EU4 - Development Diary - 23rd of May 2017

Good day all and welcome to another Development diary for our upcoming Immersion Pack Third Rome.

As covered in our previous diary we're spicing up the Russian region with cool new mechanics and flavour. Today we're going to be covering a couple of new options available to the Tsardom.

A Tsardom government form is gained automatically when forming Russia and brings one up to Empire rank. You are granted some hefty bonuses to available States and Absolutism but you also gain access to claim entire Areas.

For 50% more Spynetwork cost, the Tsar may lay claim to an entire area, rather than settle for claiming individual provinces.

As part of the revamped Russian Ideas set granted for forming Russia, Siberian Frontiers may now be established too. Any uncolonized province bordering a city of yours which is connected by land to your capital is suitable for the establishment of such a Frontier at a cost of 20 DIP.

Upon establishing a Siberian Frontier, the province becomes colonized and begins to grow without need of a colonist. Growth is between 5 and 15 settlers per month and the colony will not cost any colonial maintenance. If captured by a hostile power, the colony will lose its status at a Siberian Frontier and revert to being a regular colony.

Due to these additions in Third Rome, the Russian Nation will have a lot more flexibility with how it wants to tackle the wastes of the East, as they are not obliged to acquire colonists nor are they confined to claiming the nomads province by province. It has also been heartwarming to watch Russia in hands-off observation games as they stride Eastwards. As a little spoiler, there will be an Achievement for reaching the East coast in a time limit when Third Rome goes live.

So we've talked a fair bit about Russia in these dev diaries. Makes a lot of sense since they are the star of the show in Third Rome, but next week we are going to talk about something available for them and their brothers-in-faith. We'll see you then!

What about Ruthenia?

Seems like 1 province (Ovruch) is enough to fit a dull and uninspiring region to the modern standars of quality PDS has shown in Hungary, Scandinavia and Far East update... :confused:

Isn't Siberia meant to be a cold inhospitable wasteland? States are meant to be the core heartland of an empire right? So I don't see why you insist that every piece of land should by part of a state. In a similar situation, a GB player chooses to state-ify some rich Indian provinces over African savannah. Serving as land bridges and potential goldmines are already worth the cost, and I think your unwillingness to state-ify it is representative of the the way the devs intended it to be, a cold and harsh territory, thousands of miles from the capital, a place where defensive priorities can take a backseat when Moscow or even Vologda is endangered, and few thoughts spared to it after being colonized as it is in the present version.

You can't compare Russian colonialism in Siberia to British\Spanish in New World and in Africa\Asia because of logistical reasons IRL. Also don't forget about trade companies that are available to Western colonists.

like Wealth of Nations or Mare Nostrum?

I've come to terms that if Mare Nostrum didn't really fix naval mechanics and trade, nothing ever will. Honestly how do you call a DLC Mare Nostrum and then leave the naval system basic and uninspired as it was before.
Also, when was the last time you saw Spain take over France? In 95% of the cases France just blobs into Spain. The opposite never even has a chance to happen. That tells me that there is a need to revamp/help that region in particular. Wealth of Nations happened a long time ago and it wouldn't hurt to look into Iberia again.

It's still a different government type and political culture. I think one problem is absolutism is so strong, and you're left with this strange idea that the most powerful states in Early Modern Europe were absolute monarchies, instead of the states like England or Holland that hit above their weight.
The "Pentarchy" of the 18th century consisted of France, Russia, Great Britain, Austria and Prussia, four of whom were absolute monarchies to some degree. Spain, the Ottomans, the Mughal Empire, Persia, and both Qing and Ming China were absolute monarchies. The things that made England and the Dutch Republic major powers - trade, colonization, naval power, diplomacy - do not depend in any way on what absolutism does in EU4.

The things that made England and the Dutch Republic major powers - trade, colonization, naval power, diplomacy - do not depend in any way on what absolutism does in EU4.
Well absolute monarchy and republic are actually pretty similar, they're all very centralized power structures. The opposite would be feudal systems and confederacies where power is very decentralized. The people in general supported the absolute monarchs and it was due to the support of the people (and the armies more and more made up of professional soldiers drawn from the people) that the absolute monarchs could set themselves up as absolute.
Whilst Napoleon were a big part in pushing this monarch of the people idea it did not begin with him. You have a similiar sentiment in rome long long before Napoleon. The imperator is always less important than the empire, it is the empire that people are subjects of not of the emperor, the emperor is just the guy who happens to control the empire at any one given time. In a way it's closer to the modern states than to the feudal monarchies that followed it.

American culture is tied to random_event.2. Completely independent from the DLC.

The American Dream DLC is designed to work primarily with later start dates. And while the events have been modified since release to work when starting from 1444, they are very late game events. The DLC IS working as designed. It just deals with a time period that most players don't get to experience.

Naval battles were revamped. Netherlands works decently.. they often survive and colonize - can be weird a bit. Persia whats with it? ZoC is well, gotta live with it....

Whats wrong with netherlands and persia though? I see them around and usually pretty historically accurate in almost all my games tbh
1. The Netherlands independence war. Neds against almost half of Europe yet nobody helps them. They often end up being destroyed by France or some HRE regional powers.
2. Persia(AI) rarely survive an ottoman invasion, not to mention Indian Powers, like malwa or Delhi, blobs into Persian land. I mean, even Granada is able to form Andalusia with the help of Morocco and Tunis.
3. Well, naval warfare is what it is. Naval battles and blackade matters so little tbh.
4. On more thing I'd like point out is the attrition , supply system or whatever you calls it. One time, I was playing Qing, and Spain colonized Taiwan. So I decide to DoW them because why not, all their allies(Austria, France, Papal States and some OPMs) are far away from me. Surprisingly, third year into this war, Spain's 40k army and 35k French army showed up at my border.

1. A major improvement in my opinion of the independence war would be if it was 1 vs. 1 or if the Netherlands could invite rivals of the occupier to help them.
2. I see AI Persia flourish quite often actually, but the Ottomans balancing has always been a difficult point.
3. I feel like they are trying slowly to make the naval warfare more interesting, the sailor rework was already a step in the right direction imo, since now it is more difficult to get a big fleet and maintain it.
4. can't agree more with this one though, a supply system is in my opinion one of the things that the game is missing the most atm.

5-15 is almost way too quick

At first I thought it said 5-15 per year and considered it pretty slow. Then I realized that Jake said "per month", which would make these colonies progress roughly as fast as late-game colonies w/o a colonist. On average such a colony will finish in <10 years. It wouldn't surprise me if that growth rate comes down a bit before this gets released :p.
