EU4 - Development Diary - 16th of May 2017

Hi everyone, and welcome to another Europa Universalis development diary. I hope you all enjoyed PdxCon last weekend, either in person or from watching the streams.

As you all know, we announced our new Immersion Pack, Third Rome, which will be out in June this year for 9.99$. So what is an immersion pack then? Well, it is something between a full expansion and a small graphics pack, similar to the story pack Leviathans for Stellaris.

Closest comparison to Third Rome of our previous releases for EU4 would be Wealth of Nations when it comes to amount and size of features. Third Rome also comes bundled with a portrait pack for russians, and 3 new sprite-packs, for 12 countries in the russian region, including Ryazan, Lithuania and Perm.

So, what cool features will we talk about today then?

We’re adding three new russian government types. The actual types are in the free patch, but the abilities we give them as well, belong to the Immersion Pack.

Veche Republic
This is a new republic form, which works like a merchant republic and have access to the russian abilities as well. They are always duchy rank, and their bonus is +1 merchant. Novgorod and Pskov starts as Veche Republics. It also gives +3 to states.

Principality
This is the new monarchy governmentform, which all russian monarchies start with. It has access to the russian abilities, and while they are locked to duchy rank, they have a bonus of -1 unrest and +5% Tax Modifier. It also gives +3 to states.

Tsardom
This government form is given when forming Russia, and is automatically empire rank. Besides giving +10 to amount of states and access to the russian abilities, it gives the following bonuses. +20% Manpower, +0.1 Yearly Absolutism & -0.05 monthly autonomy.

The russian abilities work like this. All actions have a bar to fill up before they can be used. Bar fill up from 0 - 100, increasing yearly by the ruler’s monarch point in the category, and a base +3. The actual bar can hold 150, so you don’t lose by not using it immediately.
  • The Administrative ability is called Reform Sudebnik, and reduces autonomy by 10% in all provinces you own.
  • The diplomatic ability is called Support Oprichnina, and reduces progress of all your rebelfactions by 30% each.
  • The military ability is called Raise Streltsy, and reduces war exhaustion by 2, and raises 20% of your forcelimit as Streltsy Infantry in your capital.

So what is Streltsy units? Previously we had three categories of units, with regulars, mercenaries & banners. In 1.22 there are two more categories added, and one of those is the Streltsy.

Streltsy arrive at full strength, but low morale, and do not cost manpower nor gold at recruit, but otherwise works like a regular unit, if not for two distinct differences. First, the amount of streltsy compared to your force.limit increases your stability costs, while each streltsy regiment provides +10% fire damage.

The other category we add for 1.22 is Cossacks, which is there for everyone that bought the “The Cossacks” expansion. Cossacks work like regulars, except they do +10% extra shock damage.

Cossacks are recruited as an estate interaction, where each province assigned to the Cossacks estate will give you 1 cavalry cossack regiment.

Of course, fittingly for the focus on this update, we have added three new interactions to the Cossacks estate.
  • Conscripting Elites: gain army tradition, lose loyalty
  • Supply Arms: lose MIL, gain loyalty and influence
  • Permit Self Governance: give autonomy to cossack lands, gain loyalty and influence

Next week, we’ll take a deeper look into more abilities of Russia and the Tsardom.

I worry a little about the balance of this. To be more specific, I worry about how Russia is going to be able to be balanced both for people with Third Rome and people without it. If Russia is at a good strength level with the new interactions enabled, does that not mean that it's going to be a bit of a damp squib without them? And if it's at a good strength without them, is it not going to be an overpowered monster with them? Maybe I am missing something?

Does 3 unit packs mean 3 different lines of units with recolors to form a total of 12 unit-lines for the factions?

Or 12 unique lines for 12 factions in 3 thematically separated packs? (Minor Russian Principalities pack, for example)

I'd love to see them!
I guess it will be like in the Mandate of Heaven content Pack: Mandate of Heaven (tier 1 to 4 for 4 countries), The North (same), Daimyos (a bunch of T1 units).
So every pack will focus on 4 nations (3x4=12).

So, if I never play Russia or anything near there, I assume there is zero reason to buy this?
Just take a look at the features and fill in the dots yourself.

I'm kinda glad they're finally doing regional expansions, at least they won't lock important game-mechanics behind DLC's. Not that I ever minded.

I hope that there is a way for Novgorod to become Russia without abandoning being a republic. We all remember how obnoxious it was to form Italy as a republic and stay a republic back in the older versions.

From my personal standpoint, one of my favorite alternate history ways of playing the game is 'what if country X was a republic?'

A bit worried that the interactions are going to be a bit into the "I win" button territory, with the exception of Streltsy, but we'll see how they pan out.
New government forms and flavor is always welcome, portraits and unit pack more so(time to do that Perm achievement run with those new units marching around).

Yet again my meager map mod has been made slightly obsolete by paradox themselves. There's now a playable Rostov, Beloozero, Tver has Zubtzov(plus Kashin), Totma and Velsk are in, hopefully a playble Hlynov aka Viatka/Vjatka is also there...It's a weird sense of frustration and satisfaction. Oh well, at least I know my research is solid(at least in relation to Paradox).

Looking forward to the pack and further packs in the future, this is a very welcome direction to me.

Not that I wan't to be the person to look a gift horse in the mouth but three abilities highlighted seem really non-interactive. There is no determent to using them besides having to wait to use them again. The most strategy involved seems to be wait for a point when you can use the bonuses the most, for the first two, and I don't understand why you wouldn't use the Raise Streltsy every time it is up.

It's not that I don't like the additional content, I was just hoping for more events in the way of the Vatican Library event. Something where you choose to take your country in a particular direction and then cannot take that choice back. Yes most people will only ever take the military option, but the idea that you can in some regards choose your own countries path besides just taking clay or ideas. I know it would be a tall order to have special events tied to every country but even something more generalized. I think the game is a bit stifling in regards to defining the ethos of the country you choose to play.

Anyway those are my two cents. Still really excited for the new Russian content.

IIRC It is for Merchant Reps that have passed the province limit and begin tanking Rep Trad.

How upgrade Principality to Tsardom? By decision way (form Russia) or something new?

Veche republics should have way to upgrade as russian republic (btw - theocracies also). Is this possible or only modernizate into general republic?

Oprichnina and Streltsy should have disasters. Economics for Oprichnina (brutal pacification) and political for Streltsy (pretenders, riots etc.).

When changes in stabilization?

Well, I have read the journal and unless I am missing something, I just don't see anything that will benefit me outside of playing in that region. Not being difficult, I just genuinely don't see it. If there is something that I am missing as to why this would be a worthwhile purchase if you do not play in that region, I would like it explained.

It doesn't actually say this. But is Tsardom limited to just being a monarchy? Would be nice if this could be confirmed. Also are there any changes to the conditions of forming russia?

Unless you like to play around with custom nations then there is no reason for you.

Love the addition, just fearing Russia will get slightly overpowered. Lately they've been doing really well in my games. Also, Ottomans annex Austria every time, along with entire Hungary and the rest of the Balkans. Just thinking about how things could be balanced a bit in one of the subsequent updates.

This is a new republic form, which works like a merchant republic and have access to the russian abilities as well. They are always duchy rank, and their bonus is +1 merchant. Novgorod and Pskov starts as Veche Republics. It also gives +3 to states.

Can they actually use those 3 extra states though? Or are they still limited to the merchant republic's 20 state limit?
