Mods are being problematic probably because someone intended for them to be online only, resulting in a goofy two-step process:
1. Start the the game for the first time - mods subscribed to are checked and updated if needed, not loaded - game completes loading and runs without mods.
2. Exit to desktop, restart game - mods are properly loaded and game starts with loaded mods.
So, it appears that CS2 mods exist in our game in name only (the playset?), like floating, until an online check is made. Why can't we have 'em permanently installed, working offline, and when we decide to go online again they can be updated then?
As of now, if one doesn't want to be online during gameplay it's possible to disconnect from the internet while playing, but if a game reload is needed we will have to go back online.
