EU4 - Development Diary - 28th of August 2018

Good day and welcome to the penultimate Dharma Development Diary. Today we shall be going over the main mechanical changes in Dharma, a Cliff Notes if you will, of the large additions and changes to the game. If you have been keeping a hawk eye on the development diaries throughout Dharma, I suspect there will be little in the way of new information for you today.

Governments:

Without the Dharma Expansion, Governments will largely work as they did in the 1.25 England Update.

For Dharma owners, everything changes: When you start your game, you will have 1 Base reform passed which is the fundamental power structure of your nation, which usually unlocks core governmental mechanics that you would expect, such as English Monarchy for England, granting them Parliaments, or The Papal States having Papacy.

As the game goes on, you will generate reform progress, up to 10 per year depending on how autonomous your land is, and this will be used to pass additional reforms, granting bonuses, affecting estates and unlocking mechanics. The cost for each reform increases with each one passed. Switching one reform that you have already taken in the same tier to another will give 10 corruption.

Upon completion of the Government Reforms, options are made available to switch government type entirely, allowing Republics, Theocracies and Monarchies to reform from one to the other, and giving Tribal nations a way to evolve their governments into one of those three, or doubling down and reforming into a Horde.

I had originally planned to put all the reforms here, but they have already been woven into the Dharma Manual released yesterday.

Estates:

As we've mentioned, Estates have been made a free, base feature in EU4 for all players, regardless of DLC ownership. Additionally, they no longer demand a set amount of land and cause disaster for your nation at 100% influence as opposed to 80%. I covered these changes in a previous dev diary but it seems prudent to echo them here:

- Confiscating estate land now gives a +5 unrest modifier in the province for 15 years. This modifier goes away if you give the land to another estate.
- Confiscating estate land now adds 25 local autonomy in the province that the estate was previously in.
- Advisors generated by Estate interactions now scale in cost depending on estate influence.
- Influence from estate events generally increased.
- Cossack Estate now gains twice as much influence per development in granted provinces.
- The cap for how much development in granted provinces can increase influence is now 50% rather than 40% for all estates.

Dharma owners will find themselves enjoying new estate types when playing in India with the addition of the Marathas, Rajputs, Brahmins, Vaishyas and Jains.

Policies:

Policies have been reworked for all users who update to the 1.26 Mughals version. They still require 2 idea groups completed to take, however instead of a 5 policies cap, you will be able to take up to 3 of each Type of policy (ADM/MIL/DIP) for a total of 9 Policies. Additionally, the first policy of each type does not cost monarch points. The UI has been remade to accommodate this and the effects of policies given a rebalance in light of these changes.

Yeah, that update to the Missions was really great.
"Here, we have an idea for a new thing which will be awesome at some point 3-5 DLCs later.
In the meantime 70-80% of the nations in the game are f'd and of worse than under the old system."

It would be easier for future updates and new government forms/reforms if there were only one system. I fear that this is going to end like the estates.
Having them be a paid feature is fine, having them be mixed in with random other shit is whats going to cause problems.
The government reforms should be their own DLC just like the new Mission system should have been.
 
Why did you remove the policy, which reduces diplo-annex cost? Now it's way more efficient to directly annex all the stuff in lategame. Is there another way to reduce diplo-annex cost now?

Without the Dharma Expansion, Governments will largely work as they did in the 1.25 England Update.

For Dharma owners, everything changes

This strikes me as the kind of change which could potentially end up irritating to not be in the base game: firstly because it means that new expansions which add governments have to have both a "full government" and a "reform" version of whatever they add and secondly because it limits the extent to which the reforms can affect new systems or the reverse.

You may have already considered it, but if not I think it's worth highlighting?
 
So, no plans to reconsider what is probably the largest nerf to ROTW starts relative to European starts since the outright monarch point generation penalties and inherently increased tech costs of early versions? Because saying that Europeans are automatically more able to administer some ~3k dev in Asia (and ~500 dev in Africa) is kind of a huge shift in the balance of power towards Europe for literally no reason than quirks of the trade company map.
 
Wait, really? I figured a core change like this would have at least its basis in the free patch so you won't have to depend on users owning Dharma to expand in these mechanics for future DLCs (say, different governments and cultures having access to different reforms in future expansions).
This really doesn't sound very smart to me, the risk of having two parallel mechanics hindering development is very much real here.

Only being able to choose things which corresponds to the old government changes at times when you could do it before.
 
What does "number of available policies" mean? Do you no longer always have all policies you unlocked through ideas available? I don't understand this modifier in the new policy system. Can you have more than 9 or can you not have 9 by default after all?

In the current system you can have five policies of any kind active, so in theory you could have five military policies active. The new system increases the overall number of active policies to nine, but puts a cap on the type of policies at three, so only three military policies. I assume "number of available policies" means a way to have four or more policies of the same type active.
 
To give us ways to deal with the very creative new mechanic to make world conquest a more interesting and skillful challenge by drowning us in unavoidable corruption.
There's also the very interesting and choice-generating mechanic of forcing and Asian (and to a much lesser extent, African) nation that wants to pursue such a challenge to relocate their capital to Iceland because administrating all of India, Indochina, Indonesia, the Philippines, the Moluccas, and about 3/4 of the population of China from Reykjavik is more efficient and less likely to result in grift and corruption than controlling the same land from a capital in Canton.

Might be the 4 as they previously has stated that Sweden will start with 4 policies in all three categories as the only country in the game.
And on stream they have showed some things which, IIRC, were countries able to get a fourth one, but not sure as in that case there wasn't a 4th slot like with Sweden, but it looked like slot one had been divided in half and there then was space for two policies.

I could be misremembering as it was long ago it was stated, but I'm pretty sure that it was stated at some point, either on the fora or in the dev clashes, that non owners get the new interface too, but just don't choose reforms.

Given that you want to make vassal more important, without reworking the ai and interactions, removing the most useful policy for vassal was a bad design decision.

I feel like most of the policy still fall into the MEH category.
 
Can you say if this missionary + culture conversion change is still happening?
I really hope it is changed as it makes absolutely no sense historically as if anything then core territories were harder to religiously convert than sparsely populated territories. And for densely populated areas then culture conversions were really rare and hence if they want to limit those, which does make sense, then it'd need to be done some other way, not in this arbitrary way where sparsely populated areas can't be converted, opposite in history where those areas often did change culture as there was a large influx of settlers from the new owner when those areas become more densely populated.

Which nations have unique synopsis? are they the same as those with new mission trees? Are Sikh rulers titles localized? the last time I played them they were called dukes and kings. Will you update the store pages to correctly represent the changes and additions to the Third Rome and The Cossacks DLC's?

OF VITAL IMPORTANCE! PRE ORDER MAY BE CANCELLED! :p Why change the naming convention of the DLC's? Dharma is the first to break the pattern of two word titles or three word titles with "of" in the middle, my money had been on "Riches of India"
Is the new loading screen historical figure the Tipu Sultan? I fear not, it's probably Akbar the Great or Babur, are you moving away from having historical figures as the art for future DLC's?

I think that of all the religious policies that gave religious unity (the only way now to keep your religious unity at 100% after you get big enough) were scrapped from Religious (I think exploration was the only one kept).
Then you get a policy to auto explore neighboring provinces when you start colonizing. SERIOUSLY????
