EU4 - Development Diary - 16th of May 2017

Hi everyone, and welcome to another Europa Universalis development diary. I hope you all enjoyed PdxCon last weekend, either in person or from watching the streams.

As you all know, we announced our new Immersion Pack, Third Rome, which will be out in June this year for 9.99$. So what is an immersion pack then? Well, it is something between a full expansion and a small graphics pack, similar to the story pack Leviathans for Stellaris.

Closest comparison to Third Rome of our previous releases for EU4 would be Wealth of Nations when it comes to amount and size of features. Third Rome also comes bundled with a portrait pack for russians, and 3 new sprite-packs, for 12 countries in the russian region, including Ryazan, Lithuania and Perm.

So, what cool features will we talk about today then?

We’re adding three new russian government types. The actual types are in the free patch, but the abilities we give them as well, belong to the Immersion Pack.

Veche Republic
This is a new republic form, which works like a merchant republic and have access to the russian abilities as well. They are always duchy rank, and their bonus is +1 merchant. Novgorod and Pskov starts as Veche Republics. It also gives +3 to states.

Principality
This is the new monarchy governmentform, which all russian monarchies start with. It has access to the russian abilities, and while they are locked to duchy rank, they have a bonus of -1 unrest and +5% Tax Modifier. It also gives +3 to states.

Tsardom
This government form is given when forming Russia, and is automatically empire rank. Besides giving +10 to amount of states and access to the russian abilities, it gives the following bonuses. +20% Manpower, +0.1 Yearly Absolutism & -0.05 monthly autonomy.

The russian abilities work like this. All actions have a bar to fill up before they can be used. Bar fill up from 0 - 100, increasing yearly by the ruler’s monarch point in the category, and a base +3. The actual bar can hold 150, so you don’t lose by not using it immediately.
  • The Administrative ability is called Reform Sudebnik, and reduces autonomy by 10% in all provinces you own.
  • The diplomatic ability is called Support Oprichnina, and reduces progress of all your rebelfactions by 30% each.
  • The military ability is called Raise Streltsy, and reduces war exhaustion by 2, and raises 20% of your forcelimit as Streltsy Infantry in your capital.

So what is Streltsy units? Previously we had three categories of units, with regulars, mercenaries & banners. In 1.22 there are two more categories added, and one of those is the Streltsy.

Streltsy arrive at full strength, but low morale, and do not cost manpower nor gold at recruit, but otherwise works like a regular unit, if not for two distinct differences. First, the amount of streltsy compared to your force.limit increases your stability costs, while each streltsy regiment provides +10% fire damage.

The other category we add for 1.22 is Cossacks, which is there for everyone that bought the “The Cossacks” expansion. Cossacks work like regulars, except they do +10% extra shock damage.

Cossacks are recruited as an estate interaction, where each province assigned to the Cossacks estate will give you 1 cavalry cossack regiment.

Of course, fittingly for the focus on this update, we have added three new interactions to the Cossacks estate.
  • Conscripting Elites: gain army tradition, lose loyalty
  • Supply Arms: lose MIL, gain loyalty and influence
  • Permit Self Governance: give autonomy to cossack lands, gain loyalty and influence

Next week, we’ll take a deeper look into more abilities of Russia and the Tsardom.

Maybe also for a released Bulgaria? Maybe? ;)

I think a released Balkan minor doesn't make sense to be an Empire.

However, when Bulgaria and Serbia for instance, were at their peaks, they were both Tsardoms, so i ideally see this just as a rename for any orthodox/slavic Empire rank (which it basically is. tsar=emperor)

It looks great. Sad it is only for Russia (but they needed it for sure) but there is much more eastern Europe needs, mostly more interactions of smaller states. I have some proposition, i am sure u have much better ideas with them but why not present mine :)?
-Albania guaranteed by Aragon (and vassal event pick for player but always do for AI in 1451 that end when skanderbeg die and if Albania is surronded by Ottoman)
-Serbia and Bosnia PU in 1461 (if not vassalized) with Stefan Tomaszević Kotromanić, and event for Ottoman to stop that(some informations from wiki because it's problematic and can be done in several ways )

