EU4 - Development Diary - 17th of January 2017

Hello everyone, in today's development diary we’ll go into details about the Age of Absolutism and the Absolutism mechanic. The absolutism mechanic is part of the free patch, while the Age abilities and objectives are part of the expansion.

So, how does the absolutism mechanic now work?

First of all, we’ve removed the Absolute Monarchy government form.

Secondly, administrative efficiency from technology is now 10% from each tech giving it.

Governments now have an “Absolutism” value, which ranges from 0 to 100, and this increases your administrative efficiency with up to 40% and your discipline with up to 5%, and makes foreign cores on you decay 3 times as quick at maximum absolutism.

There is also a maximum value to absolutism a nation can have, which defaults to 65, with legitimacy increasing it up to +20, republics decreasing it by 30, religious unity increasing it by 5, great power by 5, being empire by 5, and several other factors.

Several events and ideas talking about absolutism now affect absolutism either by directly increasing it, or having a yearly increase.

Absolutism is not just a number that ticks up or down like so many others, this is tied into the actions you do as a player.

Doing harsh treatment on rebels, increasing stability and decreasing autonomy in a province each increase absolutism by +1.

Increasing autonomy reduce it by 2, debase currency reduce it by 1, accepting rebel demands reduce it by 10, assigning a seat in parliament by 3 and reducing war exhaustion reduce it by 1.

These numbers will be tweaked during the development, and actions impacting absolutism may be added or removed from this list.

Whats cool for modders is that you can script absolutism impact individually for your age.

Here is the special things regarding the Age of Absolutism, which lasts from 1620 until 1710.

Rules

Absolutism mechanics are enabled.
English Civil War & Court & Country Disaster, can only happen in this Age.

Objectives
  1. Have 3 Trade Companies
  2. Own and Control at least 3 Universities.
  3. Have 90%+ Absolutism
  4. At least 5 different cultures promoted.
  5. Be Emperor of China
  6. Reach a force-limit of 200 regiments.
  7. Be on victorious side of the religious war.

Abilities
  • 50% shorter unrest impact from changing autonomy (shorter cooldown)
  • +1 Yearly Absolutism
  • 50% cheaper and quicker to change rivals
  • Forts bordering rivals are free to maintain
  • +5% Administrative efficiency
  • Allow Edict “Edict of Abolutism” 10 years less separatism in state.
  • Harsh Treatment 50% cheaper
  • France - 20% extra firedamage
  • Netherlands - 0.2 corruption reduction
  • Sweden - +35% manpower recovery
  • Manchu - +50% Larger Banners

what does this mean! if they are just buildings like they've always been that "Owning" and "controlling" would be the same thing. do Universities now have some level of autonomy? is there a risk of them being a breeding ground for political dissent? are they like centers of reformation for institution spread(or maybe this yet unexplained 'liberalism' mechanic?)?
University in your province currently occupied by enemy in war: owned, not controlled.

I'm generally pretty sceptical of any mechanic ending in ism. I guess I'll see whether my fears are founded or not when I start playing with that lovely new Japan.
The vast majority of the game's nations are left out, really.

And what if people don't have the DLC which enables Trade companies, will they just be unable to fulfil that requirement? That sounds pretty harsh if you ask me.
Not even surprised at this point.

You're not supposed to fulfill all requirements, but only some of them. In the dev MP Ming already is around halfways to the first splendor bonus after around 20 years of play and she only has fulfilled two requirements.

Harsh would be 'must fulfill all requirements'. However, as has been explained, you don't need all, just a few. That isn't harsh at all by any way of explanation.

I have one question regarding this update, when playing as Poland or the Commonwealth. Will the Struggle for Royal Power event still fire and if it does and I choose to pacify the sejm, what government form will Poland change to?

I'm wondering what mechanics might be available to Republics and those that don't want to play absolutist.

I'm actually somewhat warming to the idea of Republics being hindered during part of the game; they did start to decline overall until the Enlightenment. Only, however, if that is balanced with some comparable features in the endgame.

If it's DLC I honestly have no idea what to do.

Id wager paid. Its pretty big and adds a lot to the game, especially if playing that region. Ming probably just keeps normal Celestial Empire or a tweaked version for free.

Netherlands - 0.2 corruption reduction

I do wish there were other sources of anti-corruption that aren't nation specific. Beside I do have to seriously question will this bonus ever "see the light of the day" for the normal average run through?

I have been playing quite bit of 1.19.2 lately despite wanting to wait for expansion to drop. I hardly ever see Netherlands come out of the formation strong unless it was by sheer luck or player doing it.

Forts bordering rivals are free to maintain

I am currently playing a Hessen that shape is kind of like a "starfish". The fort maintenance bonus is useless if rival can just walk across to another province to bypass those "rival forts".

So unless you are a HUGE blob like Russia with fort along the entire border. You will hardly get much use out of this bonus. Nevermind that this bonus will expire by 1710.

50% cheaper and quicker to change rivals

If you plan to to min-max army tradition by selectively who get to become your rival and build forts corresponding along selected border. It would be weird to do that but possible.

Have 3 Trade Companies

Just having one province owned in 3 different trade companies is enough to get more bonus???

It will be historical to do a trade company aka land grab in India. Oh wait they, AI colonizer or any other AI interested in trading, never touch India like ever!


It just feel like most of those bonus will be slightly too railroaded into certain gameplay that may ending up not be fun at all.

Id wager paid. Its pretty big and adds a lot to the game, especially if playing that region. Ming probably just keeps normal Celestial Empire or a tweaked version for free.
That's what I suspect, too. The problem is that the DLC comes with Splendor. So if I want the Asia overhaul (which I do in theory at least; obviously we need details, but I'll probably like it), then I have to buy Splendor as well.

I can (and probably will) mod out Splendor, but I strongly dislike the thought of spending money for DLC that I'm going to instantly turn off half of upon purchase. Especially since it'll probably be priced at the expensive DLC level.

In this case I'd probably wait for a big sale and just not play in Asia until then. Or until a modder more skilled & inventive than myself does something really cool with the Splendor backbone, I suppose. I might buy it immediately in that case.

I wonder if the new tributary system will require tributes to ask for permission to attack each other (or face negative relations) just like in history with Malacca vs the Vietnamese.
I'd say that if it's two tributaries then Ming won't really care; if it's an outsider attacking one of her tributaries then she might do something.

Johan and King made an off hand comment about how Ming had no problem with her tributaries fighting each other, since they all were tributaries. That implies that Ming might intervene against some outsider attacking her tributaries. She also sent an army into Wiz' lands to smack down some nationalist rebels while Wiz was at war with Grekulf. (Both Wiz and Grekulf are her tributaries.)

Will there be any benefits to lower/penalties to higher absolutism? Or will we always want it as high as possible?

Keep in mind that in this age Absolutism was about the monarch wrestling power from the nobility, free cities, the clergy, etc., not about oppressing the common folks. It was a way to centralize control on the resources and goals of the nation.
