association to these two new features?