-Teutonic Order shouldn't be connected with livonian and automatically should vassalize them by event when taking samogitia(as it was long time ago), or atleast CB

-Permament claims for Byzantium in other motherland provinces.

and most important part based on this diary
After cossacks change they are extremely strong for polish-lithuania with it's 33% combat ability, they are stronger than winged hussars who should be
elite cavalry very strong in reformation and absolutism age (and some curiosities, winged hussar minimum armament and horses able to catch up light cavalry cost was 48kg of silver with payment of 1kg for year of service so...) it was mostly prestige and increase of position for rich nobles.
Maybe this elite force should be based on "Sarmatism points"(special cultural concept of nobles https://en.wikipedia.org/wiki/Sarmatism) or "Golden Liberty poinst"(same but sounds better https://en.wikipedia.org/wiki/Golden_Liberty) , or maybe something like with Strelsy but with smaller amount? (by the way, Poland need less military ideas, it's too op , or maybe not after Russia patch...)

Other things
-More max absolutism for England(there weren't like elective monarchy or republic for sure, it was time of parliament denied in age of absolutism)
-Maybe +1/+2 dip bonus for Austria ruler like with prussia?
-give cossacks loss of loyality when convert from orthodox.

Could an early game Muscowy (pre 1500) contend with the Ottomans if both sides fight at full combat width now? Muscowy would have 10% shock from national ideas, 10% shock cavalry from Cossacks estate, uhm... 20% cavalry combat ability from loyal-high influence cossack estate? That is a lot of damage modifiers for the shock phase. Wonder if there's any point in running higher ratio cav. for Muscovy with the immersion pack, especially if you get the Age bonus for higher cav. ratio. I don't expect the 10% fire damage on infantry to be noticable until higher techs, but a good fire pips general with decent rolls can do decent work. Still, the 10% infantry fire damage seems neglible for the first half of the game.

Are the Cossack cavalry regiments only for Russian nations or is it any nation with the Cossack estate? Also, while you're at it, why not make a unique "Hetmanate" government for Zaporozhye and other revolting Cossack hosts similar to peasant republics?

Cause this idea of rising something like banners, streltsy and cossack cavalry represents THE FINEST of your army.
- well, speaking from the point of realism and historicity, russian military is not represented properly by newest changes either.;) Its a game afterall.
Altough poland benefits nicely from cossack estate changes too. +10 cav power for poland which can have up to 70% cav armies with 33% innate cav power is rather powerful in my opinion. Thats not mentioning that poland is already sporting one of the best military idea sets and has free PU over lithuania.

And that's the problem, because cossacks were important part of polish cavalry, but not finest. With this change they'll be much stronger than winged hussars.

They were strongest part of infantry together with professional mercenaries, rest of infantry was poor "pospolite ruszenie", and this is problem because poland gets +10% infantry combat ability from "piechota wybraniecka" called failed reform?
Is there a possibility to change cossack estate interaction for PLC to rise cossack infantry regiments instead of cavalry?Cossack cavalry weren't valued very highly so this bonus for PLC does not make much sense....But Zaporoze Infantry especially when using tabor formation was a force to be recon with...
Nice idea, 2 elite forces of the same type is too much for one country...
By the way, they were valued(https://en.wikipedia.org/wiki/Towarzysz_pancerny) as a biggest part of polish cavalry and second-most-important, but not finest.

I hate to be this guy, however I will further attempt to bore the community.
While I really like the new content, it just reinforces the things that I have already been saying. They boil down to 2 points:

1) The hordes need another buff, otherwise you'll see Muscovy in Manchuria 150 or so years too early. I understand it's really hard to balance and I have no positive ideas of my own, which is why I am posting it here and not in the suggestions threads.

