Hello all.

Sadly we can't yet talk about the big feature of Common Sense, Subject Interaction.. As we are completely redoing the interface for it, so it has to wait until next week.

Instead, we'll talk about a major change to the Holy Roman Empire, and give you the new achievements for 1.12.

Imperial Authority and Reforms

Imperial Authority has had a significant rework in 1.12. The old system tended to advance or retreat authority in big lurches and was very open to exploits. It also did not take into account how well the Empire was doing overall, and there was little benefit for the Emperor to maintain a large number of member states.

This has been changed in 1.12, as many of the events that gave Imperial Authority have been replaced with ticking values. The monthly change to Imperial Authority is now displayed in the interface, and will depend on factors such as:
- Whether there is peace in the Empire
- Total number of member states
- The amount of HRE territory held by outside powers
- The amount of HRE territory held by heretics & heathens
- The number of electors and free cities

An Emperor who is doing a good job will see their Imperial Authority naturally grow without having to resort to methods such as annexing states when authority is at 0 only to release them again later, while an Emperor that allows outside powers and heretics to dominate the Empire will find themselves unable to pass reforms entirely.

As part of this change, we've also revised the old 'Imperial Integrity' modifier for having more than 25 princes. We felt this modifier was both too strong and too arbitrary, so it has been removed. Instead, the HRE reforms were buffed to provide more of an incentive for members to vote for reform.

A Full House - Have 3 Vassals & 2 Marches at the Same time.
Black Jack - Maintain 21 different overseas Subjects with more than 5 provinces each, without anyone having more than 50% Liberty Desire - Trade Companies does not count.
A Decent Reserve - Gain at least 1M Manpower.
The Six Nations - Form a federation of at least 6 nations as the Iroqious.
The Bohemians - Conquer and core Dublin as Bohemia.

Komenoi Empire - Make Trebizond into an Empire.
Lucky Lucca - As Lucca, own Lucknow!
A Fine Goosestep - Form Prussia and get 125% Discipline.
Meissner Porcelain - As Saxony own all chinaware provinces.

In what way is Napoleon not a self made man? His family was local nobility in Corsica but since his father sided with the French after they annexed the island once the revolution came and gave Corsica autonomy his family pretty much lost everything since they were seen as sellouts and traitors to the island. All Napoleon really had was a decent education his father had gotten him, that was it, he gains literally everything he ever gains off of his own merit
Sorry mate there has been a request that we stop spamming this thread and rightly so. There are several books on Bernadotte I reccomend reading them, the relationship between him and Napoleon is usually a very explored topic. There are even some... alternate interpretations.

Enlightened dispotism is only one of the incarnation about the struggle of the central power to gain strenght on the privilegia and ancient liberties. Is a long voyage happening during all the timeframe of the game that you can find in the council created in aragon and Castille by Ferdinand and Isabel, the thinking of Hobbes, etc... (In theory we can say that this struggle started in the middle age.)
Perhaps but I still hold that there's a diffrence between an enlightened despot and a "King by the grace of god" though both are absolute monarchs. In how they use that power. And that's how Voltaire used the term too if I'm not mistaken.

In ancient regime, the grace of god was still there, even if some monarch start to be more open to other source of soverignity. Actual the difference beetween enlightned dispotism and absolute monarchy is only the intellecutal observation that some king reformed the country becouse wanted\was possible and others not. But more or less were the same kind of monarchy. Was not the monarchy to be enlightened, but the monarch we can say, that used the intellectual debate of nobles and profession class, to gain support for centralization, more efficient administration etc...

Also Voltare used the term, but finished to be in collision with one of the most famous enlightened monarch, Frederick II of Prussia.

Will the base development levels (Tax, Manpower, Production, Overall Development) influence on the cost to increase one of the values? Say, Paris starts with 15 BT and 60 Dev (just throwing numbers here), and Al-Arid starts with 1 BT and 5 Dev. After some decades/centuries, I turn Al-Arid into a 15 BT, 60 Dev oasis in the Middle East. Would then the cost for increasing both Paris and Al-Arid from 15 BT to 16 BT be the same?


If anyone has ever played Shin Megami Tensei/Persona RPGs, I have in mind the same concept applied to demon/persona's base levels: A Base Level 2 demon that's at lv50 will take (sometimes literally) a billion EXP points to get to lv51, while a Base Level 40 demon would take only a couple thousands.

I think it would be stupid if it worked as an increase from base instead of making the cost from current value. Adding 5 BT to Paris is huge, because some bonuses stack. Adding 5 BT to 1 BT province will just make it into a regular province.
The thing that prevent you from turning a desert into a metropolis are the land type modifiers. There shouldn't be artificial limits preventing you from turning poor farmland into rich farmland.

If anyone has ever played Shin Megami Tensei/Persona RPGs, I have in mind the same concept applied to demon/persona's base levels: A Base Level 2 demon that's at lv50 will take (sometimes literally) a billion EXP points to get to lv51, while a Base Level 40 demon would take only a couple thousands.
According to Wiz, the cost increase starts from the base.

Yes though it is a significantly smaller penalty than number of times country developed in total. And I don't recall Al-Arid specifically but considering what Middle East is in game and that terrain/climate impact the cost I will go with "No" even if that wasn't true.

Where are my Regensburg, Worms, Speyer and Constance?
They are the key free imperial cities
In 1245 Regensburg became a Free Imperial City and was a trade centre before the shifting of trade routes in the late Middle Ages. At the end of the 15th century in 1486, Regensburg became part of the Duchy of Bavaria, but its independence was restored by the Holy Roman Emperor ten years later. The city adopted the Protestant Reformation in 1542 and its Town Council remained entirely Lutheran. From 1663 to 1806, the city was the permanent seat of the Imperial Diet of the Holy Roman Empire, which became known as the Perpetual Diet of Regensburg. Thus, Regensburg was one of the central towns of the Empire, attracting visitors in large numbers.

Probably the most famous Diets were those held in Worms in 1495, where the Imperial Reform was enacted, and 1521, where Martin Luther was banned (see Edict of Worms), the Diets of Speyer 1526 and 1529 (see Protestation at Speyer), and several in Nuremberg (Diet of Nuremberg). Only with the introduction of the Perpetual Diet of Regensburg in 1663 did the Diet permanently convene in a fixed location.

Of course, big cities are mostly there for a reason. Many factors that are not really in the game contribute hugely to the development of a city. Things like adjacency to a river, whether a settlement is coastal, natural resources in the area, defendability (is this a word?, i mean the ability of a place to be succesfully defended against an attack with, like, cliffs and stuff) and a lot of other, sometimes random, factors. These are things that are at least somewhat included in base development, and not at all in the other factors.

However, a better solution would be to include the largest of these factors in the game, but i don't think that would be easy.

Well, those sort of are preset. If a province produces good resources, you'll want to pour more into Base Production. If a province has crappy terrain, it already takes a penalty, and it gets extra Buildings for certain things.

Let's also not forget that Development doesn't just represent one city, but the province as a whole. A densely-populated rural province would have more Manpower than a small city.

do we know if there is going to be a cap on the cost increases with more development?
Like if we develop a lot will the cost eventually level out or will it just keep getting more expensive until it reaches the power cap.

Like if we develop a lot will the cost eventually level out or will it just keep getting more expensive until it reaches the power cap.
I don't think that they have made a statement on this although I would assume it either keeps growing until it reaches the power cap

or that development can only be pushed so high in the first place, which seems realistic to me after all only so many people can live in a certain area and work can only be done so efficiently
