Why can't I cast a divine spell I have the rep for?

Simple question: I built two temples to Agrela so that I'd be able to cast the Blessing of Life spell (boosts pop growth rate). Sure enough, I have well over 25 rep, but no spell in my spellbook. Can anyone help me out? Is it off-limits unless I picked a Great Mage with the Favor of Agrela at the start of the game?

You have to research it, like any other spell - you don't just get it.
