Did you actually try that method? Having 12 x INF, 3 ARMs for back-up and defence while running interdiction with TACs... Look, it's a tried method before. It's a few versions back, but there's no way that it's going to be of any use. Besides, your supply /hurts/, you're still vulnerable, and there aren't any places to sufficiently use rails anyway - even in MP. Finally... just bombing them with STRs, or even TACs are still a hell lot more effective than arty bombing.
Admittedly it might work. But it takes way too much preparation, and there are other more efficient methods out there; there's no reason to do it other than for flavour effects.
Also, you should never, never build up a SP-ART brigaded Infantry force. The oil is not worth it, seriously.