2) A rework of how the steppe colonization works, in particular the fact that you need to convert the Tartars to russify the steppes. The Tartars are still Muslim to this day, there has to be some way to introduce an internal culture conversion mechanic that works without religious conversion, but for example is way more expensive. Alternatively, as noted earlier, perhaps there can be a CB for all nations that border a horde to make the horde "vacate" certain provinces in a peace deal. These provinces then are colonizable but also get a sizable and hostile native population. Perhaps it would make sense so that it would be forbidden to genocide them - or better still prohibitively expensive.

Anyway, other than that I'm really excited about all the new cool stuff, hopefully Muscovy and the PLC will start thrashing each other as they historically did, 'cause right now the only direction Muscovy ever expands is east.

Only a tiny issue with your comparison is that Muscovy at game start is slightly poor until they get more land and push other people out of certain nodes.

Just voicing my agreement for the "remove Duchy-rank lock" sentiment. Just let Veche Republics and Princedoms upgrade like most governments. I just don't see how this lock makes sense for them the way it does for, say, a Monastic Order.

I also agree that having a unique Monarchy-type for a united Russia is basically the same as telling people to never play Novgorod.
Why not simply have Grand Princedom and Tsardom be the flavour-names for Kingdom- and Empire-rank Princedoms, have both it and Veche Republic give up to -0.05 monthly autonomy on rank increase, and include unique decisions for Russia that gives them an additional 5 States, +0.1 YA, and +10% Manpower?

I think it would be extremely helpful going forward with dev diaries if you left a link to previous dev diaries instead of us having to dredge them up in the forums . You dont have to pay me for this idea.
There is always a pinned thread in the main EU4 forum for archiving Dev Diaries. Furthermore, the wiki has links to all Dev Diaries with the most recent ones shown on the front page.

Well, I have read the journal and unless I am missing something, I just don't see anything that will benefit me outside of playing in that region. Not being difficult, I just genuinely don't see it. If there is something that I am missing as to why this would be a worthwhile purchase if you do not play in that region, I would like it explained.

Well, they've only published a couple of Dev Diaries, but what's been revealed so far is very much focused on the Russian region, yes.

I expect that 1.22 is going to feature some mechanical changes to the Orthodox religion, so if you enjoy playing in the Eastern Med, you may still find something to entice you.

I really like where this expansion(immersion pack? Is it ok to call it an expansion?) is headed. I hadn't even really realized how much farther in depth Paradox was willing to go.

That being said I think it would be really cool if for the next immersion pack Paradox got the community involved by running a vote to see what country/region would get the next one.
My vote definitely goes to Germany and specifically Austria. It might be time to touch up the HRE mechanics and give it a little more love. The Religious Wars were a brilliant addition but outside of the reformation the HRE seems a little stale.

Interesting interactions, but are called not quite right terms. Sudebnik and Oprichnina not suitable for them, taking into account their repeated use through whole timeframe.

Instead Sudebnik: Reform Prikazes. The Prikaz were a some kind of ministries in various areas of government. Sudebnik was published only 3 times (1497, 1550 and 1589), but prikazes worked on regular basis. After reforms of Peter I was transformed into a collegia.

Instead Opprichnina: Summon Zemsky Sobor. Parliament that represent various classes from every corner of Tsardom. It was engaged in internal (and external) policy and could be used to reduce tension in the country. Was convened many times, unlike oprichnina. After reforms of Peter I was replaced by Senat.

I hope the developers will consider about it.

Sounds like those should replace the original ones once the Tzardom is formed or after Peter's reforms.

They ceased adding unique governments that merely have a name and modifier unique to them. New governments are now only added when they come with unique mechanics.
The two mentioned were just names, so they are not part of the policy. They won't be returning unless there is a policy change, but that's extremely unlikely at this point as they seem very happy with the current one.

Nope, this mechanic is completely different. But the Faction system still exists in Merchant Republics IIRC.

I think that would be what makes an Immersion Pack different fro ma cheap expansion: it is not aimed at everyone.

Tzardom literally means "Empire" and Tzar literally means "Emperor". Empires are always Monarchies.
Aka, the name is all the confirmation you need.

But you can pay me for this one: there is a sticky tread called Dev Diary Archive that has links to all the Dev Diaries, and which can be used to quickly and effortlessly navigate to them.
