EU4 - Development Diary - 2nd of June 2016

Hello and welcome to another development diary for Europa Universalis IV. This is probably the last one I’ll write for some months, as I’m taking some paternity leave. I’m leaving you in the capable hands of DDRJake though, who’ll give you weekly diaries in June, August and September.. As you all know, we’re a swedish company, so July is sacred and holy, and must be worshipped in the sun.


Speaking of Swedish, I guess it is time to talk about something related. Culture.

Culture in Europa Universalis, as most of you seem to grasp, have nothing with linguistic relations to do, but more of a semi-arbitrary limits of who gets along better with who, and who could rule others easier through history.

Which cultures were accepted in your nation in EU4 has not really been controllable though before, as you get gaining or losing, depending on the presence of a culture in your country.

In 1.18, which we aim to release in the autumn, we have completely removed the cultural acceptance percentage system, and instead give you control over which cultures are accepted or not in your empire.

First of all, there is now a limit on how many cultures a nation can accept.

There is a base of 2 accepted cultures, The Humanist Idea ‘Cultural Ties’ gives you 2 more slots, Enlighetened Despotism increases it with up to 3 at Empire level & Several Nations have ideas giving them an extra slot. There are also policies that can give you an extra slot each if you so desire and Diplomatic Technology gives you up to 5 more slots, currently from level 8, 14, 20, 26 & 31.

If you have too many cultures, you will lose the last one you accepted.

Any accepted or same culture group can be made into primary culture, if its at least 50% of your cored state development. This costs 100 diplomatic power and obviously this means that the cultural shift decision has been made obsolete and is now removed.


You can promote any culture in your nation that has at least 20 cored development in a state. It costs 100 diplomatic power.

You can also remove an accepted culture if you so wish, which costs 10 diplomatic power, and adds 5 unrest in all the provinces with that culture.

Shouldn't it be harder to have a culture in a different culture group accepted? Portugal can easily make Morocco accepted and conquer it now. Also this will make it much easier to convert cultures that you shouldn't even be converting.

20 Development is nothing in, say, Italy, while being a ton in Sub-Saharan Africa. Perhaps it needs to be a % of your Total Development instead of a hard number?

Also, 100 Diplomatic MP for something that used to be free is a little steep. I like the idea of paying that 100 MP to add a culture which is only a moderate percentage of your Total Development, but maybe once a culture reaches a large percentage it should get added for free? And you could also even go the other direction and add, like, 300 MP to add a culture with a small percentage of Development (for a country which is rich but is being driven crazy by that one oddball Basque province...)

We live in a civilized country, where most people dont work in July.

Now everything is clear, the fact that less than 500 of 163000 migrants in Sweden found job is just a misunderstanding. (you should tell them that it applies only to July)

Great changes to culture tho. It's good to have a chance to decide what culture you should accept because it's worth and which you should convert ;)

Wow, this is turning out to be my favourite expansion, two of the systems I wanted to change for a very long time are being changed. This is big! Hurray! I like the technology change, about this one I'm not so sure, but its great that culture finally gets some sort of rework.

Since culture groups are really diffuse in EU IV why not just get rid of them altogether, and instead have cultures existing in several core provinces with high development being cheaper to accept than those only existing in one or two provinces with little development.

The tech changes sound great - I don't care much for the culture changes (don't like the current system either). I think I prefer something more like EU3's system - something that you had less control over.

I don't like these changes at all. I mean I play a ruler, a king, not god. Remove cultures with a press of a button ? Spend some point on it ? What's this ? Why not spend a major blob button or a win right now button ?
Cultures are diffuse, attitudes and opinions of people are diffuse. I would prefer a much more indirect approach, with minor influences on this issues. I already don't like the "make core" and the "change culture of province" button and wait just 60 or smth months. Scotland is still an own culture, even after 300 years of GB.
I think Paradox moves in the wrong direction.

But your government does have a choice in which languages it chooses to administer, who it chooses to be its officials and decision makers, and that's what accepted culture means. And if you want to be a ployglot empire that's expensive because all your edicts have to be written in a bunch of languages, following the customs of different lands, etc.

Well, if its paid by the government for paternity/maternity, we tend to call it that. Its 480 days that has to be used before the kid turns 8. Not counting sickdays etc.

I don't like these changes at all. I mean I play a ruler, a king, not god. Remove cultures with a press of a button ? Spend some point on it ? What's this ? Why not spend a major blob button or a win right now button ?
Cultures are diffuse, attitudes and opinions of people are diffuse. I would prefer a much more indirect approach, with minor influences on this issues. I already don't like the "make core" and the "change culture of province" button and wait just 60 or smth months. Scotland is still an own culture, even after 300 years of GB.
I think Paradox moves in the wrong direction.

You are playing the wrong game if you think you're playing a ruler. This game has been 'Hand of God' since the very beginning in an overwhelming number of mechanic design, including things you'd think would mean you play a ruler, like monarch points.

Not necessarily as - from what I gathered - the institution might be tied to the Italian region and not the Italian culture.

Renaissance
This appears in Italy after 1450, in either a capital or a 20+ development province. It will spread quickly through high development in europe, particularly through italy, but can only spread into provinces that have feudalism already.
Bonus: 5% Cheaper Development & 5% Cheaper Buildings
Penalty: 20%​

You would be correct. Italy would refer to the region, while if they meant an Italian culture they'd use that ('Italian cultures/culture group') instead.
